OBJECTIVES OF THE PROGRAMME

The objectives of the Human Resources Unit are to carry out, in an efficient and timely manner, all human resources activities for the WHO Regional Office for the Western Pacific and countries in the Region, including policy formulation, post classification, recruitment and contract administration, performance management and staff development, and to provide advice on human resources matters to senior management and staff at all levels throughout the Region.

DESCRIPTION OF DUTIES

Under the supervision of the Administrative Assistant and overall guidance of the Human Resources Officer, the incumbent performs the following functions:

-Checks completeness of requests and supporting documents related to the establishment, abolition, revision and reclassification of positions and issuance of vacancy notices.

-Prepares requisitions/vacancy announcements using approved position descriptions and relevant recruitment profiles. Assists hiring managers in drafting screening questions.

-Ensures appropriate posting of requisitions via the WHO Stellis system and in other sourcing channels.

-Undertakes preliminary review of applications, pre-screens candidates in accordance with the minimum qualifications required for the position. Generates lists of applicants and candidate profiles/personal history forms, including candidate responses to screening questions for the review of hiring managers. Follows up with hiring managers on submission of proposed shortlists for test and interview.

-Assists in reviewing selection related documents such as shortlist memo and selection reports and checks if all basic information have been provided.

-Assists in identifying panel members and arranging selection related meetings.

-Updates and maintains all necessary monitoring, reports and physical/online files.

-Performs other related duties as required or instructed, including providing support to other areas of work in the team/unit.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent.

Experience

Essential: At least three years relevant experience including some experience in recruitment and selection.

Skills

-Good working knowledge of administrative and human resources procedures.

-Skills and knowledge in computer applications, e.g. MS Office, Excel.

-Results oriented, good communication and interpersonal skills.

-Ability to act with tact, diplomacy, discretion and respect for confidentiality.

-Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 540,912 (subject to mandatory deductions for pension contributions and health insurance, as applicable).
