As of February 24th, 2022 the IRC has pivoted to an emergency response in Ukraine and now we are working in multiple locations in Ukraine providing assistance to our clients in the fields of economic recovery and development, protection and health.

Job Overview: The Recruitment Manager is to ensure high quality and efficient staff recruitment, managing and capacity building of recruitment team and improving existing talent acquisition tools and tactics for Ukraine Country Office. The Recruitment Manager manages a team of recruitment staff based in Ukraine. The Recruitment Manager reports directly to the HR Coordinator Ukraine. The Recruitment Manager will support the HR Coordinator to adapt and implement Global recruitment initiatives and practices and serve as an advisor to maximize staffing resources, promote safe recruitment practices and promote a positive organizational culture, minimize risk and ensure economy and efficiency of work processes.

Major Responsibilities:

Recruitment and sourcing

- Working closely with managers to gain a comprehensive understanding of the organization’s hiring needs for each position, and meet competitive hiring goals and expectations. - Evaluating current IRC recruiting procedures to determine whether they can be modified for increased efficiency and effectiveness. - Modifying current recruiting procedures taking into consideration the requirements of the donors or developing new procedures as needed. - Support recruitment team with growing a database of qualified active and passive talent to pull from as new positions open up. - Monitoring key recruitment metrics to identify and resolve issues affecting recruiting procedures. - Liaising with other departments in the organization to anticipate and plan for future recruitment needs. - Reviewing and selecting suitable job advertising options. - Conducting interviews with job applicants and creating a shortlist of suitable candidates. - Maintaining a database of candidate records and recruitment files. - Following up on interview process status and updating records in internal database. - Developing recruitment strategy for the country office (including continuously partnering with HR Coordinator, HR Manager and senior managers to design, refine, and implement innovative recruiting strategies) - Screening CVs, interviewing, and managing candidates throughout interview process and assisting with final offer negotiation; - Maintaining correct recruitment records in Cornerstone system.

Capacity building of HR staff and hiring manager - Supervising and providing overall guidance to the recruitment team. - Evaluating the performance of the recruitment team. - Supporting HR Coordinator with building capacity of HR staff on the topics of recruitment and sourcing by means of providing learning sessions and presentations. - Providing guidance to recruitment team and hiring managers on recruitment processes.

Communications - Support in the communication of changes, initiatives, programs, and offerings related to the recruitment field. - Encourage active practice of the principles of the “IRC Way – Global Standards for Professional Conduct” throughout the country program. - Maintain a healthy working environment that encourages open, honest and productive communication among staff.

Job Requirements:

Education: - At least Bachelor's degree in human resource management, business management, labor relations, or related field.

Work Experience: - 3 + years as Talent acquisition specialist/ recruiter/ talent development manager or HR generalist. - Minimum 2 years staff management experience in a fast-paced environment. - Experience with an international organization or international experience preferred. - Demonstrated Skills and Competencies: - A commitment to IRC’s mission and vision. - Strong training and development skills. - Experience and knowledge of recruitment process and practice, including marketing and branding. - Proven ability to plan long-term, organize priorities and work under administrative and programmatic pressures with detail orientation and professional grace. - Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution. - Top-tier written and verbal communication skills. - Excellent management, interpersonal and negotiation skills, and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context. - Ability to demonstrate a supportive and consultative approach with direct reports and staff at senior and junior levels. - Very strong proficiency in MS Word, Excel, Outlook and PowerPoint is required. - Working knowledge of Ukrainian labor law.

Language Skills: -English and Ukrainian/Russian fluency required.
