The Research & Evaluation Unit in the Planning, Research, Innovation, Monitoring and Evaluation (PRIME) is looking for a Research expert for a consultancy for a period of 132 working days (6 months); where the consultant will have a key role in providing UNICEF Lebanon Country office with useful, valid and reliable information on the situation of children's and women's rights and the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence. The role of the research officer is to work within the research team to work on a number of research and studies that are listed below. This research and studies are key elements in the production of evidence that UNICEF uses to plan and implement its activities. In addition, the consultant will also work on the Research Tracking Tool, a new initiative that aim to closely follow up on the use of the findings and recommendations of conducted research and studies; in order to track the efficiency and the effectiveness of the investments made in that field. The objectives of the Research Expert is to provide UNICEF Lebanon Country office with useful, valid and reliable information on the situation of children's and women's rights and the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

Summary of tasks to be performed:

  • Finalization of Neighborhood profiles project
  • Support local governance in producing data on children
  • Update of the situation monitoring
  • Update and support in monitoring of the Research Tracking Tool
  • Support in the Child Wellbeing and Wellbeing Package Study and Crash course
  • Lead the study on stateless children

To qualify as an advocate for every child you will have…

  • A first University Degree in Social Sciences, Statistics, Monitoring, Evaluation, Demography, Development Planning, or a directly related technical field(s) is required;
  • A minimum of 3 years of relevant professional experience at the national or international levels, on demography, statistics, data processing, analysis and interpretation, statistical inference methods and/or data management is required.
  • Prior knowledge and experience in research methodology, including theories, standards and models, quantitative/qualitative/mixed methods, validity and reliability testing of data is considered highly desirable
  • Previous work experience in Lebanon on nationally representative household survey is an asset;
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.
  • The selected consultant will be required to share proof of heath/medical insurance prior to contract issuance. Health/medical insurance costs for the duration of this consultancy will be borne by the consultant and cannot be billed to UNICEF.
  • The consultant is expected to submit an all-inclusive financial proposal showing cost-breakdown, namely professional fees (in the form of a daily rate and monthly lump-sum basis), living allowance costs, and travel costs from home-base location to Beirut (on the basis of the most economical and direct route, at the beginning and at the end of the assignment –in line with UNICEF travel policies). Beirut based consultants may only provide a financial proposal without the travel and DSA component. The all-inclusive financial proposal should be in line with the table in the Deliverables and Schedule section of these TORs.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
