Org. Setting and Reporting

The position is within the Liquidation Team (LT) of the, United Nations Liquidation Entity in Mali in Gao. The Movement Control Officer reports to the Chief of Section, Movement Control and is responsible for the following duties: 1. Coordination of movement control operations within the liquidation entity; 2. Manage, control and coordinate multiple contractor uplift of Contingent Owned Equipment (COE) and United Nations Owned Equipment (UNOE) ensuring correct documentation, tracking and reporting; 3. Provide inputs for the development of the section's budget; 4. Coordination with Contingent rear details, the host country civil and military authorities.

Responsibilities

Within delegated authority, the Movement Control Officer at this level will be responsible for the following duties: - Ensures the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility as well as guiding and coordinating the efforts of the team towards the achievement of the programmed objectives. - Provides technical advice to the support elements of the LT on all aspects of the transportation activities - Coordinates the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request. - Participates in the preparation of operational plans, performance reports and responses to internal and external audit observations. - Ensured compliance with standard operating procedures for all movement control related processes. - Ensures that quality control procedures are implemented for all work processes. - Ensures the accuracy and validity of data recorded in the management information systems. - Develops, in consultation with the Chief of Section, Movement Control, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. - Liaises with counterparts in UN agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of transport support. - Provides inputs for budget proposals for the LT's Movement Control Section. - Provides contractor loading reports and ensures surveys are conducted for vehicles being transported by third party logistic contractors. - Determines technical specifications for movement control services and develops statements of work/requirements. - In consultation with the Chief of Section, Movement Control, provides responses to UNHQ during the vendor's evaluation to ensure that vendor’s proposals meet technical requirements. - Ensures that UN financial regulations and rules are complied with in all activities of the subordinate elements. - Participates in the LT conducted in the field by the administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and Boards of Inquiry. - Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services. - Acts as a Line Manager to Sub-Unit Managers. - Manages the allocation and rotation of appropriate work assignments. - Establishes and coordinates the individual daily Work Plans, sets work standards for Sub-Unit Managers. - Performs other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, economics, logistics or transport management is required. A first level university degree with a relevant combination of education, professional training, certification in multi-modal transport operations, and two (2) additional years of work experience in multi-modal transportation related occupation, may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field including at least three (3) years in a supervisory position directly related to the coordination of complex multi-modal transport operations in the international environment is required. Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required. Experience in quality management is desirable. Knowledge of financial regulations and rules is desirable Experience in international operations in a post conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English, (both oral and written) is required; knowledge of the French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is temporarily available within the MINUSMA Liquidation Team until 30 September 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
