Coordination: The Disaster Management Advisor will coordinate with other members of the Humanitarian and Emergency Affairs Team, other Regional Advisors, FO Humanitarian and Emergency Affairs Teams, relevant Global Center –Disaster Management Functions and Support Offices

PURPOSE OF POSITION****:

The Regional Disaster Management Advisor (RDMA) will work to maximize West Africa’s contribution to World Vision International Relief, Recovery and Resilience programming for the most vulnerable children caught in the increasingly growing climate shocks, protracted crises and conflict, by supporting Field Offices to enhance their disaster risk reduction, disaster preparedness and response programming as well as HDP Nexus initiatives. The RDMA will provide the necessary advisory support to the RHEAD in this area, and on regional disaster management trends and country humanitarian performances. S/he is expected to extend effective support to FOs in strengthening their readiness capacities, contingency planning and prepositioning as well as quality response at all levels in line with Disaster Management Standards, Emergency Management System, and Internationally recognized humanitarian requirements.

MAJOR RESPONSIBILITIES

The incumbent of this position will work to:

1. Strategy : 30%

  • Support the review and delivery of the regional disaster management road-map and the hunger emergency response strategic framework
  • Advise the RHEAD, Country HEA and regional technical leads on strategic humanitarian issues arising in the region and work with them on appropriate responses
  • Monitor Field Office humanitarian program implementation, including the appraisal of monthly and annual HEA narrative and financial reporting, field monitoring visits to assess progress and timely completion of project expectations
  • Support the preparation and implementation of relevant capacity-building initiatives such as the Regional Disaster Management Team (RDMT) Trainings, the National Disaster Management Team (NDMT) Trainings and provide backstopping to the Review of the Disaster Management Scorecard
  • Track the implementation of Humanitarian Grants, Private Non-Sponsorship (PNS) funding and repurposed Sponsorship funding to ensure efficient records management, in consultation with the Response Managers/Operation Directors and HEA Managers
  • Work with the regional grant finance team and internal auditors in reviewing and following up on country humanitarian project management and audits reports
  • Contribute to inform WARO humanitarian advocacy and communication strategy through inputting visibility material, policy briefs, newsletters, WV website and support the work with the Communications and Advocacy Teams to organize relevant networking events.
  • Work with the FOs and supply chain teams to support anticipatory actions and foster effective emergency supply prepositioning.

2. Capacity Building and Learning : 30%

  • Conduct organizational Capacity Assessments for country Humanitarian teams and operations
  • Ensure that the requests and asks from FOs pertaining to disaster Management are well articulated under a capacity-building plan to improve country preparedness and response performance in alignment with their priorities
  • Supervise the implementation of the capacity-building plan
  • Support the management of staff deployment and training processes in consultation with the RHEAD and GC-DM capacity-building department
  • Coordinate learning and training events including NDMT, RDMT or response related
  • Advise and provide support to the prepositioning of assets and supplies as relevant
  • Support capacity building for FOs, equipping them with the necessary knowledge, skills, and capacities to manage and reduce disaster risks
  • Contribute to local and regional learning through, (i) participation in resilience, Nexus and durable solutions learning forums;

Quality Assurance & Innovation : 25%

  • Provides support to the Country response team during the design and/or review processes of their early action/response documents, to ensure a quality process and guidance.
  • Appraise projects and programs (proposal and budgets) in line with agreed criteria.
  • Conduct Risk Assessments and maintain up-to-date disaster risk profiles for all countries.
  • Support on new program development, including “nexus” type programs linking humanitarian, relief and development.
  • Lead and/or participate in Lessons Learned events such as Real-Time Evaluation and other initiatives in the region.
  • Ensure that learning from the humanitarian program is effectively captured, documented and shared across the programme and with other Irish embassies, as well as with external partners.

4. External Engagement and Resource Mobilization : 15%

  • Contribute to donor engagement with existing and new donors through: (i) tracking of regional humanitarian funding opportunities; (ii) participation in strategic coordination and information-sharing forums; (iii) support to the maintenance of a network of donors and influencers. (iv) Advice and support information sharing with major regionally based donors including ECHO, BHA, UNHCR, UNICEF, WFP
  • Coordinate the preparation of visibility material (stories, etc.) with Field Offices to pre-position for hunger, health and displacement responses, recovery and resilience building opportunities in the region
  • Coordinate and provide inputs to prepare competitive concept notes and proposal designs
  • Work with other regional HEA members and Regional Technical Advisors to ensure the representation of World Vision at regional coordination platforms such as Emergency Preparedness and Response, Inter-Sector, Cash and Resilience Working Groups

Knowledge, Skills, Abilities:

Education

University degree in international development, social sciences, statistics, or related discipline. Advanced degree preferred

Knowledge & Skills

Managing Humanitarian interventions at the field and regional levels. Strong understanding of multi-sectoral disaster preparedness, response, recovery and resilience

Very Good communications skills using different media

Good analytical and writing skills; Basic understanding of design, monitoring, and evaluation. Good data management and reporting/ presentation skills

Computer literacy; Strong computer skills including Word, Excel, PPT

Basic knowledge of working and operating with Mobile Devices

Experience

At least 7 years in the Humanitarian field providing oversight to disaster management interventions with international NGO (or similar organization).

Experience in working with bi-lateral and multi-lateral donors, on proposal development, information management, program/ project management and evidence of publications is a strong requirement

Experience with humanitarian program planning, implementation and monitoring

Experience working at a multicounty level, community-based and child focused programs.

Work Environment

Willingness to be flexible with hours when necessary and able to travel often in the field (50% of the time).
