Org. Setting and Reporting The European and North Atlantic (EUR/NAT) Regional Office in Paris, France, is primarily responsible for maintaining continuous liaison with the States to which it is accredited (56 Contracting States) and with appropriate international organizations, regional civil aviation bodies, and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions. The Regional Office also provides technical guidance and assists States with the implementation of ICAO Standards and Recommended Practices (SARPs), aviation safety and air navigation plans.

The incumbent reports directly to the Deputy Regional Director, with whom s/he consults on complex technical issues. S/he will work on Aerodromes and Ground Aids (AGA) and related aviation safety matters, including technical assistance. Specific direction and supervision are ensured by the Deputy Regional Director. The approach to her/his work is normally developed jointly between the incumbent, the other experts in the Team, and the supervisor.

Responsibilities Function 1 (incl. Expected results) Monitors developments of concern to ICAO in the States to which the office is accredited, in the field of aerodromes; assists States in the implementation of the provisions related to design and operations of aerodromes and heliports contained in Annex 14 and in the Regional Air Navigation Plans, achieving results such as: •Initiate, follow up and foster actions aimed at achieving efficient and effective implementation by States of the ICAO SARPs with particular emphasis on AGA. •Assist States in the implementation of the required AGA Facilities and Services. •Assess States’ status and level of implementation of their Program, provide technical advice and assistance. •Provide technical assistance and support for the efficient functioning of the EASPG and NAT SPG and their subsidiary bodies. •Monitor developments in the regions to ensure that the Regional ANP requirements meet those of the current aircraft operations in the regions. •Provide guidance to States regarding the regional planning as well as provision of technical and secretarial support to formulate and assist with the processing of amendment proposals to the EUR/NAT Regional ANP. •Provide assistance to States in the development of Aerodrome Operational Plans, in accordance with the regional plans. •Identify, monitor and undertake follow-up actions on deficiencies in the AGA fields. •Provide assistance to States with the objective of improving their aerodrome operations, eliminating their identified deficiencies, achieving the performance objectives and enhancing their safety oversight capabilities. •Keep abreast of current civil aviation developments, including relevant activities of ACI, IATA, IFALPA, EASA, EUROCONTROL and other international and regional organizations and individual States. •Prepare analyses on technical/operational aspects of civil aviation in the EUR/NAT with particular emphasis on AGA. •Coordinate regional programmes and planning documents with Headquarters activities. •Identify technical cooperation opportunities and promote AGA-related technical cooperation projects. •Ensure coordinated processes between AGA and other air navigation fields within the Secretariat so as to minimize duplication, enable seamlessness in planning and ensure efficiency.

Function 2 (incl. Expected results) Supports, in collaboration with other EUR/NAT team members and ICAO Headquarters, the regional implementation of ICAO SARPs and the ICAO Global and Regional Air Navigation (GANP/eANP) and Aviation Safety (GASP/RASP) Plans, achieving results such as: •Implement the Regional workplans associated with the Global Plan through various contributions and support, as required, to ensure the efficient and effective implementation of the ICAO Global Air Navigation Plan, the Global Aviation Safety Plan and the relevant (Europe and North Atlantic) ICAO Regional Air Navigation and Aviation Safety Plans requirements. •Support and participate in the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) activities, when directed by the Deputy Regional Director. •Monitor and analyze global, inter-regional, and regional developments in air navigation services and related aviation safety fields, and provide advice to States and ICAO on their impact on ICAO’s overall planning and implementation. •Maintain liaison with and provide support to States, industry, and other stakeholders in regional/sub-regional Aviation System Block Upgrades (ASBU) selection and prioritization through the PIRGs. •Promote the implementation of aviation safety and air navigation capacity and efficiency priority initiatives through the PIRGs and other relevant bodies.

Function 3 (incl. Expected results) Participates in the implementation of the ICAO EUR/NAT No Country Left Behind (NCLB) technical assistance programme and other technical assistance projects, achieving results such as: •Support the efficient and effective implementation of the EUR/NAT NCLB projects, as assigned by the Deputy Regional Director. •Ensure the appropriate coordination between the States and ICAO (Regional Office, Air Navigation Bureau, and Technical Cooperation Bureau) regarding the Technical Assistance and Technical Cooperation programmes/projects, as assigned by the Deputy Regional Director. •Provide assistance and guidance to States to support the resolution of air navigation deficiencies and enhance the safety oversight. •Assist States by organizing, conducting and/or participating in conferences, seminars, workshops, and meetings.

Function 4 (incl. Expected results) Coordinates with relevant regional and international organizations, achieving results such as: •Lead, organize, support the elaboration of, and participate in the RO-organized events with regional and international organizations, as well as represent ICAO at seminars, workshops, meetings, as required. •Prepare reports on analyses of technical/operational aspects of civil aviation, and prepare working papers, reports, briefs, correspondence, etc. •Ensure the harmonized and coordinated implementation of the ICAO SARPs, GANP, GASP, regional plans, and work programmes of appropriate ICAO groups, e.g., EASPG and NAT SPG. •Ensure the efficient and effective use of resources directed to the implementation of the EUR/NAT plans and programmes.

Function 5 (incl. Expected results) Performs other related duties, as assigned.

Advanced knowledge of civil aviation issues in the European and North Atlantic Regions and familiarity with the work of other related international organizations. Education Essential •A first-level university degree, preferably in engineering, science, aeronautics, or in a related field. A technical qualification in aviation such as an Airline Transport Pilot License (ATPL), may be accepted in lieu of a first-level university degree.

Desirable •An advanced level university degree (Master’s Degree or academic equivalent) in aeronautics, or in a related field.

Work Experience A minimum of ten (10) years of experience in the technical/operational aspects of international civil aviation (aerodrome design and operations and/or aviation regulatory and oversight matters), preferably with a State civil aviation authority, aerodrome or an international/regional civil aviation organization is required. Considerable experience in communication and cooperation with counterparts within international organizations, national administrations, professional organizations, and industrial partners is required. Experience in advising meetings on regulatory and technical/operational matters under limited supervision is required. Sound experience in one or more of the following fields: air navigation services or international aircraft operations is required. Experience in participating in and servicing international civil aviation meetings is required. Hands-on experience with personal computers and contemporary software, including project management skills is required. Experience in participating in ICAO meetings is desirable. Experience as an ICAO USOAP auditor is desirable. Experience in conducting training courses, seminars, workshops, etc is desirable.

Languages Essential •Fluent reading, writing and speaking abilities in English.

Desirable •A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
