Title: National Consultant: SBCC Stunting Prevention Programme

BACKGROUND:

Indonesia showcases a prime example of the triple burden of malnutrition: the coexisting realities of undernutrition, micronutrient deficiencies and obesity. While Indonesia aspires to become a high-income country, with over 7 million stunted children, it has been ranked fifth among countries with the highest burden of stunting in children aged under-five. These children face deficits in both physical and cognitive growth that stay with them for life.

Fortunately, Indonesia has begun to take major steps to reduce child undernutrition. In 2017, the Government of Indonesia launched the National Strategy to Accelerate Stunting Reduction, to be implemented nationwide, and included stunting as a main development indicator in the National Medium-Term Development Plan 2020–2024. Alongside, intensive efforts have been made to identify an essential package of nutrition-specific and nutrition-sensitive interventions for scale-up, strengthen the national and subnational capacity to deliver essential nutrition services with coverage and quality, and enhance the multisectoral response for nutrition.

Nevertheless, progress to address child stunting has not kept pace with international and national goals. Moreover, COVID-19 has had a devastating impact on the national fight against childhood stunting, with many nutrition services being severely disrupted. Thus, it is imperative to take urgent, meaningful and impactful action to make up for lost time and prevent further devastating consequences for the growth and development of individual children and the nation as a whole.

UNICEF, in partnership with the Government of Indonesia and Tanoto Foundation, aims at contributing to achieving the national target of reducing child stunting prevalence to 14 per cent by 2024. In partnership with Tanoto Foundation, UNICEF will apply a systems approach to strengthening and reinforcing the implementation of the National Strategy to Accelerate Stunting Reduction both at the national and subnational levels, with aim to increase number of people including mothers and caregivers of children under 5 and pregnant and lactating women equitably benefit from effective social behaviour change communication (SBCC) interventions for prevention of stunting.

Against this backdrop, UNICEF is recruiting a national Consultant to support the development (i) a customized operational plan to roll out the national Juknis Stratkom at subnational level, (ii) communication toolkits & assets, and (III) development of simplified M&E framework

It has also been noticed that there is no dedicated sub coordination working group on SBCC for stunting. As part of this consultancy, UNICEF will support establishing a technical working group (TWG) on SBCC with a coordination role. The purpose of the SBC TWG is to provide guidance and directions on implementing SBC activities and contribute to leverage resources in this crucial area of work.

SCOPE OF WORK:

1. Support the development of a customized operational plan to roll out the national Juknis Stratkom at subnational level

2. Support the establishment of SBCC technical and coordination working group (expert) to strengthen SBCC work under the overall stunting prevention programme.

3. Support the development of simplified M&E Framework

4. Support the dissemination of Operational Plan in 2 Provinces

To qualify as an advocate for every child you will have…

- A minimum of master’s degree in social science, psychology, nutrition, communication, Public Health, or others related field

- A minimum of five years of professional experience in one or more of the following areas is required: social development programme planning, communication for development, public/communication or another related area.

- Experience working in government agencies, local authorities, international organizations, NGOs and communities in the area of Community development and C4D is essential

- Relevant working experience with UN Agencies is an asset

- Excellent communication and writing skills in English
