As the lead procurement agency on behalf of country governments, Gavi, the Vaccine Alliance, the Global Polio Eradication Initiative, the Measles Rubella Initiative, the Eliminate Yellow Fever Strategy and the Global Task Force for Cholera Control, and a key member of the Interagency Coordination Group (ICG), and now the COVAX Facility, , UNICEF possesses unique experience in procurement of vaccines, including stockpile management and supply and logistics for vaccines and vaccine related supplies in country. In addition UNICEF in collaboration with partners provides in country support to national immunization programmes, in particular, as the lead agency for immunization supply chain and logistics as well as efforts to promote immunization acceptance and demand among communities. From the requirements and needs expressed by the COVAX Facility to support scale up and roll out of vaccines under development for COVID-19 global pandemic response, beyond the role as lead procurement agency, UNICEF has been appointed as Procurement Coordinator for the Facility, and will require additional resources to deliver on objectives of this function.

The COVAX Unit in the Vaccine Centre, Supply Division, is being created to lead functions related to UNICEF’s role as Procurement Coordinator, as well as lead procurement agency, on behalf of Gavi AMC supported economies; with the focus of the Procurement Coordinator function to secure and assess supply information, monitor and track planned and actual availability and delivery, report on draw down on contracts, and support self-procuring self-financing countries, in close coordination and alignment with the COVAX Facility The post is housed in this unit and will report to the Procurement Coordinator.

How can you make a difference?

The purpose of this assignment is to support largely with tasks related to UNICEF's role as the COVAX Procurement Coordinator and Procurement Agency.

The assignment will support the establishment of processes that will operationalize the procurement of COVID-19 vaccines on behalf of the COVAX facility.

Key Duties & Tasks:

  • Support senior contract manager in developing Standard Operating Procedures to streamline procurement processes under COVAX facility.
  • Be responsible for the initial review and drafting of the relevant reports and briefing notes, when needed.
  • Support the establishment of Term Sheets based on the Advance Purchase Commitments against which Self Procuring participants of the COVAX facility can refer for their own procurement processes.
  • Support senior contract manager in monitoring the drawdown of the Advance Purchase Commitments entered into by GAVI for the COVAX facility.
  • Support reporting requirements and ad hoc requests related to the COVAX Facility and other related areas.
  • Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.

Required:

  • An advanced university degree in one of the following fields: international relations, political science, communications, international development, Law, Business Studies, Supply Management or another relevant technical field. *A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven (7) years of relevant work experience may be accepted in lieu of an advanced university degree.
  • A minimum of five years of professional experience in one or more of the following areas: public affairs, program management, supply management, resource mobilization, external relations, or other relevant area.
  • Fluency in English.

Desired:

  • Knowledge of another official UN language or local language of the duty station is considered as an asset.
