The mission of the IRC’s Resettlment, Ayslum, and Integration (RAI) Department is to create opportunities for refugees and other vulnerable migrants to survive and thrive in the United States and in Europe. With a network of 28 offices in 15 U.S. states, we serve more than 35,000 individuals each year through a diverse portfolio of programs. In Europe, we operates across five countries and provide technical assistance to more than 10 others to ensure that the asylum-seekers and migrants have the necessary support to feel safe and well, get the services they need day to day, and become financially independent from the time they arrive, throughout their journey, and in their new homes.

Delivered by 2000+ employees and thousands of volunteers, our portfolio has grown to encompass a variety of programs with numerous local partners, hundreds of corporate, foundation, and government donors, and thousands of individual givers. The distinctive components and programmatic endeavors of RAI are represented and guided through the RAI Program Framework which contains six core program sectors: resettlement, economic empowerment, access and legal rights, education and learning, health and wellness, and community integration and development.

JOB OVERVIEW:

The Regional Director (RD) supervises the executive team that spans across 10 offices and has six primary areas of leadership responsibility: Strategic Direction & Planning; Diversity, Equity & Inclusion; Client Safeguarding; Program & Operational Excellence; Staff Engagement & Duty of Care; New Business Development; and Advocacy & Representation.

The RD’s primary responsibility is to provide dynamic leadership to the offices in the region for the promotion of programmatic and operational excellence for all key stakeholders: clients, donors, communities, and employees. The position requires strong communication and coordination with RAI HQ and program office staff, and most critically across key support departments in HQ. The RD is expected to be well acquainted with the issues and local context of offices and will also regularly lead regional meetings and actively engage offices in strategic planning. The RD is expected to be a high performer with strong analytical skills. He/she/they must be able to lead program offices to achieve their strategic goals as well as play a leadership role within the RAI Dept. and the organization at large. The RD is a key advisor within the RAI senior management team.

MAJOR RESPONSIBILITIES:

Leadership, Management & Staff Development

- Ensure the alignment of regional operations with IRC’s mission, vision and strategic goals. - Supervise the Executive Directors and regional unit staff to achieve goals. - Be a productive member of the RAI senior management team. - Support program office management to maximize performance and accountability. - Lead regional meetings on a regular basis; support peer-peer networks and sub-regional groups that can augment the region in terms of learning, information sharing and support. - Develop close and productive relationships with support departments – Finance, HR, Legal, and External Relations. - Engage in higher level support on Human Resource issues in coordination with Human Resources Partner(s); with particular emphasis on DEI, employee retention, Duty of Care, staff development, ED on-boarding, and cultivating an environment based on our Respect at Work policies. - Will promote a diverse, equitable and inclusive work culture across the network of offices in his her/their region - Other duties as assigned by the VP.

Strategic Direction & Planning

- Play an active role in delivering IRC’s S100. - Support offices to conduct strategic planning processes that align with the departmental and organizational strategy overall. - Participate in departmental strategic planning, particularly in the areas of program growth and development, and support agency-wide initiatives. - Work with Executive Directors to implement the S100 Strategic Action Plans. - Ensure the implementation of IRC’s DEI strategy

New Business Development

- In coordination with the Resource Acquisition team, assist in strengthening the offices’ capacity to respond professionally to competitive calls in coordination with relevant stakeholders. - Work closely with Executive Directors to ensure their fundraising targets are realistic and to hold them accountable to the targets that are developed.

Program & Operational Quality

- Provide strong fiscal oversight in coordination with RAI finance functions and the Finance Department to ensure the financial health of individual offices and the department as a whole. - Achieve and maintain superior performance and quality results in all our resettlement and asylum work. - Ensure all Safeguarding procedures are implemented, understood, and adopted to ensure client safety and wellbeing is maintained and protected. - Provide oversight to the successful implementation of Integra, IRC’s ERP system. - Monitor office operating budgets, burn rates, and financial planning. - In collaboration with the Program Support and Innovation team, maintain IRC’s commitment to technically sound and evidence based program design, monitoring and evaluation - Promote innovative programming within the department and work with individual offices to pilot new ideas. - Work closely with the Research Analysis and Learning team to ensure that offices are implementing best practices and ensuring compliance with program deliverables. - Track dashboard of OEF indicators to monitor program office performance in key areas. - Travel regularly to have a good understanding of the local context and maintain a strong dialogue with each program office and the Executive Director as its leader.

Advocacy & Representation

- Represent IRC with key donors, policy makers, local government officials, public and private partners, and news media as required. - Work closely with the Director of Advocacy to strengthen IRC’s advocacy work by identifying relevant issues to advocate for, implementing existing plans, and developing new ones that maintain or grow IRC’s position as a leading organization. - Work closely with the Director for Client & Community Engagement to strengthen IRC’s client voice and partnerships in the community by identifying and nurturing relationships at the community level, and ensuring client engagement in our programming.

KEY WORKING RELATIONSHIPS:

Position reports to: Vice President, RAI

Position directly supervises: Executive Directors and one Deputy Regional Director

The RD maintains close working relationships with the members of the RAI leadership team which includes the Senior Vice President, Vice President for Program Delivery, Vice President for Technical Excellence, Vice President for Research Analysis and Learning, Senior Director for Resource Acquisition Management, and The RD is also expected to work closely with colleagues in other departments, particularly in Finance, Human Resources, and Communications and Advocacy.

JOB REQUIREMENTS:

- Undergraduate degree required. Graduate degree in relevant area strongly preferred. - 10 years management experience in a non-profit agency, with increasing levels of responsibility; remote management experience is desirable. - Professional experience in refugee resettlement, immigration services or leading humanitarian programs; personal lived experience is highly valued. - Demonstrated knowledge of U.S. Refugee Admissions program desirable. - Strong commitment and experience leading and incorporating Diversity, Inclusion, and Equity into all facets of the role. - Demonstrated experience in some of the following areas: proposal development, program design, project management, financial management, strategic planning and/or fundraising. - 10 years of leadership experience with demonstrated ability to motivate, retain and develop a diverse group of staff. - Ability to coordinate a large, complex portfolio with competing demands, and their effective service delivery to refugees. - Strong written and verbal communication skills, including good computer skills. - Strong and meticulous organizational skills with ability to juggle multiple tasks, set priorities, effectively manage time and meet deadlines, and proven ability to work under pressure. - Experience working with and understanding cultural sensitivities.

WORKING ENVIRONMENT:

- Standard office work environment. 25%-30% travel required. - RD should be based within daily commute distance from one of the offices in the Mountain West Region (Northern California, Denver, Boise, Salt Lake City, or Seattle).

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience, and skills relative to the defined job requirements.
