Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Arab States region is one of the most fragile and crisis-affected regions in the world. It currently hosts some of the most frequent, severe, and protracted conflicts in the world, alongside an increasing number of natural hazards and disasters. Five countries/territories in this region - namely, Iraq, Libya, the occupied Palestinian territories, Syria and Yemen - have directly experienced inter-state, political, civil, and sectarian conflict for decades. While crises differed in both scale and scope, the countries have been affected by strife for at least the last decade with a catastrophic humanitarian and socio-economic toll.

UN Women is responding through the delivery of economic opportunities and protection services for women, both refugees and host community nationals under the framework of the Women's Leadership, Empowerment, Access, and Protection (LEAP) signature intervention covering – Egypt, Iraq, Jordan, Lebanon, Palestine, and Yemen.

Under the supervision of the Deputy Regional Director, the Regional Programme Management Specialist will work directly with Country offices, in close collaboration with the programme and operations team and UN Women HQ. He/She will also be responsible for overseeing the monitoring of results under this area of work and support the development, management, implementation, and reporting of UN Women’s LEAP regional approaching the Arab States region.

This includes providing technical support to the offices for the development and implementing resilience-focused programmes, while overseeing the progress against mutually agreed results frameworks and performance indicators. In addition, the Regional Programme Management Specialist will lead in the production of knowledge management and communication efforts to increase awareness of internal and external stakeholders on UN Women resilience programming. Regional Humanitarian UN Coordination efforts, will be also key components under the responsibility of the Regional Programme Management Specialist.

Duties and Responsibilities

Provide expert guidance to build and strengthen capacities of country offices to lead and conduct resilience focused monitoring and reporting across their programmes:

  • Provide strategic guidance to country offices/partners how to incorporate the resilience-focused monitoring approach in their regular monitoring activities;
  • Develop the capacity of staff at the regional and country level and implementing partners to understand the resilience-focused monitoring concepts and techniques and operate at country level;
  • Provide technical guidance to country offices/partners in the development and contextualization of GS-RCI monitoring frameworks, baseline, midline and endline surveys;
  • Provide guidance to the COs in the development and effective design and implementation of monitoring systems including the development of monitoring guidelines and tools;
  • Support evaluations and ensure relevant evaluation findings, conclusions and recommendations are incorporated into the monitoring plan formulation, tools and methodologies;
  • Oversee the development and implementation of the GS-RCI at country level roll-out including tracking of surveys undertaken, sampling methodologies, and data collection schedules;
  • Oversee and provide expert advice to country office resilience focused monitoring plans, reviews and reporting;
  • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan;
  • Ensure sufficient funds for monitoring, evaluation and reporting at country/ regional level.

Provide expert guidance to the country offices in managing, monitoring and tracking resilience results against country/regional level targets and UN Women Strategic Plan:

  • Provide coordination, quality assurance and ensure compliance by COs and RO with resilience-focused monitoring requirements;
  • Provide strategic guidance to country offices/ partners how to include resilience-focused monitoring results as part of their programme management and development;
  • Provide technical guidance to the country offices in meeting internal reporting requirements and deadlines, including annual reporting process;
  • Consolidate and finalize regional programme reports (both narrative and financial); ensure use of relevant evaluation findings, conclusions and recommendations as input to programme reporting;
  • Review, and ensure quality of, progress reports submitted by country offices/partners and provide feedback to improve quality and timeliness of reporting;
  • Visit countries to support monitoring of results and planning processes as required;
  • Monitor budgets are regional and national levels and identify unaligned resources for expedite correction by countries;
  • Coordinate the monthly review of the RO budget and propose recommendations to the Senior Management; provide support to the coordination of the budget mid-year assessment;
  • Review and ensure quality of the RO and COs’ Monitoring, Evaluation, and Research Plan.

Effectively contribute to gender-sensitive resilience programming in the region through resilience analysis at country level and production of knowledge management and communication materials that aim at increasing awareness of internal and external stakeholders on gender-sensitive approaches to resilience programming:

  • Lead capacity building of staff and partners in the region in the areas of Results Based Management (RBM) and the GS-RCI. More specifically, work closely with FAO to strengthen internal capacities in the analysis process ensuring it is well embedded into UN Women’s modus operandi;
  • Build capacities of country offices in resilience analysis, interpretation and production of reports and recommendations that will inform programme planning, design, and response;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities;
  • Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities;
  • Finalize capacity development tools, including training materials and packages;
  • Work closely with UN Women IT/HQ on the automation of the analysis process, towards real-time analysis.

Strengthen evidence generation under other regional thematic areas:

  • Develop, test, and roll-out monitoring tools and methodologies across thematic areas that will strengthen data collection, analysis and reporting on the impact of interventions.

Contribute to inter-agency coordination on Gender in Humanitarian Action in the Arab States region to promote and coordinate efforts to advance the realization of women’s rights and opportunities:

  • Represent UN Women in coordination of the Syria response through advocacy on gender mainstreaming and gender-sensitive response;
  • Provide expert guidance and technical inputs for regional bodies, such the WHO-led COVID-19 Crisis Management Group and the UN Regional Coordination Platform, as well as other frameworks, such as the 3RP to promote and coordinate efforts to advance the realization of GEWE and build knowledge and capacity of partners and stakeholders.

Design, develop, and implement programme strategies in the area of humanitarian action, through a resilience framework as well as build partnerships and support in developing resource mobilization strategies****:

  • Design and formulate programme/ project proposals and initiatives across the region;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to humanitarian action and the humanitarian-development nexus;
  • Manage the technical implementation and reporting of the programme/project with country offices;
  • Provide guidance to staff and partners on resilience focused Results Based Management tools and indicators;
  • Develop and implement partnerships and resource mobilization strategies for the humanitarian portfolio and finalize relevant documentation on donors and potential opportunities for resource mobilization.

Required Skills and Experience

Education and certification:

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • Additional certification in monitoring and evaluation, MIS management, statistics, and/or project/programme management (such as PMP®, PRINCE2®, or MSP®) will be an asset.

Experience:

  • At least 7 years of progressively responsible experience at the national or international level in result-based monitoring and reporting of development projects/ programmes;
  • Experience of working on EU and Japan funded programmes will be an asset;
  • Experience in the management of gender equality and women’s empowerment analytical work;
  • Experience with converting reporting materials into knowledge products for wider audiences;
  • Experience in the United Nations systems is in an asset;
  • Field experience is an asset.

Language Requirements:

  • Fluency in English and Arabic is required;
  • Knowledge of the other UN official working language is an asset.
