Overview

Support the CRVS Comprehensive Assessment and strategic plan development in South Sudan.

You have:

  • A minimum of 5 years of experience, with at least 3 years in statistics, social science, demography, public administration, or project management.
  • A Postgraduate degree in any of the mentioned fields is an advantage.
  • Fluency in English is required.
  • Knowledge of Arabic is an advantage.
  • Knowledge of another UN working language is an asset.

Result of Service To enable the South Sudan to conduct a CRVS Comprehensive Assessment and develop a CRVS Costed Strategic Plan.

The successful research assistants will be required to undertake the following activities: 1. Undertake data collection, schedule and conduct interviews with various stakeholders to get firsthand practical experiences at national and regional level. 2. Support the development of interviewee guidelines, to obtain permission from interviewee, and arrangement of venues. 3. Conduct desk research and review on documents as part of the Gender and CRVS assessment. 4. Assist in data compilation, analysis and report writing using selected statistical methods to interpret the implications of the findings. 5. Maintain quality controls standards to preserve the integrity of data and findings. 6. Work closely with local Partners at the National and regional level. 7. To support co-ordination and develop good working relationship with Gender and CRVS Technical Working Group and the Steering Committee. 8. Assist in organizing meetings, Workshops, travel arrangements related to Gender and CRVS program. 9. Support ongoing improvement efforts related to CRVS in South Sudan

Duties and Responsibilities 1. Introduction:

The Ministry of Interior under the Directorate Civil Registration Nationality Passport and Identity (DCRNPI) South Sudan with the support from UNECA is planning to undertake a comprehensive assessment of the Civil Registration and Vital Statistics system, with a strong focus on gender related matters with the overarching aim to re-design and re-establish the system in the country. DCRNPI as the chair of both the CRVS TWG and Steering committee will require continuous and effective support to communicate and engage with relevant Gender and CRVS institutions, support with collection of data, writing of reports, and support with improvement efforts for re-establishing of the CRVS system.

To this end, DCRNPI with financial support from UNECA is planning to recruit 6 research assistants to support Gender and CRVS comprehensive assessment for a period of six months effective August 2023 with the possibility of extension, subject to availability of funding.

Under the supervision of the Assistant Director General DCRNPI, the research assistants will support DCRNPI efforts in the completion of the comprehensive assessment as well as build closer ties with partners across the full spectrum of Gender and CRVS activities in South Sudan to achieve the project objectives.

2. Objective of the Consultancy The key objective of the Research Assistants is to support the Directorate Civil Registration Nationality Passport and Identity (DCRNPI) of South Sudan to collect data for the comprehensive assessment and develop a coed strategic plan

Qualifications/special skills A minimum of 5 years of experience out of which (3) three years of work experience should be in statistics, social science, demography, public administration, project management is required. A Postgraduate degree in any of the mentioned fields is an advantage.

Languages English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of Arabic is an advantage. Knowledge of another UN working language is an asset.
