Job Description

Under the direct supervision of the Senior Protection Manager, the Referral Officer is responsible for coordinating with the protection teams and other relevant stakeholders in areas of operation to disseminate regular up-to-date and accurate information on available services by sector and location, to refugees and host community members. The Referral Officer shares the information and updates with the protection team and ensures IEC material is being disseminated by the team. Information sessions are on a range of topics, including on human rights and refugee law, the benefits of and processes for registering with the UNHCR, birth registration, available services in the area, how to access them and eligibility criteria. Ensure that information sessions meet the specific needs of various refugee groups through coordination with the protection teams. Referral Officers will design and deliver information dissemination materials in coordination with the Senior Protection Manager, including leaflets, posters, and bulletin boards. Referral Officers will also be responsible for maintaining information on available services and referral processes, and to facilitate referrals through one-on-one meetings with refugees in need. In light of this, he/she will be responsible for managing referrals and follow up with relevant organizations.

Major Responsibilities:

- Coordinate with the protection teams (according to the area protection monitoring team, case management team, legal team, Community Engagement activities, Reporting Officer, Senior Protection Manager and other relevant parties in IRC programming sectors) to obtain detailed and reliable protection monitoring data on a weekly basis.

- In charge of the IRC PRoL Hotline; receive phone calls from beneficiaries requesting information about services available and/or refer beneficiaries to relevant service providers through the standardized referral system. - Design and implement information campaigns, written and oral, with the support of the Senior Protection Manager (including leaflets, posters, bulletin boards, radio broadcasts and others) according to needs outlined in monitoring data. - Ensure that information available on the Rescues SMS information subscription service is kept up to date through regular updates in accordance with protection monitoring data. - In coordination with the protection teams, network with social welfare providers in order to map service networks for referral and update it on a quarterly basis. - Identify, establish and support referral mechanisms for services in areas of operation. - Make referrals to relevant service providers including the UNHCR through standardized referral system and conduct regular follow-up with service providers on referred cases. - Report each referrals into the adequate platforms to ensure comprehensive tracking of referrals. - Uploading of relevant referral data onto JIRA in a timely and accurate manner. - Conduct advocacy to local service providers regarding protection concerns in coordination with the Senior Protection Manager. - Perform other duties, as needed or requested by the supervisor. - Provide trainings internally and externally to enhance the quality of referrals and provision of services to beneficiaries. - Ensure good coordination with relevant team member to produce regular analysis of the referral provision.

Position reports to: Senior Protection ManagerWorking Environment:

Located in Tripoli, the working environment will be office based (90%), with some field work (10%) in other areas.

Qualifications

Work Experience:

- 2-3 years of experience in an NGO/INGO associated to refugee crisis. - Experience working for an international organization is preferred. - Strong protection background and knowledge of refugee context, as well as demonstrated ability to identify and refer vulnerable cases, is desirable. - Previous management experience is strongly preferred. - Experience in regular report writing.

- Belief in human rights including gender equality. - Good communication skills including ability to gain trust and build relationships with new communities. - Basic computer skills including Microsoft Word and excel. - Good interpersonal skills and ability to work as part of a team, as well as independently. - Flexible and able to work in a dynamic and diverse environment. - Excellent attention to detail and organized. - Excellent drafting skills. - Capacity building and team building/motivational skills. - Time management.

Education:

Bachelor Degree in Law, Sociology, Social Work, Anthropology, Journalism or similar is preferable.

Language Skills:

Fluency in Arabic and English, Ability to communicate and write clearly in English is strongly preferred.

Refugee Protection, Refugee Law, and Human Rights.
