MEER REGIONAL DIRECTOR OF PEOPLE & CULTURE

JOB PURPOSE

The MEER (Middle East, Eastern European Region) Regional Director of People & Culture provides strategic leadership to World Vision MEER Region in the area of People & Culture, and Organizational Development by maximizing the potential of World Vision’s (WV) human resources and optimizing organizational performance, sustaining the culture and ensuring alignment to fulfil WV’s strategy.

The Regional People & Culture (P&C) Director will provide leadership in developing leadership capacity, furthering executive development of senior staff at the Regional and National Offices level. Reporting to the Senior Director of Operations, and matrix reporting to the Global Director Partnership Facing P&C, the Regional P&C Director also will build strong relationship with Global Centre client groups and engage with external network to collaborate and further build WV’s brand. Matrix manages National Office (NO) People & Culture Leaders, leading and developing a highly proficient and engaged team of Regional Office People & Culture staff.

MAJOR RESPONSIBILITIES

Leadership & Strategy

  • Provide leadership to the P&C function in the MEER Region, fostering a vibrant and empowering culture that aligns with World Vision’s strategy and supports the achievement of child well-being goals and outcomes.
  • Contribute to the development of Regional Office strategy and regional secondary strategies ensuring that P&C priorities and implications are considered and in alignment with global P&C strategy.
  • Lead the development and implementation of P&C secondary strategy and business plan in support of and in alignment with regional (including sub strategies) and global strategies and priorities
  • Drive effectiveness and efficiency in the MEER Region’s P&C function by continuously enhancing the quality of services and processes, particularly in relation to leadership development and talent management.
  • Guide the Leadership Team in the MEER Regional Office, National Directors, and National P&C Leaders on all aspects of P&C, while promoting an organizational culture that emphasizes agility, effectiveness, and adherence to Mindset & Behaviours and Core Competencies.
  • Ensure compliance with relevant (local) employment regulations, immigration and Labor laws, as well as World Vision’s policies and guidelines.
  • Demonstrate vibrant and mature Christian spiritual leadership throughout all P&C-related processes, practices, and tools, integrating relevant competencies that reflect World Vision’s Mission, Vision, and Core Values.

Technical & Operational Support

  • Offer strategic direction and guidance in various P&C areas, including Recruitment, Workforce Planning, Change & Organizational Development, Total Rewards, Employee Relations, Staff Care, Performance Management, Talent Development & Management, Retention, Succession Planning, and more.
  • Provide objective input and contribute to the development of effective Global, Regional, and National P&C Standards, Policies, and Procedures.
  • Collaborate with stakeholders from Regional and National Offices to ensure comprehensive understanding, adherence, and implementation of P&C systems, processes, policies, and protocols in each office, thereby upholding and advancing P&C standards.
  • Engage with the P&C network in Regional and National Offices to identify, develop, and nurture a strong pool of talent for future leadership positions, supporting robust succession planning efforts.

Capacity Building

  • Inspire a culture of continuous learning and improvement in P&C practices, systems, and tools, aiming to enhance the overall efficiency and effectiveness of the organization.
  • Lead and foster mutual learning among National Offices by facilitating formal and informal settings for sharing best practices, lessons learned, establishing communities of practice, and creating centers of excellence.
  • Promote the utilization of both external and internal platforms, as well as off-the-shelf learning materials, to develop and customize learning resources and content according to the specific needs and context of the organization.

Quality Assurance/Risk Management

  • Provide clear guidance to the MEER Region to ensure compliance with World Vision International (WVI) Partnership standards, policies, and procedures in the area of P&C. Offer advice and support to Regional and National Offices in addressing any gaps or issues related to HR practices.
  • Play an active role in directing Regional and National Offices in proactively preventing and mitigating risks associated with employment and Labor laws, ensuring adherence to relevant regulations.
  • Ensure the effective implementation of the Integrated Incident Management (IIM) and IPH, promoting the development of Regional and National Office capacities to manage incidents. Oversee the implementation of action plans and management decisions in response to incidents, ensuring their proper follow-through
  • Support the Senior Director of Operations and Regional Leader in addressing performance, compliance and risk relating to P&C issues in Regional and National Offices.

Stakeholder Engagement

  • Serve as the strategic P&C liaison for MEER Region, fostering strong connections with internal stakeholders such as other Regional Offices, National Offices, Support Offices, and the Global Center.
  • Develop and cultivate external networks and partnerships with International Non-governmental Organizations, partners, P&C consulting groups, and other relevant entities. Collaborate with these organizations for the purpose of collaboration, benchmarking, and enhancing employer branding efforts.
  • Act as the representative of the MEER Regional Office in both internal and external forums, actively participating and engaging in discussions, conferences, and events.

General

  • Work closely with the members of the MEER Senior Leadership Team (SLT) and P&C team to promote mutual learning, support and accountability
  • Perform any other tasks assigned by the Senior Director of Operations and Regional Leader.

KNOWLEDGE/QUALIFICATIONS FOR THE JOB

REQUIRED:

  • University degree preferably with a strong emphasis on HR portfolio
  • CIPD /SHRM will be considered as advantage
  • Investigation skills experience in the area of Employee Relations will be considered as advantage
  • Minimum of 8 to 10 years’ experience in a HR Leadership / Senior Human Resources Management position with significant organizational development experience, or related fields, in a complex, international organization (preferably in an INGO context).
  • Proven record of accomplishment of effective contribution as a member of the top team of a multi-national leadership group, reporting to a CEO-type role.
  • A thorough understanding of all areas of Human Resources management and staff development, and knowledge of HR and OD practices, group processes and dynamics and apply such in the Middle East and Eastern Europe context.
  • Ability to react very quickly to disasters and provide strategic and operational Human Resource advice on handling them.
  • A demonstrable track record of critical and analytic thought that influences organisational direction and change and forges strong partnerships.
  • Fluent English is essential; knowledge of one or more regional languages is an asset.
  • Arabic highly regarded.

PREFERRED:

  • Experience leading a team in the international humanitarian & development sectors.
  • Ability to manage high level internal and external stakeholders within an organisational federated model.

TRAVEL & WORK ENVIRONMENT REQUIREMENT

  • The position is based in the Cyprus Regional Office or within MEER where WVI is registered
  • The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
  • May need to work with other virtual teams of different time zones
