ORGANIZATIONAL CONTEXT

Located in the mountainous southern region of the Caucasus, Armenia is ranked among the 60 most disaster-prone countries in the world and is further impacted by the Nagorno-Karabakh’s conflict dynamics since the early ‘90s. To that, the geopolitics of Armenia and its neighboring countries resulted in the closure of two out of the four borders of the country, leaving open only the northern and southern corridors with Georgia and Iran respectively, thus further endangering humanitarian responses in case of potential shocks. The country has been experiencing different macroeconomic progresses which have been followed by the implementation of structural reforms over the last decade, but their results have not reached the Armenian society equally. This resulted in weak, unevenly distributed growth and created structural inefficiencies leaving the population, economy, and environment to be highly vulnerable to external shocks.

A large majority of the population in Armenia has been impacted by COVID-19 pandemic, in particular the low- and marginal-income groups. The situation was further exacerbated due to the escalation of the conflict in and around Nagorno-Karabakh (NK) starting on 27 September 2020, resulting in a big inflow of spontanous arrivals from NK. The most recent developments related to the escalation of the conflict in and around Ukraine has created a developing refugee and food crisis, which is impacting Armenia too, in terms of increasing food prices, risks of food shortage and significant inflow of refugees (base on some estimates there are around 500,000 ethnic Armenians residing in Ukraine).

Taking into consideration the already increased and scaled-up activities, establishment of new units, such as Social Protection and Social Behavior Change unit to support the most vulnerable populations impacted by the global food crisis, the CO has identified the need for hiring locally a Reports & Partnerships Officer. The Officer sitting in the Partnerships Team and in close collaboration with Programme Units, will provide support in drafting key reports for internal and external stakeholders as well as will support Partnerships with funding proposals and with the development of partnerships portfolio, including partner profiling and data/trends

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Country Director and the direct supervision of the Head of Partnerships, the Report & Partnerships Officer will be responsible for the following duties:

• Support staff in assigned area to ensure that standard reporting procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.

• Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.

• Contribute to engagement with external and internal stakeholders and preparation of partnership proposals and relevant agreements / MOU, considering corporate norms, processes and external regulation. Support ensuring the quality control of content by engaging with relevant functional units, Regional Bureau and Headquarters.

• Draft external situation reports and advocacy material and coordinate with different functional units to acquire necessary information in English and Russian languages.

• Support Programme Units drafting key reports and newsletters (such as the forthcoming Food Security Report, Nutrition reports, Food Security Newsletters, etc.).

• Coordinate with different functional units and prepare internal and external reports (Annual Country Report (ACR), School Feeding newsletters, etc.).

• Support the organization’s dialogue with partners through preparation of quality briefing materials in support of outreach opportunities.

• In close collaboration with the Operational Information management officer provide support to Programme Units with the preparation of documents related to the implementation of ongoing activities.

• Support functional units of the Country Office elevating the quality of written documents aimed at being disseminated with external audiences.

• Provide guidance to the Programme Units, particularly the to institutionalize and adopt best practices, streamline effective reporting processes, collection of information and preparation of reports.

• Translation of reports and other relevant materials from English into Russian.

• Perform other related duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Political Science, Economics, Statistics, Information Management or Journalism, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Experience: At least 3 years of postgraduate progressively responsible professional experience in a relevant field of work, with a background and interest in international humanitarian development, including drafting documents and reports for international and external audiences.

Knowledge & Skills: General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background; strong analytical, written and oral communication skills including substantive analysis and report writing skills, excellent interpersonal skills and ability to work in a team; ability to plan and organize work with minimum supervision; ability to work under pressure and meet tight deadlines; knowledge on Results-Based Management in the United Nations development system general knowledge of the Armenian context and the UN system is desired.

Languages: Native Russian speaker; Fluency (level C) in English language.
