Org. Setting and Reporting The ICAO Western and Central African (WACAF) Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate international organizations and regional bodies and United Nations (UN) Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides Member States and stakeholders with technical guidance and assistance for implementation of Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPs) and aviation safety and air navigation plans. The importance of the Regional Office’s role in providing implementation support has been reiterated with the ICAO No Country Left Behind (NCLB) initiative that also contributes to the attainment of UN Sustainable Development Goals.

Within this framework, the Regional Officer, Flight Safety - Airworthiness (RO/FS-AIR) deals with and is accountable for the work on all matters pertaining to Aircraft Airworthiness (AIR) for the Western and Central African States. S/He reports directly to the Regional Director through the Deputy Regional Director, under whose supervision the work is carried out.

The Regional Officer, FS-AIR provides expert support and advisory services in the field of Airworthiness (AIR) to States/Administrations in the WACAF Region, and serves as secretary and/or technical adviser to the Regional Aviation Safety Group – Africa - Indian Ocean Region (RASG-AFI) and Africa Indian Ocean Air Navigation Planning and Implementation Regional Group (APIRG) contributory bodies on Aircraft Airworthiness related subjects.

Responsibilities Function 1 (incl. Expected results)

Monitors developments of concern to ICAO in the States to which the Office is accredited, in the field of Aircraft Airworthiness. Assists States in the implementation of the provisions contained in Annexes 7 and 8, achieving results such as:

  • Promote the implementation of the Regional Aviation Safety and Air Navigation Plans, ICAO Standards and Recommended Practices (SARPs) and Procedures and related plans and policies.
  • Follow up, foster and initiate actions aimed at achieving efficient and effective implementation by States of ICAO SARPs, with particular emphasis on Aircraft Registration and Airworthiness certification.
  • Assist States in the oversight of Aircraft Registration, Airworthiness and Aircraft Maintenance Organizations (AMOs) for which they are responsible.
  • Identify, monitor and undertake follow-up actions on findings in the AIR fields.
  • Provide assistance to States with the objective of improving Aircraft Registration, Certification, eliminating findings, achieving the performance objectives and enhancing their safety oversight capabilities.
  • Keep abreast of current civil aviation developments, including relevant activities of Manufactures (Airbus, Boeing …), other international organizations and individual States.
  • Coordinate regional programmes and planning documents with HQ activities.
  • Identify technical cooperation opportunities and promote AIR-related technical cooperation projects.
  • Ensure coordinated processes between AIR and other technical fields within the Secretariat so as to minimize duplication, enable seamlessness in planning and ensure efficiency.

Function 2 (incl. Expected results)

Supports the work of the AFI Plan and Africa-Indian Ocean Regional Aviation Safety Group (RASG-AFI) and its contributory bodies, and follows up on the implementation of its Work Programme; supports implementation of the Global Aviation Safety Plan (GASP) and Regional Safety Strategies and Plans, achieving results such as:

  • Follow-up, foster and initiate actions aimed at achieving efficient and effective implementation by States of Regional Aviation Safety and Air Navigation Plans with particular emphasis on Aircraft Registration and Airworthiness certification
  • Support the implementation and monitoring of safety strategies and targets in accordance to the Global Aviation Safety Plan (GASP).
  • Collect data for monitoring the safety indicators related to aircraft registration and airworthiness of aircraft, and maintain the performance dashboard up-to-date.
  • Provide the Secretariat support and technical assistance for the efficient functioning of the Africa-Indian Ocean Regional Aviation Safety Group (RASG-AFI) and its contributory bodies.
  • Support and monitor the implementation of AFI Plan and RASG-AFI initiatives related to Aircraft Registration and Airworthiness Certification.
  • Support and monitor the implementation of aircraft registration and airworthiness certificate issuance requirements and take necessary follow up actions with States to improve the situation.
  • Analyse and proactively assess States’ Universal Safety Oversight Audit Programme (USOAP) results on a regular basis with emphasis on issues related to the AIR field and provide technical advice and recommend solutions on such issues.
  • Identify emerging safety risks related to Aircraft Registration and Airworthiness and address them within the RASG-AFI framework.

Function 3 (incl. Expected results)

Provides advice and support for effective implementation of the ICAO Technical Assistance & Technical Cooperation programmes/projects and achievement of the performance targets related to Aircraft Registration and Airworthiness, achieving results such as:

  • Maintain liaison with AMOs and international and regional aviation organizations in the Region; and coordinate collaborative efforts for the provision of required assistance to States.
  • Promote and make follow-up on aircraft certification-related technical cooperation, technical assistance activities, and cross-border aircraft exchange (XBT).
  • Identify potential projects and participate to technical support and evaluation missions for XBT and aircraft certification-related assistance activities.
  • Monitor the implementation of the aircraft certification related Technical Assistance and Technical Cooperation programmes/projects and ensure appropriate coordination between States and ICAO (Regional Office, the Air Navigation Bureau and the Technical Co operation Bureau).

Function 4 (incl. Expected results)

Supports the ICAO Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA), achieving results such as:

  • Provide support, on matters related to AIR, to the Portfolio Holder (PH) of the Regional Office in the management of the USOAP- CMA portfolio.
  • Provide guidance and assistance to States in the development and implementation of Corrective Action Plans (CAPs) to address specific findings identified through USOAP-CMA activities.
  • In coordination with ICAO HQ, support and participate in USOAP CMA activities, as applicable.

Function 5 (incl. Expected results)

Acts as Secretary to meetings in fields of assigned responsibility and assists, as required, at other meetings, achieving results such as:

  • Conduct, participate in, and/or serve as secretary/technical adviser at ICAO meetings, seminars and workshops related to Aircraft Registration and Airworthiness certification and other meetings assigned by the Regional Director
  • Organize, facilitate and support seminars and/or workshops aimed at developing capacity or addressing specific challenges.
  • Prepare working papers, reports, briefs, and correspondence on technical/operational Aircraft Registration and Airworthiness certification -related subjects.
  • Represent ICAO at meetings of international organizations and provide consistent explanations of SARPs and global viewpoints.

Function 6 (incl. Expected results)

Performs other related duties, as assigned.

Education Essential:

  • A first-level university degree in mechanical engineering, or other Aircraft registration, Airworthiness-related technical discipline, is required.

Desirable:

  • An advanced-level university degree in a technical discipline relevant to the post.

    Work Experience - A minimum of ten (10) years’ experience, working in an airworthiness regulatory Authority as an Inspector or as an aircraft maintenance engineer in a civil aviation environment, is required.

    • Experience with activities related to aircraft certification and surveillance performed by a Civil Aviation Authority, is required.

    • Experience with activities related to the registration of aircraft, is required.

    • Experience with the implementation of the safety management system, is required.

    • Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation of air transport and specifically relating to Aircraft registration, Airworthiness, is required.

    • Experience working in a multi-national and multi-cultural environment, is required.

    • Experience working at the management level or in an advisory capacity in the areas of aircraft registration, airworthiness, including involvement in project management and planning concepts, is desirable.

    • Experience as an Aircrafts Airworthiness Auditor within the USOAP-CMA Programme, is desirable.

    • Experience participating in, and providing service to, international meetings, is desirable.

    Languages Essential:

  • Fluent reading, writing and speaking abilities in English and French, is required.

Desirable:

  • A working knowledge of a second language of the Organization (Arabic, Chinese, Russian, or Spanish).
