Under the close supervision and guidance of the supervisor, the programme assistant supports the respective section through providing a range of procedural, administrative, operational support in developing, implementing, executing and monitoring their country programme, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

Major Responsibilities

1. Support to programme development, planning and execution

  • Compiles data and information on subject matters relevant to the work of the section to facilitate preparation of reports, working papers, and presentations. Conducts preliminary research and analysis to support the development of proposals and other content to assist in partnership development, management, and reporting.
  • Prepares and maintains records pertaining to programme planning and development for his/her respective section. This includes database management, outreach coordination, and supporting stewardship activities.
  • Carries out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and makes amendments and alterations as per section revisions when necessary. Responsible for collecting invoices and filing documents for approval and, thereafter processing in vision.
  • Arranges meetings, workshops and training courses pertaining to programme development, and provides support in making the necessary logistical arrangements. Maintaining office calendar, arranging meetings, taking minutes of meetings and keeping the correspondence of the team well organized.
  • Follows up both internally with the Supply section and externally with counterparts to ensure supplies for programme implementation are delivered in a timely and accurate manner.
  • Provides travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies. Liaise with relevant travel focal points to ensure that the organization obtains the best service and price for all travel.

2. Support to monitoring and reporting of programme results

  • Provides support on budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure.
  • Monitors budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed for necessary adjustments (over-utilization, shortage of funds, etc.) and advised on actions for decision/follow up. Liaises internally on relevant actions where necessary.
  • Prepares and maintains records, documents and control plans relevant to the unit which include but not limited to the monitoring of project/programme implementation.

3. Support in resource mobilization

  • Compiles and organizes information and data pertaining to donors (both current and potential).
  • Compiles and organizes data and information to assist in the preparation of periodic or ad-hoc financial reports relating to country office and donors to support the office in optimizing.

Qualifications of Successful Candidate

  • Completion of secondary education preferably supplemented by technical or university courses related to the work of the organization
  • A minimum of 5 years of progressively responsible administrative or clerical work experience is required. Relevant experience in the field of work, preferred.
  • Fluency in English and Thai, with excellent writing skill for monitoring and reporting. Knowledge of another official UN language is an asset.
  • Thai Nationality.
  • Experience in providing logistical support for travels, events and meetings.
  • Experience in providing support on programme implementation and budget monitoring, desirable.
  • Strong skills in administrative and financial management including research and data management.
  • Good planning, organizational, coordination and analytical skills.
  • Good interpersonal and communications (oral and written) skills and attention to details.
  • Tact, discretion, self-starter and good judgment.
  • Ability to work under minimum supervision.
  • Ability to handle and complete multiple tasks within deadlines.
  • Good knowledge of computer applications. Strong proficiency using standard commercial software packages including Excel and Powerpoint are expected.
