Significant escalation of the conflict in Ukraine has resulted in increased humanitarian needs and population displacement within and outside of the country. As the situation rapidly evolves, the conflict poses an immediate and growing threat to the lives and well-being of the country’s millions of children. UNICEF is implementing a multi-sectoral response to the significant humanitarian needs in Ukraine, while working towards longer-term recovery.

In complex emergencies such as Ukraine, strong knowledge management (KM) and knowledge exchange is essential to support effective child-centered response and recovery. To ensure that effective knowledge management across programmes are in place, UNICEF Ukraine Office (UCO) seeks to hire a Knowledge Management Specialist.

How can you make a difference?

UNICEF Global Knowledge Management Strategy recognizes that all UNICEF staff are responsible and accountable for KM because all staff are owners, generators, and users of knowledge and evidence However, due to the scale and scope of UNICEF Ukraine programming, a KM Specialist is required to facilitate and coordinate the sharing and use of knowledge within the office. This position helps break down knowledge silos and builds a culture of learning by encouraging and recognizing knowledge management as a core competency.

Effective knowledge management will enable UNICEF Ukraine to achieve the following:

  • Become better at systematically using knowledge in our work
  • Leverage existing processes to create learning loops that help us become agile and adapt our
  • programmes based on experience
  • Invest in our capacity to share knowledge with partners so that we can learn from each other
  • Do more of what works and stop doing what doesn’t work including strengthening the link between knowledge and evidence and repackaging such evidence for different audiences.

MAIN RESPONSIBILITIES AND TASKS:

Oversee the development and implementation of a knowledge management approach, based on the global knowledge management strategy, that enables stronger linkages between programmes and available data and information.

  • Guide and monitor the implementation of the office KM strategy, framework, or plan, and how these are embedded in sectoral work plans where possible based on an assessment of knowledge needs.
  • Lead activities that facilitate knowledge sharing and the access to and use of knowledge within the office and with external partners.
  • Provide guidance on how to capture, document and organize relevant knowledge.
  • Establish knowledge sharing channels, organize learning events, and identify emerging good practices, lessons learned, and knowledge gaps in each priority result area.
  • Lead the development, oversight and maintenance of digital workspaces for the regional office and country offices that facilitate work processes and support effective information management, knowledge exchange, including Sharepoint sites, Microsoft Teams, websites and other platforms designed for both internal and external audiences.
  • Working with the PME team, guide and support the country office with systematic approaches to scale-up best practices and innovations.
  • Ensure lessons of success and failure are drawn on an ongoing basis.
  • Support external linkages with other organizations with common interests (universities, centres of excellence, UN agencies, and NGOs) in the country to exchange experiences in knowledge management and identify potential for partnerships, cross-fertilization and joint learning.
  • Participate in KM working groups, networks and communities of UNICEF KM specialists and focal points amongst the regional and global UNICEF KM community.
  • Perform any other tasks as required by the supervisor and senior management.

To qualify as an advocate for every child you will have…

Education

  • University degree in social sciences and/or communication or related field.

Work Experience

  • At least one year of relevant professional work experience in programmes, communications, monitoring and evaluation, and/or knowledge management.
  • Advanced skills and technical proficiency in SharePoint and other collaborative tools (including Yammer, Teams etc).
  • Experience in data visualization.
  • Experience of one or more areas of UNICEF’s work (education, health, child protection, social policy and WASH among others) is an asset.
  • Exposure to/knowledge of UNICEF or UN work (directly or as a partner) is an asset.
  • Exposure to UNICEF approaches to effective knowledge management and sharing is an asset

Language requirements

Fluency in English and Ukrainian is required. Knowledge of another official UN language is considered as an asset.

Technical Skills

  • Good knowledge of approaches for knowledge capture and documentation
  • Good facilitation skills, for in-person and virtual events and meetings aimed at knowledge sharing, peer learning, or group reflection
  • Ability to communicate ideas clearly, succinctly and in a manner that is easy to understand.
  • Advanced skills relating to the development and management of digital knowledge platforms
  • Drive to achieve results for impact including committing to action and assuming responsibility and ownership for own performance and the associated outcomes.
  • Well-organized, responsive and an innovative thinker.
  • Ability to work collaboratively with others, establish and maintain mutually supportive working
