Org. Setting and Reporting

The European and North Atlantic (EUR/NAT) Regional Office in Paris, France, is primarily responsible for maintaining continuous liaison with the States to which it is accredited (56 Contracting States) and with appropriate international organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions. The Regional Office also provides technical guidance and assists States with implementation of ICAO Standards and Recommended Practices (SARPs) and global plans related to aviation security and facilitation. The incumbent reports to the Deputy Regional Director (Technical Team Leader), with whom the incumbent consults on complex technical issues. The incumbent will work on aviation security and facilitation and related implementation matters, including technical assistance, concerning the European and North Atlantic area. Specific direction and supervision is ensured by the Technical Team Leader. The approach in her/his work is normally developed jointly between the incumbent, the other experts in the Team, and the supervisor.

Responsibilities

Function1 (incl. Expected results) Cooperates closely as a team member of the Regional Office for all aviation security (including cybersecurity), to promote the implementation of ICAO SARPs, the ICAO Global Aviation Security Plan (GASeP), the ICAO cybersecurity strategy and the ICAO Cybersecurity Action plan (CyAP) and the regional roadmap in accordance with established plans and policies, achieving results such as: • Provide support to the European Aviation Security Group (ENAVSECG) and feedback on States’ implementation of ICAO AVSEC/FAL (including cybersecurity) related provisions. • Conduct State-specific gap analyses in line with the GASeP and the CyAP to assist, as required, States in the establishment and management of robust and sustainable aviation security and facilitation implementation and oversight. • Analyse and assess States’ Universal Aviation Security Audit Programme (USAP) results with emphasis on issues raised by various stakeholders and propose technical advice and recommend solutions on such issues. • Act as the regional focal point and counterpart for the ICAO Headquarters (HQ) regarding the development of the annual Aviation Security Training Centres (ASTC) training programme conducted in the ASTCs in the EUR/NAT area. Act as the coordinator for the ASTC training provided in the ASTCs located in the EUR/NAT area and act as focal point for the assessment of nominees for ICAO ΑVSEC training conducted at ASTCs. • Provide training in the ASTCs as required. Function 2 (incl. Expected results) Supports States in the implementation of ICAO policies, provisions and guidance on Facilitation in accordance with Annex 9 (SARPs) and other facilitation programmes, achieving results such as: • Provide continuous follow-up, and foster and initiate actions aimed at achieving compliance. • Participate in needs assessments and provide technical guidance and advice to States, and follow-up with regard to State letters concerning Annex 9 amendments and other facilitation programmes. • Facilitate, support and arrange seminars and workshops aimed at building capacity or addressing specific challenges in the implementation of facilitation programmes and assist in facilitation directly or in partnership with other States and/or facilitation partners. • Provide timely response to requests for information and guidance from States and industries on matters related to facilitation and the ICAO Traveller Identification Programme (ICAO TRIP) Strategy. • Enhance coordination with States and partner agencies with respect to facilitation and all aspects of the ICAO TRIP Strategy, including Machine Readable Travel Document (MRTD) and ICAO Public Key Directory (PKD) matters. • Coordinate assistance projects for States related to the ICAO TRIP Strategy, including the mitigation of vulnerabilities related to breeder documents (birth certificates, national ID cards, etc.), required to implement a secure traveller identification management. • Keep abreast of developments and trends related to travel facilitation in States and organizations in the EUR/NAT area. • Maintain on-going communication and interaction with States on ICAO facilitation policy developments. • Promote the delivery of facilitation training courses. • Assist with coordination and /or participation in facilitation meetings, seminars, workshops and conferences. Function 3 (incl. Expected results) Serves as a focal point in the Regional Office regarding AVSEC/FAL matters (including cybersecurity), requiring a response, achieving results such as: • Effectively liaise and coordinate with the ASF Branch in ATB, other Regional Offices, and relevant international and regional organisations, as mandated, on AVSEC/FAL related matters. • Validate assessments of States’ needs for the effective implementation of ICAO AVSEC/FAL (including cybersecurity) related provisions. • Support and