The overall purpose of the consultancy is to support the country office to fast-track the delivery of gender, GBV, and PSEA results and support the implementation of the Gender, GBV, Risk Mitigation and PSEA (GGP) mainstreaming mechanism.

The consultancy will contribute to systematizing the GGP components’ inclusion across all UNICEF-supported DRC interventions.

The assignment has two key objectives:

  1. Develop, coordinate, and monitor a capacity building programme for UNICEF personnel and partners on Gender, GBV Risk Mitigation and PSEA.
  2. Support UNICEF partners in the operationalization of the existing data collection and reporting mechanism on Gender, GBV, Risk Mitigation, and PSEA.

Scope of Work:

To implement UNICEF’s institutional obligations on gender equality, GBV and the prevention of sexual exploitation and abuse (SEA), as in the Gender Action Plan 2022-2025, the IASC Guidelines for integrating GBV in humanitarian action and the UNICEF Global Strategy on PSEA and Sexual Harassment, UNICEF DRC developed in 2020 a gender strategy 2020-2024 and three action plans: the 2021 gender action plan, the GBV scale-up and the PEAS action plan. The three action plans are based on the strong interconnection of the three themes in approaches and planned interventions. To translate this interconnection into practice, UNICEF DRC, in 2021, developed an operational and programmatic mechanism to scale up Gender, GBV, PSEA (GGP) interventions and initiated a process to ensure these are systematically resourced. The GGP mechanism integrates a set of standardized indicators and activities that should be incorporated in all UNICEF interventions and a Toolbox for its implementation.

The objective of this consultancy is to ensure y technical support to UNICEF staff and partners across sections through the development and coordination of a capacity-building initiative to support the use of the GGP Toolbox. The consultant will work under the direct supervision of the Gender Manager, in coordination with the GBV and PSEA Managers and collaborate with members of the GGP Unit (GGP focal points) of the DRC UNICEF office and under the auspices of the Deputy Representative.

To qualify as an advocate for every child you will have…

Masters/ Advanced university degree in a discipline relevant to the position such as Gender Studies, GBV, Public Health, International Development, Humanitarian Action etc.

Knowledge/Expertise/Skills required:

• Eight years of progressively responsible professional work experience; especially with a minimum of 5 years of experience in training competencies in the area of international development, gender equality, GBV, PSEA, with a demonstrated track record in accountability and reporting for gender equality results

• Must demonstrate excellent writing skills.

• Substantive, technical, programme or research skills in gender equality, GBV/PSEA, in one or more key issue areas that focus on the programme of work/UNICEF’s Gender Action Plan and GBV scale-up.

• Experience in programme/project management skills and the ability to synthesize.

• Experience coordinating and connecting various streams of work and to multi-task

• Ability to summarize, analyze and communicate diverse evidence and information from a wide range of sources.

• Excellent communication skills, including an ability to write succinctly and clearly in French.

• Ability to communicate effectively to varied audiences and work effectively in a multi-cultural environment.

• Strong initiative and self-motivation.

•Experience working with UNICEF COs or other UN agencies at the country level is an asset.

•Fluency in English is an asset
