Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

In support to the strengthening and implementation of a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and, UN Women works with a diverse group of stakeholders including government organizations, civil society actors, private sector and Member States. UN Women aims to reach a wider audience of people working with and for women’s rights to inform about the content of the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and engage in dialogue on its implementation in practice. The final product targets the general public in specific in addition to the practitioners, service providers and partner organizations.

Objective of the Assignment:

The objective of the assignment is the develop a user-friendly booklet on the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) with the aim of making the Convention more accessible to the Palestinian public, at large and to help make sure that government’s commitments become a reality for women and girls. To achieve this, UN Women would like to recruit a Women’s Rights Expert to develop a user-friendly Booklet on CEDAW, as per the below duties and responsibilities.

Duties and Responsibilities

Under the overall guidance of UN Women Special Representative, and direct supervision of the UN Women Human Rights Projects’ Manager and in close coordination with UN Women Programme Coordinator, the International consultant will be accountable to UN Women and responsible for the following tasks:

  • Prepare an inception report that includes a detailed description of the methodology to develop the Booklet on CEDAW as well as the proposed source of information and data collection procedure. The inception report should also indicate the detailed schedule for the tasks to be undergone (workplan), by identifying the activities to be implemented and the benchmarks.
  • Conduct a desk review of relevant literature, tools and resources in Palestine, the Arab Region and globally.
  • Develop a first draft of a user-friendly booklet on CEDAW (in Arabic) as follow:
    • Summarize the content of the Convention’s original text in an easy-to-follow way, divided into thematic sections and referencing sections and paragraphs of the original resolution text.
    • Identify and document for each Convention’s article one key achievement to date and one key challenge remaining in the State of Palestine, based on information gathered.
  • Identify potential user-friendly layouts for the booklet.
  • Provide suggestions for forming a reference group to review the draft booklet on CEDAW.The reference group’s membership should be based on a multi-stakeholder approach and as representative of the Palestinian community.
  • Incorporate all comments received by stakeholders during the consultations and draft a final user-friendly booklet on CEDAW (in Arabic).

Provide an English version of the booklet on CEDAW based on the approved Arabic version of the booklet.

  • Deliverable 1: Inception Report: It should include the detailed description of the methodology to develop the user-friendly booklet on CEDAW.
  • Deliverable 2: Draft of the booklet on CEDAW: Full paper (approximately 25 pages) in Arabic and annexes (desk review and interviews if applicable) should be submitted.
  • Deliverable 3: Final version of the booklet on CEDAW; full paper (approximately 25 pages) in Arabic and annexes (desk review and interviews if applicable) should be submitted.

    ** All above mentioned deliverables must be submitted in English and Arabic.

Required Skills and Experience

Education:

A master’s degree in political science, sociology, international relations, international economics, law, public administration, gender studies, human rights, social science, evaluation, or other closely related field from an accredited university.

Experience:

  • At least 10 years of professional working experience in international human rights, gender equality and development, and women’s empowerment.
  • At least 5 years of working experience on human rights instruments and mechanisms and relevant international treaties, with specific experience in the CEDAW Convention implementation, reporting and with the CEDAW Committee.
  • At least 5 years of experience in conducting studies, writing reports and other publications on issues related to human rights, women’s rights and gender equality.
  • At least 2 years of relevant work in the occupied Palestinian territory and human rights.
  • Experience with the UN system and/or international organizations is an asset.

Language Requierement:

  • Professional proficiency in Arabic and English (written and oral)

Evaluation of Applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • A master’s degree in political science, sociology, international relations, international economics, law, public administration, gender studies, human rights, social science, evaluation, or other closely related field from an accredited university. (Max. 5 points)
  • At least 10 years of professional working experience in international human rights, gender equality and development, and women’s empowerment. (Maz. 15 points)
  • At least 5 years of working experience on human rights instruments and mechanisms and relevant international treaties, with specific experience in the CEDAW Convention implementation, reporting and with the CEDAW Committee. (Max.15 points)

  • Experience with the UN system or/and International Organizations is an asset. (Max. 5 points)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

  • p = points for the financial proposal being evaluated.
  • µ = price of the lowest priced proposal.
  • z = price of the proposal being evaluated.

Financial Proposal. Shortlisted candidates will be requested to submit a financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee, proposed number of working days and any related expenses, i.e. travel and communications expenses.
