Background

I. Organizational Context

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works towards one overarching goal “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Türkiye”.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

UN Women has collaborated with Fenerbahçe Sports Club under the framework of the HeForShe movement, with the support of Tüpras, since 2018. This collaboration represents a first and unique undertaking to make the sports club more inclusive and egalitarian through a holistic framework of analysis, capacity building and measurable actions. Under this collaboration, a gender analysis of Fenerbahçe Sports Club and Affiliated Companies was conducted in 2019 in five strategic areas in sport: 1. Participation 2. Leadership 3. Coaching 4. Gender-based violence (verbal and discourse-level) 5. Representation in media. In 2021, UN Women conducted an assessment of the findings of the initial gender analysis, which included a brief comparative study (similar international practices). Tailor-made targeted gender awareness trainings for capacity building and mobilization of male and female allies in Fenerbahce Sports Club (staff, management, athletes and technical personnel) have been designed and delivered.

Fenerbahçe Sports Club has become a national champion of gender equality in and through sports as it has implemented gender-responsive plan for gender equality and women’s empowerment, and has become the first sports club in Türkiye and Europe that signed United Nations Women’s Empowerment Principles (WEPs) and the first sports club in Türkiye that committed to UN Women’s Sports for Generation Equality principles.

In 2020-2021, UN Women Türkiye developed the Guidelines for Gender-responsive Sports Organizations on the basis of the UN Women’s Sports for Generation Equality Principles, taking into account the experience of Fenerbahçe Sports Club over the past years. The Guidelines are the first of their kind attempt to translate the Sports for Generation Equality principles into a step-by-step guide of how to develop strategies and translate these into measurable actions.

The partnership includes creating a model for the sports ecosystem, including sports clubs, federations, and local amateur sports organizations to implement the Guidelines for Gender-responsive Sports Organizations developed by UN Women, in partnership with Fenerbahçe Sports Club under the previous collaboration. It extends the work done in the first phase of the partnership with professional branches of Fenerbahçe Sports Club to five amateur branches: rowing, athletics, swimming, table tennis, boxing.

In 2021-2022, UN Women Türkiye and Fenerbahçe Sports Club developed Fenerbahçe Sports Club’s Action Plan on Gender Equality 2022-2025 to increase women’s representation in Fenerbahçe Sports Club’s leadership, management and coaching personnel and increase women athletes’ participation, development of an organizational policy on preventing and combating discrimination and gender-based violence. Four different trainings modules were developed: (i) gender equality awareness, (ii) engaging men in gender equality and transforming harmful masculinities, (iii) preventing violence against women and (iv) gender-responsive sports media reporting. In 2022, UN Women Türkiye initiated the development of the “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports by Fenerbahçe Sports Club” (Safeguarding Policy).

Within this context, a specific activity of the collaboration aims to support Fenerbahçe Sports Club in finalization, endorsement and institutionalize the “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports by Fenerbahçe Sports Club” to contribute prevention of violence against women in sports. For this purpose, UN Women developed a training on preventing violence against women in sports for Fenerbahçe Sports Club which aimed Fenerbahce Sports Club’s athletes and technical staff of amateur branches, to explore gender equality issues, causes and prevention of violence against women in sports.

In this context, UN Women Türkiye office will contract a National Consultant under overall guidance of UN Women Deputy Country Director and the direct supervision of Programme Analyst, to support the office in finalizing the draft “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports by Fenerbahçe Sports Club” and developing and implementing trainings on safeguarding against discrimination, sexual harassment and abuse in sports that will contribute responding to ending violence against women in sports. The National Consultant will review and revise the current training material of “Preventing violence against women in sports”, which was developed in the previous phase of the collaboration and integrate the referral mechanism that will be established by Fenerbahçe Sports Club through endorsement and institutionalization of the “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports by Fenerbahçe Sports Club”. There will be a national consultant for Sports Law working this topic and the National Consultant is expected to work with the national consultant for sports law on finalizing the draft Safeguarding Policy.

Duties and Responsibilities

II. Functions

Under overall guidance of UN Women Deputy Country Director and the direct supervision of Programme Analyst, the National Consultant will be responsible for finalizing draft “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports”, code of conduct and the reporting mechanism and developing and delivering trainings on safeguarding against discrimination, sexual harassment, and abuse in sports. There will be a national consultant for sports law working on this topic. The national consultant is expected to work with another National Consultant for Sports Law for finalizing the draft “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports”, code of conduct and the reporting mechanism and developing the training materials on safeguarding against discrimination, sexual harassment, and abuse in sports.

In this respect, the expected results and objectives of the work of the National Consultant are as follows:

  • Reviewing and finalizing the draft “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports by Fenerbahçe Sports Club” which was initiated by UN Women, and the draft code of conduct and reporting mechanism initiated by Fenerbahçe Sports Club under the previous collaboration together with the national consultant on sports law.

  • Organizing meetings with Fenerbahçe Sports Club and UN Women representatives to finalize and institutionalization of the Safeguarding Policy.

  • Contribute to the development and finalization of code of conduct of the Safeguarding Policy by Fenerbahçe Sports Club,

  • Support on updating the reporting mechanisms according to the Safeguarding Policy,

  • Developing a “Safeguarding on Discrimination, Sexual Harassment and Abuse in Sports” training module built on the current “preventing violence against women in sports” training material developed by UN Women and in line with UN Women’s Sports for Generation Equality principles.

