Production of audio-visual materials showcasing UNICEF's work in CAR

1. Background and context:

UNICEF provides technical and financial support to the government of the Central African Republic to plan, implement and evaluate programmatic interventions in support of the most vulnerable children and their families, including in the areas of health, protection, education, water and sanitation, as well as communication for development. In 2020, new partnerships and projects have been validated to improve the well-being of communities in need. The arrival of COVID19 has brought new challenges in the provision of existing services, as well new needs.

A series of new visibility materials (photos and videos) featuring UNICEF's achievements, as well as existing challenges in service provision, will play a crucial role in supporting advocacy and resource mobilisation efforts in the months to come.

Coverage of high-level events and field visits (e.g. leadership visits, donor trips) through bespoke photo and video content will also be instrumental in supporting UNICEF's awareness raising, advocacy and fundraising work both nationally and internationally.

2. Justification:

The consultant's services will be used to document UNICEF's response in different programme areas in CAR, including existing challenges (e.g. access, funding, public awareness). Emphasis will be placed on highlighting UNICEF's efforts to achieve its four key results for children in CAR (child protection, immunization, education and malnutrition).

3. Objectives:

To produce high quality audio-visual materials (photos and videos) to:

- Meet donors visibility requirements, as well as support UNICEF's fundraising, advocacy and awareness raising efforts at the international level, including through UNICEF's National Committees and HQ / regional offices;

- Support leadership communication in the context of high-level meetings and field visits;

4. Methodology and technical approach:

-The consultant will work closely with UNICEF through calls, meetings, briefings and preparation of shooting days.

- Copyright: All productions under the contracts are intended for free distribution and will be the property of UNICEF.

- All videos produced by UNICEF must be of the highest quality to adequately represent the organization. They must be recorded in HD mode.

- All videos must be delivered with the following four (4) formats, and include a document (e.g. script, shotlist and story):

- MIX Version / MIX - The final edited video. All audio tracks are mixed down as a stereo track. This version can have music, graphics, subtitles (EN and FR), title cards, branding, broll over sound bites, color grading or effects.

- CLEAN INTERNATIONAL Version / INT - The final edited video (same as mix) without any graphics or subtitles and no music. The purpose of this version is to enable the creation of language versions i.e. translations. Music should be sent as a separate file).

- BROLL - The same elements used in the original mix story (broll and sound bites) laid out on the timeline on a single track and keeping the story structure. All sound bites / interviews MUST start and end ON CAMERA, straight edits.

- Version for social media (YouTube, Facebook, Twitter)

- Each set of photos should include no less than 30 high-resolution photos, including detailed captions and credits in metadata.

5. Tasks, expected results and deadlines:

The consultant will be responsible for the pre-production, production and post-production of two (2) sets of audio-visual materials (each comprising both photos and videos), with topics for each to be determined based on programmatic needs. Production tasks will include the following:

- Pre-production: preparation of the material, discussion with UNICEF on the scenario of photo essay and videos;

- Production: video shooting / photo taking;

- Post-production: Editing of photos and videos under the supervision of UNICEF, EN and FR subtitling and inlaying of logos;

6. Reporting line: The consultant will be under the supervision of the Chief of Communication for UNICEF's country office in CAR.

7. Qualifications and experience:

- At least 5 years' experience as a photographer and/or videographer in emergency and/or development settings (required);

- Experience in the field of journalism (preferred);

- Languages: fluency and written and spoken English (required). Fluency in French (preferred);

8. Working conditions:

- The consultant should ideally be based in CAR, at least for part of the consultancy period. If recruited from abroad, in their proposal they should also include the cost of their travel. The consultant will be responsible for their own international travel arrangements and accommodation while in CAR;

- The consultant will have his/her own equipment and will not be based in UNICEF premises. However, the consultant will participate in meetings about the content of the audio-visual materials and present drafts for discussion before finalization;

- The consultant will travel at UNICEF's expense within the country during the shooting of photos and videos. He/she will accompany UNICEF's senior leadership / delegations during field visits, and/or, for content gathering missions, be accompanied by colleagues from programme and communication sections.

9. Duration: The consultation will last for a period of three (3) months. The consultant shall be paid on the basis of the work performed and not based on the duration of the work. He/she will be paid 50% of the amount for the consultancy upon delivery of the first audio-visual packages, and the remaining 50% upon delivery of the second one.
