This is a UNICEF Regional Office for East Asia and the Pacific Regions (EAPRO)-based post in Bangkok, Thailand, with frequent travels to UNICEF Country Offices (COs) in the EAP Region including countries with protracted low intensity or active conflicts as well as countries that are prone to natural disasters (e.g. earthquakes; floods; cyclones etc.)

How can you make a difference?

The Regional Security Advisor (RSA) reports to the Regional Director (RD) and maintains a technical reporting line to the Principal Security Coordinator (Matrix Management). The RSA is responsible for advising the RD as well as UNICEF Representatives in the region of their security duties and responsibilities in accordance with UN and UNICEF Security Management Systems and to enable the conduct of UNICEF activities while ensuring the security of personnel, premises and assets. The RSA manages, on behalf of the RD, security activities in support of the Regional Office, collaborating closely with all Section Chiefs, CO Senior Management, UNDSS C/SAs and other security personnel in the region, and provides independent security advice on UNICEF operations within the region.

Security Coordination

• Provide advice and assistance to the EAPRO Regional Director, the Regional Emergency Advisor and other EAPRO senior management staff primarily the CO Representatives on all aspects of security coordination throughout the region;
• Monitor developments in the East Asia and Pacific regions related to security of UNICEF personnel and programme delivery and update the Regional Director accordingly;
• Advise the EAPRO Regional Director, Deputy Regional Director, Regional Emergency Adviser and EAPRO senior management on steps needed with regard to multi-country or regional geo-security environment and key political dynamics that have the potential to impact on programme delivery;
• Provide feedback to CO Representatives on security aspects of sitreps and other relevant programme documents, and on issues with potential impacts on the security of UNICEF personnel and programme delivery;
• Update the UNICEF Principal Security Coordinator (PSC) through OPSCEN on security and political developments in the region. Inform the PSC directly if the situation requires immediate attention;
• Participate in the selection of Security Advisors, assistants, guard services and related security services. Provide guidance on training requirement.
• Assist CO Representatives, Heads of Offices and Operations Officers who have direct oversight of security personnel and guard services at Country Office level and support them on matters related to recruitment and performance evaluation;
• Assist the Regional Director and CO Representatives on determining financial and human resources required for ensuring the security of personnel, premises and programme delivery;
• Establish a favorable working environment with UNDSS CSAs/SAs, Field Security Country Officers (FSCOs), UNICEF CO Representatives, Security Focal Points and Operations Officers as well as Security Advisors from other Agency Funds and Programmes (AFPs) and Host Country Authorities as required.
• Collaborate with OSC to ensure the East Asia Pacific context is reflected in UNICEF and UNSMS security policies, guidelines and procedures.

Security Risk Management and Analysis

• Assist CO Representatives and Heads of Offices to prepare and review Security Risk Management processes (SRMs) and undertake specific Security Risk Management processes as required; work closely with UNDSS C/SAs and other agency security professionals to ensure security documents are gender and disability inclusive.
• Proactively monitor situations and events in the East Asia and the Pacific Regions and gather and analyze information with the aim of identifying emerging trends and providing early warning of any potential threats that may affect the security of UNICEF staff, premises, assets and impact programme delivery;
• Consolidate security reporting from Country Offices and provide an analysis in the regional context, highlighting the potential impact this may have on programme delivery and particularly, in L2 and L3 emergencies locations as needed;
• Work closely with key Regional Office Advisors and staff, other UNSMS Security professionals and analysts, and think tank networks within the region and globally with the objective of sustaining and strengthening the internal security risk management and analysis processes.

Security Planning

• Monitor Global developments, situations and events and specifically in the East Asia and the Pacific Regions and gather and analyze information with the aim of identifying emerging trends and providing early warning of any potential situation that may affect the security of UNICEF staff, premises and assets throughout the Region and that may also impact programme delivery;
• Consolidate security reporting from Country Offices and provide an analysis on the implication this may have regionally and the potential impact this may have on programme delivery and particularly, in L3 and L2 emergencies locations as needed;
• Proactively support the mainstreaming of security considerations into programme and emergency preparedness plans as required
• Participate in selection of staff security officers or assistants, guard services, etc. and ensure adequate training is provided.

Crisis Management

• Immediately inform the Regional Director, Deputy Regional Director, Regional Emergency Adviser and other senior RO staff of any significant incident pertaining to security;
• If so requested by the Regional Director, establish a regional crisis center as needed, able to communicate with OPSCEN and the countries involved and monitor developments;
• Assist the Regional Director, Regional Emergency Adviser and CO Representatives with Security Planning, Emergency/Crisis Preparedness – including support to the Business Continuity Management (BCM), Emergency Response, and Emergency Communications processes -- in accordance with the country specific situation and security requirements;
• Ensure that CO Representatives in a sub region affected by the crisis are kept informed of key security issues, as well as other relevant stakeholders under the UNSMS and/or authorities depending the situation and in coordination with the COs;
• Ensure appropriate communication with Country Offices that are involved in the crisis and coordinating the security support requirements;
• Upon the Regional Director’s delegation of authority, and in coordination with the PSC and the legal office at HQ and UNDSS, ensure the follow-up on any cases of arrest or detention.

Compliance Monitoring

• Monitor that Country Offices comply with and periodically exercise security procedures/protocols and guidelines including: Security Risk Management Measures (SRM-M) and UNICEF’s Global Security Compliance platform.
• Review proposals for countries Security Risk Management measures (SRM-M), Residential Security Measures (RSMs),Local cost shared security budget (LCCSB), and other relevant security documents and provide advice when warranted.

Training

• Provide briefings and presentations to UNICEF senior managers with security responsibilities on current and new UN security policies and guidelines and tools;
• Identify training needs and provide training for UNICEF staff to include Security Focal Points, staff dependents and implementing partners as required in the region.
• Coordinate with the OSC nomination of security personnel in EAP to UNDSS/TDS and other AFPs training courses;
• Ensure training provided is gender and disability inclusive

To qualify as an advocate for every child you will have…

• Education: An advanced university degree (Master’s or higher) in a discipline related to Security Risk Management , International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security or Counter Terrorism. Substantial relevant qualifying experience and training may be considered in lieu of the advanced university degree.
• Experience: A minimum of 10 years of relevant professional experience in security risk management in an international context. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable. Developing country-level work experience and familiarity with emergency are considered strong assets.
• Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