monitor the progress of ICAO implementation support projects and training development that aim to improve States’ effective implementation of AVSEC/FAL related ICAO provisions. • Perform implementation support activities for States, as required, in coordination with ATB, CDI, ENAVSECG, international and regional organisations, States, and other donors. Function 4 (incl. Expected results) Supports activities related to the Universal Security Audit Programme (USAP), achieving results such as: • Perform data collection and exchanges of information with appropriate counterparts. • Review updates on corrective action plans (CAPs) submitted by States. • Monitor the progress made by States in resolving their related deficiencies. • Coordinate with State focal points, appropriate staff from ATB and the Regional Office on USAP related matters. • Support USAP activities, as a team member, if/when required. Function 5 (incl. Expected results) Keeps abreast of developments, including relevant activities of States, international and regional organizations, achieving results such as: • Support the harmonization of regulatory frameworks of various bodies/authorities with a view to achieving the highest possible level of standardization in the implementation of the ICAO SARPs. • Organize, conduct and/or participate in seminars, workshops, meetings, and training to assist States in rectifying deficiencies and enhancing the AVSEC/FAL oversight system. • Act as Secretary to meetings in fields of assigned responsibility and assist, as required, at other meetings. Function 6 (incl. Expected results) Provides support, as part of the technical team of EUR/NAT, to the Regional Director and the Deputy Regional Director (Technical Team Leader), on crisis response activities, achieving results such as: • Collect regional information concerning potential threats to the security and continuity of international civil aviation. • Provide support to the Regional Director and the Deputy Regional Director regarding crisis response activities. • Provide support to the Regional Director and the Deputy Regional Director regarding coordination within the ICAO Secretariat (Regional Offices, Bureaus in HQ), UN System, international organizations, other partner organizations, and States for the development of immediate plans of action in order to assist States in need for crisis response. • Support the Regional Director and the Deputy Regional Director regarding United Nations Country Team's responsibilities related to emergencies/crises. • Provide support in the development and maintenance of the Regional Office Business Continuity Plan. Function 7 (incl. Expected results) Provides feedback, as part of the EUR/NAT Technical Team, on States’ challenges and priorities with respect to the global AVSEC/FAL (including cybersecurity) work programme, achieving results such as: • Collect regional information concerning issues and challenges faced by States and others in the implementation of International Standards and Policies. • Monitor and encourage State responses to ICAO State Letters related to AVSEC/FAL (including cybersecurity) matters. • Provide guidance to States on proposed amendments to SARPs during the consultation phase with States. • Support the Regional Director and the Deputy Regional Director, through the appropriate regional mechanisms, in providing information to ICAO HQ on regional priorities, including information on regional and national issues that should be considered. Function 8 (incl. Expected results) Performs other related duties, as assigned.

Essential • An advanced-level university degree in aviation, law, international relations, risk management, or a related field, is required. A first- level university degree, in combination with two (2) additional years of qualifying experience in aviation, law, international relations, risk management, or a related field, may be accepted in lieu of the advanced university degree.

Work Experience

Essential • A minimum of seven (7) years' experience reaching managerial level related to AVSEC/FAL and security oversight, preferably with a State civil aviation authority, is required. • Experience in participating in international civil aviation meetings, is required. • Hands-on experience with personal computers and contemporary software, including project management skills, is required. Desirable • Experience working within a large aviation-related international organization, is desirable. • Experience in aviation cybersecurity, is desirable. • Experience in conducting AVSEC/FAL related training courses, seminars, workshops, etc., is desirable • Experience in project management, is desirable. • Certification as a USAP-CMA auditor, is desirable. • Certification as an AVSEC instructor, is desirable.

Languages

Essential • Fluent reading, writing and speaking abilities in English, is required. Desirable • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish), is desirable.
