The Recruitment Center of Expertise (RCoE) evolved from the HR Reform launched in 2016 to spearhead UNICEF’s agile and innovative recruitment strategy, which places the RCoE in a leading role, in a globally decentralized recruitment network. The RCoE conducts research and provides business solutions that facilitates the securing of safe talent. RCoE products include standards and guidelines, webinars and tools that will enable UNICEF Offices to make hiring decisions that better position the Organization for success. Leveraging data and lessons learned, the RCoE also orchestrates the knowledge management of global recruitment and selection practices.

The RCoE work is rooted in six pillars namely: (1) Research, Development and Standardization, (2) Toolkit and Talent Group Development and Management, (3) Information, Knowledge Management (4) Communication and Content Management (5) Stakeholder Relationship Management and (6) Measuring and Reporting on Performance.

UNICEF's Child safeguarding policy (2016) is a clear statement of its commitment to child safeguarding. It envisages more detailed procedures and standards to be applied by all relevant divisions for operationalization. To this end, a Child Safeguarding Unit was established in May 2018 as part of the Office of the Executive Director (OED) at UNICEF to coordinate the operationalization of the Child safeguarding policy and the completion of a robust child safeguarding framework, and the generation and operationalization of a global data protection framework.

The Unit provides legal and policy guidance to assess accountability and policy gaps, ensure appropriate norms and standards, establish communications and information systems, and register safeguarding and data protection risks and incidents. ​​​​​​​

The Division of Human Resources is accountable for establishing: standards and processes for screening, to ensure proper due diligence with regard to child safeguarding; general standards of personal conduct concerning child safeguarding; providing training and informational materials addressing child safeguarding; and a performance management framework for UNICEF personnel, through which the handling of non-disciplinary child safeguarding concerns.

How can you make a difference?

Under the direct supervision of the Head of the Recruitment Centre of Expertise in DHR, the INTERN will be trained to collaborate with others and support the embedding of UNICEF’s Child safeguarding standards in recruitment and selection processes.

Responsibilities:

  • Organize and facilitate monthly partnership meeting between Child Safeguarding team and RCoE.
  • Monitor the integration document on child safeguarding to ensure it is fully implemented.
  • Monitor and report on the implementation of the joint Child Safeguarding and RCoE workplan.
  • Transform questions and answers on Child Safeguarding to FAQs.
  • Coordinate evidence-generation to support Child Safeguarding reporting.
  • Additional duties relevant to child safeguarding as required.

To qualify as an advocate for every child you will …

  • Be enrolled in or recently graduated (within the past 2 years) from a programme equivalent to a master’ degree in Child Protection or social sciences or related field;
  • Demonstrated understanding of the international standards on child safeguarding;
  • Working experience in international development will be an asset;
  • Be fluent in English. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset;
  • Be at least 18 years old.

CONDITIONS OF SERVICE

Stipend: In accordance to UNICEF's guidelines, selected intern will be provided a monthly stipend of $1,700 USD per month during the internship.

Insurance: Interns are required to demonstrate proof of medical insurance prior to the beginning of the internship. It has to be valid for the entire duration of the internship. In duty stations where UNICEF provides medical evacuation, medical insurance that the intern holds has to include provisions for medical evacuation.

Mandatory Courses: Selected intern will be requested to complete online mandatory courses prior to commencement of the internship.

Location: Selected intern will ideally be located between EST-4 and EST+4 timezones to facilitate communication with the supervisor who is located in New York, USA.

Remarks:

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.