  • Desk review and rapid needs assessment for content development,

  • Review and revise the current training material of “Preventing violence against women in sports”,
  • Prepare agenda and content of the training,
  • Preparation and design of the training materials for the training based on agreed outline,,
  • Testing the training materials at a pilot session,
  • Revision of the training materials based on the feedback from the pilot session

  • Delivering trainings (up to 8 training sessions excluding pilot session) on safeguarding against discrimination, sexual harassment, and abuse in sports, which will cover the the “Safeguarding Policy against Discrimination, Sexual Harassment and Abuse in Sports” for Fenerbahçe Sports Club’s athletes, technical staff and personnel. sports media and communications staff (up to 160 people) to contribute to advancing gender equality in and through sports.

  • Preparing the evaluation and reporting of training results, lessons learnt and recommendations for improving safeguarding against discrimination, sexual harassment, and abuse of in sports for future steps.

The consultant is expected to work closely and in coordination with the project team including other national consultant involved in development and delivery of all materials. The National Consultant is expected to lead the assignment, ensure the completion of deliverables, and bring in expertise on preventing violence against women, discrimination, sexual harassment, and abuse in sports. The National Consultant will also ensure that training sessions planned under this assignment are in line with the specific needs of the target audience.

All deliverables will be prepared in Turkish and final report be prepared both in Turkish and English.

III. Deliverables and Payment Schedule

Duration of the assignment is from 14 September 2023 to 30 August 2024. The Consultant is expected to spend up to 45 working days on a non-consecutive basis throughout the assignment.

*The number of working days are solely provided to give the National Consultant an idea on the work to be undertaken.

All deliverables shall be received and cleared by UN Women in Türkiye. All deliverables shall be in Turkish, in electronic version. Only the final report including recommendations for improving and scaling up men and boys in gender equality in sports will be both in Turkish and English.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Türkiye shall be the only criteria for the Consultant's work being completed and eligible for payment/s.

Payment Schedule:

The amount paid to the Consultant shall be gross and inclusive of all associated costs such as Travel, social security, pension and income tax etc. Payments will be made upon approval of deliverables by UN Women Türkiye, along with the Certification of Payment Form (COP) on the basis of the lump-sum price of that respective deliverable and pertaining payment documents signed by the National Consultant in addition to the timesheet indicating the days allocated for the specific deliverables and approved by the responsible Programme Analyst. While the National Consultant may invest less or more than estimated number of working days for each deliverable different than the estimated working days stipulated in the table in Section III, the amount of payment to be affected to the National consultant within the scope of this Assignment will be based on the lump-sum prices of the deliverables.

If any of the deliverables stipulated in above table are not produced and delivered by the National Consultants in due time and to the satisfaction of UN Women Türkiye, no payment will be made even if the National Consultants have invested time to produce and deliver such deliverables.

During assignment’s related missions, the National Consultant may use the facilities of the office (i.e. internet access, printing, copying, local phone calls, etc.). However, s/he is expected to use his/her own personal computer.

Mandatory Training Courses:

The Consultant shall complete all the mandatory and other required UN training courses and modules on time. The certificates shall be submitted to the supervisor.

  • At least two 2 years of proven experience in raising awareness/delivering trainings on safeguarding in sports is required.
  • Experience in formulating writing program documents, reports, analytical/policy documents etc. in the field of gender equality and/or women and girls’ empowerment and/or safeguarding in sports is required.
  • Previous working experience with UN Agencies and other international organizations is an asset.

Language Requirements:

  • Fluency in written and spoken Turkish and English is required.

VII. Travel

The Consultant will be responsible for all travel arrangements and expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women Türkiye Office and shall be included in the total contract amount of the Consultant.

Indicatively nine domestic travels to Istanbul are expected to take place. Each mission is expected to last one day. The financial proposal template is explanatory in this regard. The taxi fees for attending the meetings are also under the responsibility of the Consultant. In case of unforeseeable Travel exceeding the travel budget of the Consultant, such costs should be agreed upon between UN Women and the Consultant prior to the Travel, and will be reimbursed, in line with the UN Women travel policy.

In the context of the assignment, wherever possible, the meetings should be carried out through online conferencing such as Skype, Zoom, MS Teams, etc.

For all the travels under this assignment, the Consultant is required to provide UN Women with the requested travel documentation in a timely manner, both before and after the travels. Please note that failure to do so may result in no entitlement.

IX. Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' qualifications and financial proposal. The contract will be awarded to the Consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

Using the following values:

z = price of the proposal being evaluated

An interview/written test may be used as part of the evaluation procedure.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1. Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2. Travel costs

The Consultant will be responsible for all travel arrangements and expenses and daily subsistence allowances associated with undertaking this assignment. All travels shall be coordinated with UN Women Türkiye Office and shall be included in the total contract amount of the Consultant.

(This is in line with the maximum estimated number of travels for this assignment. The missions may be for two days DSA or three days DSA based on the number of nights spent in the city of mission. As per UN Women guidelines; the DSA consists of accommodation (50%), breakfast (6%), lunch (12%), dinner (12%) and miscellaneous expenses (20%). The DSA fee of the Consultant should indicate the lump sum fee for accommodation, breakfast, lunch, dinner and miscellaneous expenses. The Consultant will receive reduced DSA for the items as per the percentages stated above covered within the

organization provided by UN Women. Important notice: For each night away from the duty station, the Consultant will be paid one day DSA.)
