What we are looking for
A strategic thinker with relevant professional experience in a senior capacity within Legal Assistance in a humanitarian/ recovery context. Legal technical expertise including knowledge of Housing, Land & Property and/or civil documentation issues in emergency and return contexts is required.
High level of demonstrated professional expertise in an area relevant to the ICLA Core Competence, in particular relevant knowledge and expertise of national and international legal frameworks impacting on displaced people.
Ability to work with diplomacy, tact and sensitivity Demonstrating experience in developing and implementing policy, practical tools and resources.
Expertise in capacity building and coaching.
What you will do
The Regional ICLA Adviser will p provide overall technical advice to ICLA country programmes. This includes advice on programme design, legal and programmatic issues arising within the context, capacity building, partnerships, coordination mechanisms, new programmatic and funding opportunities, legal analysis and data management.
The adviser will also be responsible for helping develop regional initiatives, which includes developing research and policy for NRC’s work in the region. This position also has a technical accountability to the global programme function, policy, strategy, and direction as determined through the Head Office (HO) level of NRC. Additionally, the regional ICLA Adviser will be expected to contribute to global development initiatives as part of the wider community of specialists.
In this position you will:
- Provide strategic advice and technical support and capacity building support to the Country Offices(COs) in the region on relevant core competency or cross-cutting issues across COs in the region and the Regional Office.
- Work in partnership with the Head Office Programme department to contribute to specific areas of innovation and development, including piloting and learning from experiences at the country office and regional level, development of policies, strategies, and tools, and sharing learning with other regions.
- Contribute to resource mobilisation and fundraising for regional programme development related to the ICLA Core Competency (cc).
- Contribute to development and delivery of induction and training provision of CO staff in relation to own core competency, working collaboratively with Learning & Development (L&D) and other colleagues.
- Ensure that best practices within the Core Competency are identified, documented, and disseminated both within the region and beyond.
- Work in partnership with MEL staff, to ensure the alignment of the programmatic areas in the M&E and Program Cycle Management (PCM) systems in relation to own CC.
- Support and monitor country programme compliance with the Programme Policy and respective quality assurances in relation to the ICLA CC.
- Identification, development, and maintenance of relationships with relevant stakeholders (e.g., donors, UN agencies, NGOs, research- and educational institutions, private sector).
- Be responsible for ensuring compliance and adherence to NRC policies, guidance, and procedures in relation to the thematic area while contributing to the development of policies, strategies, tools, and new approaches with a focus on innovation and piloting.
- Work in partnership with the Regional Office and COs advocacy leads to identify and develop regional advocacy issues related ICLA and relevant cross-cutting issues.

What you will bring
- A Bachelors degree in Law or any other related qualification.
- Minimum 3 years of relevant professional experience working in a senior capacity within Legal Assistance in a humanitarian/ recovery context and or in complex/volatile contexts.
- Legal technical expertise, including knowledge of Housing, Land & Property and/or civil documentation issues in emergency and return contexts.
- Ability to work with diplomacy, tact and sensitivity as well as working independently in a result oriented, multi-cultural environment and manage conflicting priorities.
- Knowledge of the displacement context in the Middle East and North Africa region.
- High level of demonstrated professional expertise in an area relevant to the ICLA Core Competence, in particular relevant knowledge and expertise of national and international legal frameworks impacting on displaced people.
- Experience developing and implementing policy, practical tools and resources.
- Fluency in English and other language, both written and verbal.
What we offer
- Duty station: Amman, Jordan, Middle East and North Africa Regional Office.
- Contract: 24 months.
- Travel: 40% travel to countries within the Middle East and North Africa region based on need.
- Salary/benefits: Grade 9 on NRC’s salary scales, with accompanying terms and conditions.
