  1. BACKGROUND

Founded on a solid collaboration with the Government of Oman, UNICEF has contributed towards numerous achievements on women and children in Oman since 1971 and aims to continue working with the government on policies and services that protect children.

Working towards better outcomes for children in Oman requires engagement with the public and private sectors through reports, briefing notes and other communications channels, including digital, to better advocate for child rights in public forums.

Digital trends are shifting and having a larger impact on the lives of everyone. Audiences are increasingly seeking relevance and emotional connection in the content and information they are exposed to. UNICEF strives to evoke empathy and effect change for children and young people by communicating around both what UNICEF’s audiences care about and the issues UNICEF wants them to care about.

UNICEF digital presence in Oman is relatively new. The office now has active accounts on Instagram, Facebook, Twitter, and LinkedIn, and tentatively plans to open a YouTube account.

UNICEF Oman will use these platforms to maximize the reach of child rights and development messages and increase follower base.

  1. OBJECTIVE, PURPOSE AND EXPECTED RESULTS

The main purpose of the individual consultancy therefore is to provide:

    • Research and reporting including drafting reports, sitreps, press releases, etc.
    • digital communications support to OCO to increase UNICEF Oman’s visibility, follower base and engagement on social media platforms.

The Consultant will also provide additional support to external relations and overall communications activities, as well as to various public advocacy initiatives including programme campaigns, publication launches, and other aspects of implementing the Country Programme’s communication, external relations and public advocacy strategy. The consultant will also support documentation and reporting requirements

Develop and systematically update communications calendar

A communications calendar located on the shared drive updated on a quarterly basis.

Website

Support preparations for launch of new OCO website

Pre-existing content is collected in shared drive.

Support development of website material: English written content and photos

Content (words and photos) is created and posted as required.

Social Media

Develop social media plan based on CO’s work programme and advocacy priorities as well as regional and global advocacy and communication priorities in close collaboration with the external relations consultant.

Social media plan is developed and online calendar is available on CO shared drive. Plan is broadly drafted on a monthly basis and adjusted as required on a weekly basis.

Create compelling content for UNICEF Oman’s digital platforms.

Provide 1-3 items of digital content per day, to be cleared in advance, and posted across UNICEF Oman’s relevant digital platforms (Instagram, Facebook, Twitter, LinkedIn).

Grow UNICEF Oman’s digital community and deepen engagement across all platforms. Provide monthly statistics on social media activities.

Produce 1-2 page report on a monthly basis detailing social media activities and collating stats on number of new followers, engagement and feedback.

Manage photo archive on shared drive

Photo archive is properly curated and updated as necessary.

Reporting

Supports drafting and development of annual report and donor report.

Research topics and draft reports, sitreps, press releases and assist with (words, layout, graphics)

Graphic Design

Design and edit digital communication products, such as images with text, videos, audio materials, infographics, etc. for digital platforms.

Designs e-cards to mark Eid al-Fitr, Eid al-Adha, Ramadan, Christmas, New Year and other seasonal events along with other communications, events and programme activities as required and agreed

Liaise and work with external graphic design contractors as needed, to produce visuals, infographics and videos.

Other

Proposals, Briefing Notes, Talking Points, minutes of meetings, correspondence and write ups

Works with the Regional Office social media officer to amplify content

If other social media accounts are established, the Consultant will feed content and work to increase the follower base

Provide support to the team as needed in the implementation of other communication and public advocacy activities such as campaigns, events, partnership activities, launches, etc

Provide support to the Communications and External Relations Consultant in the different strategic planning, change and development initiatives related to new forms of engagement with businesses. This area may include inputs to partnership policy, development or research and engagement

  • Annual Report, Annual Donor Report, Sitreps, BNs, Press releases, etc

All reports must be provided in English.

  1. LOCATION AND DURATION
  • Muscat, Oman (Plus remote work as COVID-19 safety precautions require)
  • Starting period: 18 October 2020

  1. PAID TIME OFF

The Individual Contractor will receive Paid Time Off (PTO) credit at the rate of one- and one-half days (1.5 days) for each full month of service, to be credited on the last calendar day of the month, and up to 17 days for a maximum of 11.5 months contract.

Monthly credit for PTO is determined by the Individual Contractor's first date of contract until the end of the contract as follows:

  1. OFFICIAL TRAVEL INVOLVED

In-country travel: Any in-country travel related to a work assignment will be arranged for and covered by UNICEF.

Note: UNICEF will not reimburse for non-returnable tickets or non-reimbursable accommodation already booked by the service provider in case of cancellation of an event/assignment.

  1. FREQUENCY OF PERFORMANCE REVIEWS AND PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS

An interim and final evaluation will be completed.

Evaluation criteria and indicators will be aligned with section 4.

  1. DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE
  • A minimum of a university degree in communication, journalism, social sciences, international relations or other relevant fields
  • Strong experience in managing social media platforms and experience in developing successful social media engagement plans
  • Good communication and networking skills
  • Knowledge of Oman’s social media landscape and social media influencers as well as Omani culture, traditions and communication protocols
  • Excellent knowledge of English required
  • Attention to detail, strong organizational skills, creative thinking, and a passion for social media;
  • Ability to work in a multicultural environment

Other qualifications and expertise considered as an asset:

    • Graphic design skills
    • Arabic language skills
  1. PROPOSED PAYMENT SCHEDULE

Monthly

Lump sum payment will be made monthly, inclusive of all professional fees, daily allowances, living allowances, and other administrative costs. Overtime, weekend and official holidays will not be compensated.

  1. UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE

In case of unsatisfactory performance, the payment will be withheld until quality deliverables are submitted. If the individual is unable to complete the assignment, the contract will be terminated by notification letter sent 30 days prior to the termination date. In the meantime, UNICEF will initiate another selection process in order to identify appropriate candidate.

  1. REMARKS:

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
