Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Gao. The incumbent is responsible for the planning, administration, organization and centralized management of warehouse operations and inbound/outbound processes for movement of goods. He/she organizes the proper string of inventory holdings, ensuring inventory accuracy, avoiding pilferage and loss. The incumbent will report to the Chief of Centralized Warehouse.

Responsibilities

Within the limits of delegated authority, the Receiving and Inspection Officer, P-3 will be responsible for performing the following duties: • Organizes the initial training of the staff members on the United Nations rules and regulations focusing on the inbound and outbound delivery workflow, tasks and responsibilities. • Coordinates and monitors day-to-day activities of the Warehouse Unit. • Distributes the workload among the Inbound/Outbound management team, prepares work schedules and time frames for the completion of tasks ensuring that all deadlines are met. • Certifies acceptance/rejection status, prepares inbound/outbound documents, technical reports concerning equipment transferred to other field operations, or equipment received from other mission’s locations. • Monitors data updated in the Inventory Management System and the manual and electronic inbound and outbound transactions. • Performs quality control monitoring on physical inspections conducted by the Unit. • Prepares as required, summary reports for review by senior management and Office of Supply Chain Management. • Submits justified and documented staffing plans taking into consideration all logistical and financial variables involved. • Submits proposals for software and logistics training courses and monitors the overall professional competence of the team members in the accomplishment of administrative tasks. • Drafts revisions of Standard Operating Procedures and workflows for inbound and outbound processes. • Liaises with Technical Units, the Procurement Section/Unit at the mission, at UNHQ, and UNGSC regarding inbound and outbound activities. • Drafts correspondences, as required. • Performs other duties, as assigned.

Education

• Advanced university degree (Master’s degree or equivalent) preferably in Business Administration, Management Sciences, Logistics or other relevant field is required. • A combination of academic qualifications and extensive relevant experience in business or public administration, contract law, supply chain management, logistics or other relevant fields may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

• Supply Chain Certification (SCOR-P or equivalent) is desirable.

• Certification in project management (PRINCE 2 of equivalent) is desirable.

• Certification in Property Management/Fixed Assets Management is desirable.

Work Experience

• A minimum of five (5) years of relevant progressively responsible experience in receiving and inspection, or other inventory management or logistics related field is required.

• Experience providing services in the field of Receiving and Inspection to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

• Experience in BI, Power BI. Experience in sourcing, cleaning, and preparing data, selecting and developing visualizations/metrics that enable easy communication/interpretation by the users is desirable

• Experience in supply chain and property management support operations during liquidation of a large field operation is desirable.

Languages

• English and French are the working languages of the UN secretariat. For the position advertised, fluency in English (both oral and written) is required. • A working knowledge of French is desirable.

Assessment

• Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available within the MINUSMA Liquidation Team until 30 September 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
