Org. Setting and Reporting This position is located in the UNODC Regional Office for Southeast Asia and Pacific (ROSEAP), based in Bangkok, Thailand. The incumbent will work under the overall guidance of the UNODC Regional Representative for the Southeast Asia and Pacific, based in Bangkok, and the direct supervision of the Research Officer (Criminal Intelligence Analysis) in Bangkok. Technical advice and support will be sought from the relevant Sections at UNODC Headquarters in Vienna.

Responsibilities Within assigned authority, the Research Officer (Counter-Terrorism) will perform the following specific duties:

•Monitor the evolution of the terrorism and related security threats in the Southeast Asian and Pacific (SEAP) region, and keep abreast with political, programmatic and security developments by collecting and reviewing information and reports from UNODC and other UN offices, governmental institutions, inter-governmental and non-governmental organizations (NGOs), academia, think-tanks, media reports and other relevant sources.

•Provide support to planning, designing, carrying out and coordinating substantive research initiatives in SEAP, and contribute to the development and implementation of regional/country studies, trend and threat assessments on criminal justice and terrorism and their linkages with governance, security and development issues.

•Provide coordination, substantive and technical support to the implementation of UNODC activities in the region pertaining to terrorism prevention, including countering the financing of terrorism (CFT) and preventing and countering violent extremism (P/CVE).

•Undertake research on terrorism and related security threats in the region, and coordinate the preparation of reports, graphs and maps, and other related outputs.

•Contribute to conducting in-depth studies and analyses of CT/CFT and P/CVE-related policies and legal frameworks, and contribute to the drafting strategic and technical recommendations to improve such frameworks.

•Identify needs and priorities, select relevant sources, information and data, and ensure correct usage of data and information resources as they relate to individual studies/assessments.

•Drive the formulation of the methodologies for data collection and capacity-building to support research work. Coordinate and provide expertise for the conducting and implementation of surveys, including the preparation of survey questionnaires, reports and presentations.

•Organize and prepare a variety of written outputs, including background and working papers, technical reports and studies, briefings and presentations, as well as research-based reports to governing and technical bodies; contribute to the preparation of thematic research on terrorism by either drafting parts of the studies or by reviewing drafts of others based on their relevance and quality.

•Participate in relevant field missions and provide substantive inputs to training, workshops and seminars and respond to demands for information on specific topics and participate in dissemination and briefing activities in relevant topics.

•Develop and maintain partnerships with governmental and other institutions, and liaise with other international organizations and research institutions to develop synergies and collaborative arrangements in the area of data collection and analysis.

•Develop and advise on external communication strategies and tools, ensuring alignment between research findings and ROSEAP external communication.

•Contribute to the effective utilization of financial and human resources, prepare Terms of References for consultants and contractors, and participate in their recruitment.

•Perform other work-related duties as required.

Has knowledge of principles and concepts of research and trend analysis and understanding of theories, concepts and approaches relevant to criminal intelligence analysis and the intelligence cycle. Has conceptual, research, analytical and evaluative skills with very good report writing skills, especially related to terrorism. . Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. •Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently; effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities; is able to provide sound technical advice, apply good judgment, manage conflicting priorities as well as oversee and coordinate operations.

Education Advanced university degree (Master’s degree or equivalent) in law, social sciences, international relations, security studies, criminology or closely related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A diploma or certificate from a recognized institution on qualification in criminal intelligence analysis is desirable.

Work Experience A minimum of five (5) years of progressively responsible professional experience in law enforcement, prosecution, criminal justice, international criminal law or related areas is required. Working experience in research and analysis in relation to counter-terrorism, terrorism financing and/or the prevention of violent extremism is required. Experience in planning, coordinating and implementing field-based technical assistance in relation to counter-terrorism, countering the financing of terrorism or preventing violent extremism is required. Experience in a field environment in Southeast Asia and/or the Pacific is desirable. Experience with the United Nations system or similar international organization on criminal justice and crime prevention issues is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Working knowledge of (an)other UN language(s) is an advantage.
