Background Information - BSSC

The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration and payroll.

Background Information - Job-specific

Reporting to the BSSC Payroll Manager in daily operations as well as the ICT Enterprise Reporting Lead, the Reporting Senior Officer will be required to design and implement data architecture to support data structures optimized for reporting and analytics. The incumbent is expected to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

The Reporting Senior Officer promotes a collaborative, client-oriented approach consistent with UNOPS rules and regulations and contributes to the maintenance of high staff morale through effective supervision and leadership of the BSSC reporting team. He/she works in close collaboration with the BSSC units and ITG to ensure reporting needs are successfully managed.

Functional Responsibilities

Summary of Key Functions:

  1. Supervision of BSSC Reporting Team
  2. Ensures timely Report development and change requests
  3. Creates and maintains corporate datasets within the reporting platform
  4. Supports BSSC with ad hoc reporting needs
  5. Knowledge building and knowledge sharing

    1. Provides supervision to the BSSC reporting Team focusing on achievement of the following results:

  • Guidance and supervision to the Reporting Team
  • Highly motivated personnel thriving in their work
  • Efficient and high quality service to clients according to established service targets

    2. Ensures timely report development and change requests

  • Supports report implementation and report change requests with regards to HR, Payroll, Supplier, Finance and Accounting data

  • Provides highly specialized support to stakeholders, facilitates data-modelling sessions, understands business requirements and writing technical requirements, at all times applying ICT standards and best practices for reporting elements
  • Arranges for professional implementation of data architecture standards and services
  • Implement Stored Procedures, Functions and Views in oneUNOPS database and data warehouse using SQL Server Transact-SQL
  • Builds reports using SQL, Cubes, MDX, Excelerator and UNIT4 Agresso Smart Client
  • Supports design reviews of solutions with structured and unstructured data covering data integration, data flow, data warehouse, and business intelligence.
  • Supports users on reports and data issues from system errors, analyze, and coordinate with ICT business analyst and ICT data reporting team to fix the issues

    3. Creates and maintains corporate datasets within the reporting platform

  • Develops and manages HR, Payroll and Supplier datasets and reports in Google BigQuery, and other datasets as required.

  • Oversees the development and migration of BSSC reports, and other FA reports when required, from development, UAT and production environment
  • Oversees and resolves complex reporting issues and bug fixes escalated to BSSC
  • Ensures KPIs and targets related to reports development and bugs/defects resolution.
  • Provides technical design and solutions related to other BSSC reporting needs (e.g. Laserfiche)
  • Identifies data issues from human errors and works with users to conduct root cause analyses and resolve issues
  • Develops and maintains the SSC Dashboard
  • Provides advice and assistance to the SSC Data Steward and supports related corporate projects, as requested by SSC Data Steward

    4. Supports BSSC with ad hoc reporting needs

  • Takes responsibility for the overall integrity, quality, accessibility and accuracy of information in reports supplied to the business side

  • Provides timely reports and for and support of audit-related requests, specifically
  • Provides technical support in extracting data according to business needs and on an ad hoc basis
  • Performs related ad hoc reporting duties, as necessary

    5. Knowledge building and knowledge sharing

  • Organizes trainings for the operations/project staff on reporting-related topics

  • Provides sound contributions to knowledge networks and communities of practice
  • Synthesizes lessons learned and best practices in reporting

Education/Experience/Language requirements

Education:

  • Master’s degree or equivalent in HR, Business Administration, Public Administration or related field. A first-level university degree in combination with 2 years of additional qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • With a master’s degree, 2 years of relevant experience at the international level in providing reporting services would be desirable. With a bachelor’s degree, 4 years of relevant experience would be required
  • Experience in the usage of computers and office software packages and experience in handling web-based management systems.
  • Knowledge of UN policies, procedures and practices are highly desirable
  • Experience with UNIT4 Agresso and the reporting functions within this platform would be an advantage; SQL Server Certification is desirable. A minimum of 2 years of SQL experience building reports is also required. Knowledge of Google Big Query is desirable.

Language Requirements:

  • Fluency in written and oral English.
  • Knowledge of additional UN Official language (particularly in French / Spanish) is desirable.
