BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP GUINEA-BISSAU seeks for a consultant to strengthen the technical capacity of the Country Office (CO), in particular, to provide direct support to the CO Operational Information Management in collecting and compiling data and information from the different Units, drafting corporate documents, Annual Performance Planning (APP), the ACR narrative in a coherent and comprehensive manner, uploading the information to the online corporate system (SPRiNG/GAM) within the established deadlines, and addressing the comments raised by the Regional Bureau Dakar (RBD) technical team.

PURPOSE OF THE ASSIGNMENT:

The consultant will be responsible of Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation. In this regard, the consultant will closely work with the M&E and VAM Team.

ACCOUNTABILITIES / RESPONSABILITIES

1. Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting and to the programme cycle, including the drafting of concept notes and programmatic documents.

2. Support the preparation of Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.

3. Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.

4. Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, integrating lessons learned from previous reporting cycles and supporting staff to meet reporting requirements.

5. Provide feedback on activities associated with the Corporate Performance Reporting Improvements.

6. Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required.

7. Support the assurance of defined quality standards in all processes and products.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Concept notes and programmatic documents are produced on time.
  • Drafting of Annual Performance Planning (APP), the Annual Country Report (ACR) narrative in a coherent and comprehensive manner, uploading the information to the online corporate system (SPRiNG/GAM) within the established deadlines.

Education:

Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

One year or more of postgraduate professional experience in a relevant field of work, with a background in international humanitarian development. Experience in the West Africa region and WFP experience will be considered a strong asset.

Desirable experiences

Experience delivering a CO Annual Country Report is highly desired.

Languages:

Fluency (level C) in English language

Intermediate knowledge (level B) in Portuguese is required.

Professional experience in Portuguese is an asset as well as intermediate knowledge (level B) in French.

Knowledge & Skills requirements:

The incumbent should have the following skills and experience:

• Proven knowledge of information management best practices, techniques, and processes with an understanding of the basic theoretical background.

• Strong written and oral communication skills, including substantive analysis and report writing skills.

• Knowledge of UN/WFP internal systems and the ability to quickly deliver reporting products using these.
