OBJECTIVES OF THE PROGRAMME

To strengthen Member States' capabilities in designing, managing and evaluating health care financing policies and programmes and in economic planning at the various levels of health systems in the Region.

In this role the Health Economist will oversee and monitor program activities within an assigned area of responsibility, consult with national counterparts on program needs, and perform related managerial tasks as required. The position is to take a lead within WHO's Country Cooperation Strategy in the area of Health Financing and Social Protection and requires in-depth knowledge of economic, social and political context in which health operates in the countries.

The major expected outputs are advisory services to Member states in form of policies and strategies, action plans and work programs for sustainable and effective health care financing mechanisms to support universal coverage. Capacity building activities in health financing mechanisms and cost-effective analysis and national health accounts are organized.

DESCRIPTION OF DUTIES

The incumbent will be required to perform all or part of the following duties:

  1. Provide technical leadership and managerial support to the office in the area of Health Financing and Social Protection ensuring that the activities in this area are carried out efficiently and effectively.
  2. Lead a team of economists or technical officers carrying out research in the field of health economics.
  3. Design action plans for implementation and evaluation of sustainable and effective health care financing arrangements to support universal coverage. Provide technical advice and develop new national strategies and policies improved plans of action in the existing health financing systems.
  4. Lead and manage the compilation and evaluation of data and information related to Health Financing Systems and Policies and provide recommendations concerning the development, implementation, monitoring and evaluation of health financing policies to improve health system performance in line with WHO principles.
  5. Develop innovative approaches to improve existing information systems on health care and social protection as well as national health accounts.
  6. Act as a technical advisor to the relevant authorities concerning health economics and health care financing in the country(ies);respond to inquiries and provide detailed and technical information concerning related analysis, principles, practices, issues, measures, techniques and procedures.
  7. Establish and coordinate a variety of community outreach activities aiming at building awareness for health care financing and social insurance systems; prepare and deliver presentations; compile, prepare and ensure adequate distribution of related informational materials.
  8. Advocate with, and coordinate national counterparts, technical departments at HQ and negotiate with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to Health Care Financing and resolve issues or concerns.
  9. Responsible for the review and quality assurance and relevance of contractual engagements with partners and institutions and make recommendations regarding WHO's support.
  10. Establish and coordinate training/orientation programmes in the related areas for capacity building.
  11. Represent WHO at respective political and technical meetings.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in health economics or health policy. Desirable: Doctorate degree in Health Economics.

Experience

Essential: At least 10 years of international experience in health economics and health care financing. Desirable: Experience in health system strengthening in developing countries

In-depth knowledge and expertise in conceptual approaches to health financing and health systems policies with ability to ensure that action plans meet country needs, priorities and policies, along with WHO's policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2148 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
