Background
The UNDP’’s “COVID-19 Emergency Health Response and Recovery” was designed to support the Government’s efforts to contain the spread of COVID-19 and lay down the foundation of transition and recovery and return to the SDG path through building resilient and sustainable systems for health. In the first phase I (emergency phase), the project was mainly to focus on increasing intensive care capacity for severe and critical COVID-19 patients in Aden and Sana’a. The overall objective of the emergency response phase was to flatten the epidemic curve by improving case management, survival rate of the severe and critical COVID-19 patients and ensuring that IPC is in place. The project was to support the establishment of two hospitals with 100-bed capacity each. In the emergency phase the project was to strengthen capacity of the healthcare system to manage the emergency health response. With the support of WHO and close collaboration with other international non-medical emergency organisations (ICRC and MSF) a specific training programme on emergency preparedness and response was to be developed with the academia (faculty of medicine) and MOPH. In phase II transition to (Post-COVID-19 recovery) – project is to focus on health system strengthening, the overall purpose of the recovery phase is to maintain the zero-COVID-19 cases in Yemen, through systemstrengthening, public private partnership, digital health and addressing human rights, and socio-economic impact of the pandemic.
The project is in line with UN COVID-19 Emergency health response for Yemen and supports the COVID-19 case management. Besides, the project is in line with UNDP CPD priorities governance and the rule of law and economic recovery and development. Health as a human right and tool for peace and development, the project will contribute to the UNDP country programme to improve the access and delivery of essential services to most vulnerable (women, children, elderly, PLWD and prisoners), human rights, socio-economic development. As part of the UNDP Yemen Programme and local economic recovery and development support, the project will promote health sector access to cleaner and renewable energy (solar for health). The solar for health project will contribute availability of uninterrupted power supply and improvement of the quality of essential medicine, increase access to quality health services, cost-efficient and reducing CO2 emission. One of the objectives of the Solar for Health is to transform the renewable energy market and create green jobs for youth and women. The proposed project will support private sector capacity development in health system strengthening, use of digital health and telemedicine. The project will promote public-private partnership opportunities to increase access to health services. In collaboration with the Public Works programme, donors and social fund for development, the project will support the rehabilitation of health facilities in the rural area.
According to the ‘COVID-19 Preparedness and Response Plan for Yemen’ by the Health Sector, the Ministry of Population and Public Health (MOPH) is tasked with (i) containing the spread of COVID-19; (ii) raising the level of preparedness of the Early Warning Alert and Response Network (EWARN); (iii) coordinating a rapid response; (iv) implementing awareness raising campaigns; and (v) facilitating further healthcare education. However, there are a number of gaps as well as activities to halt the spread of COVID-19, which can be achieved via the appropriate responses. In addition, COVID-19 poses more than just a health threat as all the indicators seem to suggest the spread of the virus will have an adverse effect on the economy and the daily livelihood activities of the people in Yemen.
The Al Kuriami supported health systems strengthening is part of the overall objective of the Emergency Health and Recovery project aimed at building the Public Private partnerships and support.
UNDP Yemen is launching a Request for Proposal for small grants to support Local Non- Governmental Organizations (NGO) / Civil Society Organizations (CSO) that are responding to the COVID-19 crisis. The grant is to support the transport of COVID19 samples from health facilities to Central public health labs in Taiz.
The last field report on Taiz lab and COVID19 testing capacity identified the following challenges: 1. Only one functional la central lab for covid19 testing 2. Need to train more lab technicians. 3. Need to open more testing centers To date there are still only two central lab testing points, the NPHL and The Al Mokha Lab. However, about 14 districts health facilities are currently able to collect COVID19 samples for testing at the central labs. The main challenge remains transportation of the samples to the central labs. This Request for Proposals has been initiated in response to the needs of the Ministry of Health to strengthen COVID-19 testing and referral system.
Duties and Responsibilities
II. MAIN GOALS AND OBJECTIVES The overall objective of this project is to support the transportation of the COVID19 samples from health facilities to Central public health labs in Taiz. Specific objectives: 1. Courier service Handling and Tracking of Laboratory Specimen Samples 2. Chain of Custody, and Transit Tracking of lab samples. Output 1) Samples transported from 15 health facilities to CPHL Output 2) 14 districts of Taiz reached. Out put 3) An estimated 350 samples transported every day.
III. SCOPE OF WORK AND EXPECTED OUTPUTS
Request 1: Courier service Handling and Tracking of Laboratory Specimen Samples ? to have appropriate transport means to access the whole districts ? Transport systems to be equipped with sample carriers ? Have appropriate tracking systems (phone , log books or GPS) ? Provide appropriate PPE for transporters

IV. REQUIREMENTS FOR MONITORING/REPORTING The Contractor will report to the Project Manager who accepts and approves deliverables specified above. The detailed schedule of works for Output 1, Output 2 and Output 3 will be discussed with the Contractor prior to the assignment. The Contractor must adhere to the system of monitoring, evaluation and quality control implemented by the UNDP and provide the necessary information, reports and tools according to the preset schedule or as soon as possible (within a reasonable time).
All reports for UNDP shall be transmitted electronically (Formats of: * .docx, * .xlsx, * .pptx, * .pdf) on electronic source or in the form of electronic communication with the attached final product, which is also accompanied by an official letter in paper version of the Contractor about the data transmission of products to the UNDP. Any other payments will be processed upon the full completion and acceptance of contractual obligations whereupon the Project Manager signs the certification of acceptance.

VI. EVALUATION CRITERIA Evaluation and comparison of proposals A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being opened and compared. The price proposals will be opened only for submissions that passed the minimum technical score of 70% (or 700 points) of the obtainable score of 700 points in the evaluation of the technical proposals. In the First Stage, the technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR) and as per below
Evaluation Criteria. In the Second Stage, the price proposals of all offerors, who have attained minimum 70% score in the technical evaluation, will be reviewed. Overall evaluation will be completed in accordance with cumulative analysis scheme, under which the technical and financial aspects will have pre-assigned weights on 70% and 30% of the overall score respectively. The lowest cost financial proposal (out of technical Request compliant) will be selected as a baseline and allocated the maximum number of points obtainable for financial part (i.e. 300). All other financial proposals will receive a number of points inversely proportional to their quoted price; e.g. 300 points x lowest price / quoted price. The winning proposal will be the one with the highest number of points after the points obtained in both technical and financial evaluations, respectively, are added up. The contract will be devoted to the bidder that submitted the winning proposal.
