Job Description

Job Overview: The Resettlement Manager oversees the delivery and documentation of case management and other required services to newly arriving refugees and Special Immigrant Visa holders as well as ongoing support services in accordance with the contracts and grants which fund the program. They are responsible for ensuring effective and timely coordination with IRC HQ staff, local staff and local partner agencies. The Resettlement Manager supervises the Casework team.

Major Responsibilities:

Program Management:

· Manage the daily operations of resettlement services, providing guidance, leadership, and direct support in all aspects of service provision

· Ensure smooth and functional operation of program maintaining efficient systems and ensuring delivery of quality services

· Ensure services are culturally and linguistically appropriate and trauma-informed while promoting well-being and independence

· Monitor the delivery of core resettlement services to ensure compliance with all program standards and grant requirements in accordance with Reception and Placement (R&P) Program and Afghan Placement and Assistance (APA) requirements

· Act as principal liaison with IRC Headquarters Processing unit on issues of case allocation and assurance

· Ensure that all electronic case files and databases are maintained in accordance with contract requirements and all records required by IRC are submitted on time and in accordance with guidelines

· Develop and review program reports and collect statistics and developments for evaluation, tracking and reporting purposes and to ensure compliance with funded objectives and donor requirements

· Ensure timely delivery of all R&P case reports

· Implement monitoring and evaluation activities to assess program activities, document accomplishments, identify promising practices and lessons learned, and respond to participant and community feedback and needs

· Manage budgets and approve expenses for resettlement related funds, ensuring costs are maintained within allocated budgets

· In collaboration with finance department, develop and manage assigned budgets including monthly review of Budget vs. Actuals (revenue and expense activity), match objectives, and financial reporting to funders

Staff Support & Supervision:

· Provide direct support to R&P Casework Coordinator, the Housing Coordinator, and all other Casework staff without intermediary supervisors

· Oversee the recruitment, hiring and training of resettlement services team members

· Utilize IRC’s People Management Standards including regular team and individual meetings, clear expectations, effective feedback, and responsive support

· Ensure program staff engage in training on trauma-informed approach and other relevant professional development and work to incorporate trauma-informed approach into service delivery, workload management, and staff supervision and support

· Provide mentorship and support to staff around professional development, workload management, trauma-informed approach, and staff wellness

· Cultivate an environment of teamwork through regular program meetings and on-going training

· Conduct mid-year and annual performance management evaluations

Program Development:

· Identify unmet needs, design programming, and develop funding to address gaps in services in response to staff, participant, and community feedback

· Support the development of high quality funding proposals in collaboration with program and development staff

· Work collaboratively with current and future funding partners

· Maintain and develop relationships with funders and other partners who contribute donated services, time, funds, and goods to support resettlement programs

· Expand services and resources available to communities served including professional services, in-kind donations, and volunteer time through engagement with donors and providers

Leadership:

· Organize and participate in annual planning activities for Casework programs including developing and defining a vision and strategy in collaboration with the Supervisor team, and other relevant staff

· Represent IRC with partner organizations, funders, and other community stakeholders

· In conjunction with other program Managers take ownership of relevant strategic objectives, provide guidance and oversight to the appropriate objectives in the IRC Boise Strategic Action Plan

· Act as a member of IRC Boise Supervisor Team

· Work with IRC Supervisor Team, program leads and other staff, and ensure a good working relationships with all internal departments/programs in the design and coordination of new programming, provision of services, development activities, public relations materials, events and media communications

· Participate in all staff meetings, staff development activities, and fully engage as a member of the IRC Boise team

· Comply with all policies, procedures, and protocols of the agency

· Other duties as assigned

Job Requirements:

· Relevant degree or equivalent experience

· Minimum of 2 years of related professional experience in the areas of Program Management; Grant Management; Grant Compliance; Social Services; Refugee Resettlement Services; Humanitarian Relief; Staff Supervision; Donor Relations; etc.

· Proven ability to work under pressure with deadlines and manage multiple priorities in a fast-paced environment

· Experience providing support to staff and understanding of staff well-being, managing work load, professional boundaries, setting clear expectations, and providing direct feedback

· Leadership, team building, and training skills and experience

· Experience working with and ability to interact with people from diverse backgrounds

· Understanding of language access, trauma-informed approach, and refugee and immigrant services

· English proficiency, both spoken and written, and professional proficiency in language(s) of local immigrant and refugee communities (i.e., Arabic, Dari, Kinyarwanda, Pashto, Somali, Spanish, Swahili, Ukrainian, etc.) preferred

· Public speaking experience and ability to professionally represent IRC and its mission

· Strong organizational skills including: flexibility, detail oriented, prioritizing, planning, and effective time management

· Ability to work independently to ensure proactive, quality performance of duties, as well as ability to work as part of a team

· Computer skills, particularly knowledge of Word, Excel, and all Microsoft Office applications

· Must be comfortable in a fast-paced, multicultural environment

· Demonstrated ability to communicate effectively and diplomatically in a multi-cultural setting

· Proficient in Microsoft Office applications (Word, Excel, Outlook, PowerPoint), internet research and experience using databases

· Access to reliable transportation to travel throughout the service delivery area

Working Environment:

· Standard office working environment combined with regular travel within the service delivery area;

· Position requires evening and weekend work hours.
