How can you make a difference?

Under the direct supervision of the PMR Specialist, the post will provide professional technical, operational and administrative assistance for planning, monitoring, reporting processes as well as preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to programme planning, implementation, oversight and reporting to ensure those are carried out according to the schedule and that results, and recommendations are implemented and followed up in a timely manner.

Major Responsibilities

  1. Setting Standards for Programme performance planning and monitoring
  • Provide technical support as necessary to develop, identify and adjust a set of programme performance indicators, in the context of the Annual Management Plan and Annual Work Plans, outlined in the Programme Policy and Procedures Guidance.
  • Provide technical support as necessary in organising and managing annual/mid-year/mid-term/end term country programme reviews ensuring consistency with objectives and goals set out in the CPD and contribute to the Annual Management Plan.
  • Carry out data collection and analysis standardising them across programmes, to feed into to programme performance monitoring.
  • Prepare and monitor regular management reports drawing on monitoring and analysis of key management performance indicators.
  • Monitor follow-up actions based on management decisions resulting from Country Office performance monitoring.
  • Support the programme components to effectively monitor and report on the intersectoral programme results, cross sectoral programme component results and field office results to facilitate programme coherence and convergence where appropriate.
  • Contribute to development of programme as well as situation monitoring framework (in coordination with relevant section) for the learning zones including technical backstopping to the programme team for convergent programming.
  1. Coordinate and support the preparation and process of program implementation and offices reporting
  • Support the preparation of Mid-year/Annual reports, drawing on monitoring and analysis of progress from periodic reviews and progress assessments of work plans.
  • Coordinate with relevant sections and offices in the monitoring and preparation of high-quality donor reports as well as funding proposals as necessary by standardizing formats, contents and ensuring adherence to donor requirements. Provide quality assurance of reports and proposals.
  • Conduct research, analyse and develop advocacy and fundraising information for UNICEF’s and Government, and other donors use in close collaboration with Programme and PSFR teams.
  • Establish and maintain a proposal database to target partnerships against programme needs in the context of Thailand, and to inform management on development, submission status of proposals and to monitor funding received and utilized.
  • Support the Partnership Review Committee in reviewing, documentation and processing of Implementing Partnership Management plans and proposals ensuring all due diligence requirement of the partners.
  1. Support systemic use and improvement of Management tools to promote equity programming
  • Lead the use and management of Organization’s Management tools and platforms e.g. Results Assessments Modules, Strategic Monitoring Questions, VISION, InSight, eTools etc. as required for Offices’ Planning, Monitoring and Reporting plans.
  • Provide technical support and update the office on changes of any new developments in the planning and reporting structure in inSight / RAM and VISION, and ensure the changes are reflected.
  • Coordinate with relevant office colleagues on the use of eTools for Partnership Management ensuring correctness of update of information in a timely manner and regularly providing on the status and progress.
  • Keep abreast of Global Planning, Monitoring and Reporting policies, procedures and requirements to proactively meet the Office’s need for information or other related issues to ensure delivery of results as scheduled and allocated.
  • Support the monitoring of UNSDCF results for UNICEF through use of UNINFO in coordination with the Resident’s Coordination Office.
  1. Innovation, knowledge management and capacity building
  • Identify, capture, synthesize and share lessons learned from monitoring and reporting for integration into broader knowledge development planning and management efforts.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems for programme performance reporting.
  • Provide training and technical assistance, as required, to staff and partners to improve the overall quality and consistency of monitoring reports and other related documents as required
  • Participate as resource person in capacity building initiatives to enhance the competencies of Office team and clients/stakeholders.
  • Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/or monitoring, as well as good practices in partnerships and collaborative relationships.
  • Prepare timely analytical documents highlighting critical areas for management progress monitoring, oversight and action.
  1. Networking and partnership building
  • Provide technical and operational support to a wide range of stakeholders on UNICEF policies, practices, standards and norms related to Planning, Monitoring and Reporting.
  • Build and sustain effective close working partnerships with relevant stakeholders through active sharing of information and knowledge to facilitate and build their capacity for Programme Planning, Implementation and Monitoring.
  • Participate in appropriate inter-agency (UNCT) meetings/events on Planning, Monitoring and Reporting to collaborate with inter-agency partners/colleagues on UNSDCF operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNSDCF development and planning process.

Qualifications of Successful Candidate

  • Advanced University degree in social sciences, development planning, monitoring, evaluation, survey implementation, and statistical research.
  • A minimum of 2 years of direct professional experience in social development analysis and programming at the international and/or in a developing country is required.
  • Relevant experience in program/project planning, monitoring and reporting in a UN system agency or organization is preferable.
  • High Fluency in English and Thai is required. Knowledge of another UN official language is an asset.
