This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.

The project focuses on the following areas: 1. Community safety and security initiatives: Diverse community protection needs, including those of women and youth addressed; 2. More accessible justice: Services for vulnerable populations, such as the poor, IDPs, women, juveniles, and other marginalized population groups such as Muhamasheen are provided; 3. Gender justice capacity: Gender-inclusive rule of law institutions with stronger women’s participation and leadership in the delivery of security and inclusive justice services to women and girls is enhanced; and 4. Detainee protection: Improvements in basic conditions of detention, access to education and training, and reintegration of detainees into the community after release to protect from stigma and ostracism improved. The project is framed by a structured ongoing consultative process and bottom-up approach for building-in local ownership, developing local priorities, and proposing solutions.

Within the delegated authority and under the supervision of [PIAJY Project Manager] or his/her designated mandated representative(s), the UNV [National Reporting and Communication Coordinator] will:

Monitoring and Reporting:

•In consultation with the Project Manager, the PIAJ team develops an M&E framework and plans, defines project indicators, prepares tools, and collects and reviews monitoring data. •Design and implement data collection and reporting protocols linked to project outcome indicators to support routine project progress reporting. •Support monitoring data quality tracking the progress of activities and identifying opportunities for staff and IPs capacity building opportunities. •Perform field visits as per need to ensure the quality of the data gathered by the project and to verify the accuracy of the reported data. • Record report and analyse data against indicators listed in the logical framework against indicators and AWP •Manage key informants through in-depth interviewing, managing survey data collection, reviewing data, preparing datasets, analysing quantitative or qualitative data, and report writing. •Interpret outcomes of implementation through data or other evidenced-based sources and provide program recommendations as needed. •Assist in the management of field monitoring, evaluation design, empirical and statistical analysis, environmental compliance, and management of information systems. •Review project reports, back-to-office reports, and activity implementation reports visit sites, meet with communities and beneficiaries, and engage in written and oral communications with project stakeholders, beneficiaries, grant recipients, and local communities to support M&E. •Prepare regular M&E reports, update risk matrix and logs, lessons learned logs, and organize regular monitoring and implementation progress reporting with key government partners, NGOs, and community organizations •Collect data from field monitoring reports. activity implementation reports, and regularly update the results monitoring and tracking framework •Assist on monitoring of environmental and social risks, and corresponding management plans as relevant monitoring of gender action plan and monitoring of stakeholder engagement plan •Assist in the preparation of quarterly and annual reports, in adherence to and compliance with project Annual Work Plans (AWP) and M&E frameworks. •Assist in the monitoring of milestones and key accomplishments of the program. •Support in organizing special events such as Rule of Law annual consultation, donor engagement/joint monitoring, etc.

Visibility and Communications:

•Draft a communication work plan for the project, including links to broader UNDP work and programmes, as well as activities to promote the project and its objectives. •Organize public awareness-raising activities, consistent with the communication strategy •Work closely with UNDP’s other units and government sector offices to ensure related communications materials include information about the project. •Collaborate with UNDP-TL Communication Unit to develop, publish and disseminate media-friendly communications products. •Write content for both print and Web including the UNPD PIAJ website, blog, brochures, and newsletter. •Plan and implement a communications strategy. •Monitor UNDP PIAJ’s social media and online presence. •Recommend techniques to improve the UNDP PIAJ’s public image. •Make sure that all Visibilities meet the UNDP Principles and strategy. •Identify and resolve any issues with Visibilities content in a timely and professional manner. •Serve as point of contact for media and communication. •Assess and report on the effectiveness of communication strategies.

Knowledge Management:

•Constant communication with the Project Manager, Project Management team, project Board, and UNDP staff for implementation of the project communication work plan. •Facilitate and support learning agendas, collaboration, learning and adapting, and knowledge management activities; all aimed at facilitating effective collaboration and promoting learning and sharing among stakeholders. •Support the preparation of the publication, document case stories and best practices for learning and sharing •Generate knowledge management products on M&E such as handbooks, toolkits for indicators, lessons learned reports, webinars, and others. •Network and actively engage with counterparts, communities of practice, NDA, and other partners in disseminating learnings and acquiring timely information with respect to M&E policies, tools, and best practices.

Results/expected outputs:

•As an active [UNDP] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to [UNDP] and its beneficiaries in the accomplishment of her/his functions, including: •Results/Outputs can be modified as appropriate; should not entirely mirror the task description but serve as a basis for work plan and deliverables] •It is expected that this assignment would contribute to the enhancement of the project’s activity monitoring and reporting. •Provide insight to the project team on the quality of the implementation the impact of the activities, lessons learned, and key achievements.

in monitoring and evaluation, results-based management, and communication. • Excellent writing and analytical skills in drafting concept notes and reports. • Sound knowledge of Timor-Leste development planning process and development plans. • Knowledge and experience in designing M&E systems and conducting evaluations. • Progressively responsible experience in providing strategic support to research and data analysis, knowledge management, or project management in the context of development cooperation or related area is required. • Experience in handling web-based data management systems is an asset. • Experience working within Development agencies preferably in the government system. • Proficient in photo editing and video editing software/platform. • Proven experience in handling and developing communication content/materials across different communication channels (both online and offline). • Excellent interpersonal and networking skills, including the ability to liaise effectively at project management levels. • Ability to communicate and function effectively in an international, multicultural environment. • Ability to work effectively in a team experience working in the UN or other international development organization. • Excellent oral and written skills; excellent drafting, formulation, and reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
