Overview

Lead the development and implementation of protection of civilians programming.

You have:

  • At least 5 years of documented experience working with protection of civilians approaches.
  • Fluency in English and Spanish, both written and verbal.
  • Extensive experience in programming in complex and volatile contexts.
  • In-depth knowledge and expertise of protection of civilians.
  • Understanding of and commitment to integrated programming approaches.

Specific Responsibilities

Under the technical oversight of the Global Protection Lead and in close collaboration with the Regional Protection Advisor:

  1. Serve as lead technical focal point on protection of civilians program development and support within NRC.
  2. Lead on project implementation and management of global and regional protection of civilians projects and grants.
  3. Development of global technical standards, guidance notes, and programming resources for protection of civilians programming.
  4. In close collaboration with relevant Country Offices, support the rollout of protection of civilians projects (both existing and new start-ups).
  5. Contribute to the adaptation of NRC’s global thematic programme approaches and development of guidelines, tools and innovative approaches based on research of trends and learning from the country offices.
  6. Act as a technical focal point for the monitoring and evaluation of protection of civilians, including the development of industry-leading protection of civilians M&E approaches.
  7. Act as a focal point on organisational learning in relation to own thematic area, both within own region and with other regions, working collaboratively with colleagues at HO Programme Policy and Development Unit.
  8. Representation in relevant external fora.
  9. In collaboration with Country, Regional, and Head Office colleagues support the development of protection concept notes, proposals, and funding acquisition materials.
  10. Deploy to provide short term cover, when technical leadership gaps exist at country level.

Competencies

  • In-depth knowledge and expertise of protection of civilians
  • At least 5 years of documented experience working with protection of civilians approaches
  • Extensive experience in programming in complex and volatile contexts
  • Experience of strategic approaches to programme development
  • Experience of developing practical tools and resources
  • Experience of programme quality assessments, programme development and delivery
  • Understanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and development
  • Experience from working in complex and volatile contexts, with preference for previous experience in the multiple humanitarian contexts
  • Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
  • Experience of delivering learning and development as part of quality improvement and capacity building
  • Fluency in English and Spanish, both written and verbal

What we offer

  • Duty station: Oslo, Norway, with possibility of other NRC locations within the AELA Region
  • Contract Duration: 12 months
  • Travel: approximately 50%
  • Salary/benefits: Grade 9 in NRC’s Salary Scale. NRC offers a competitive compensation and benefits package
