Background

1. BACKGROUND

The Sustainable Development Goals (SDGs) adopted at the United Nations General Assembly in September 2015 intended to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity, based on the "leaving no one behind" principle. Timor-Leste joined other world leaders in adopting the 2030 Agenda for Sustainable Development with 17 goals, 169 targets, and 231 indicators.

Timor-Leste was actively engaged in the discussion of the SDGs goals and is proud to announce its progressive contribution throughout goal 16, which is crucial for achieving the three integrated dimensions of sustainability, the social economic, and environmental. Goal 16 is central to sustaining other goals to perform.

At the national level, the SDGs goals were adopted through government resolution no 34/2015, on 23rd September 2015, National Parliament resolution no. 19/2015 on the 18th of November, Prime Minister’s Directive 038/2015/XII/PM on the 22nd of December 2015, Government Decree no. 1 on the 1st of February 2016. The SDG’s Working Group was introduced immediately after its adoption, with a mandate to identify the linkages between SDG’s goals and indicators and the Strategic Development of Timor-Leste (SDP) 2011 to 2030 targets.

On the 22nd of May 2017, the government launched Timor-Leste’s Roadmap for the implementation of the 2030 Agenda and the SDGs. The document reflects the government’s commitment to implementing the United Nations Agenda on Sustainable Development Goals. It is a very comprehensive roadmap that embraces SDGs objectives in its political direction toward a prosperous Timor-Leste. It highlights factors that help create an enabling environment for achieving the 2030 agenda, including crafting peace for developing resilience, strengthening of institutions and policy frameworks as well as structural mechanism required for the operationalization of the Strategic Development Plan, the cohesion of national planning, budgeting and monitoring of the goals based on people-centered approaches.

The High-Level Political Forum, the United Nations’ central platform for follow-up and review of the 2030 Agenda for Sustainable Development Goals, was adopted by United Nations Member States through a resolution A/RES/70/1. This forum provides for the full and effective participation of all States Members of the United Nations, and it is convened under the auspices of the Economic and Social Council. Timor-Leste presented its first Voluntary National Review with other 41 countries in July 2019.

The VNR is a state-driven process, with the national report preparation led by the Government, through a wide-ranging and inclusive participatory consultation with stakeholders that included all major groups, business sectors, parliament, government independent institutions, civil society, and others, as required under the paragraph 78 and 79 of the resolution 70/1.

Timor-Leste’s first Voluntary National Review was titled “From Ashes to Reconciliation, Reconstruction and sustainable development” with Peace, Justice, and Strong Institutions as the overarching theme of the report. The VNR adopted a targeted approach and focus which was aligned with phase 1 of the National Strategic Development Plan (SDP). As such the focus was on the following 9 SDG goals, with SDG 17 as a cross-cutting issue aiding the implementation of the SDGs.

The VNR was jointly coordinated by the Unit of Planning, Monitoring and Evaluation (UPMA) in the Prime Minister’s Office, the National SDG Working Group, and the Ministry of Foreign Affairs, using a whole government, multi-sectoral approach. Timor-Leste Government wishes to prepare its second Voluntary National Review to present at the HLPF in June 2023. The coordination of the 2023 VNR will be managed through the VNR Coordination Commission led by the Agency for Planning, Monitoring, and Evaluation (ANAPMA previously UPMA), the Ministry of Foreign Affairs, and the Ministry of Finance.

Duties and Responsibilities

2. OBJECTIVES OF THE ASSIGNMENT AND SCOPE OF WORK

The objective of the assignment is to develop an e-government strategy of the municipalities in Timor-Leste.

Scope of the work

The lead Consultant/Writer will be engaged to assist the VNR coordination commission in preparing the 2023 VNR under the direction of the Technical-Coordinator of ANAPMA. The objective of this role is to provide advice, guidance, and support to the working group, as well as to prepare the draft 2023 VNR on the implementation of Sustainable Development Goals.

The scope of this assignment includes following up on the issues raised in the first VNR, reviewing and obtaining recent data and reports on SDG implementation, and drafting the VNR. The VNR should cover these areas: Timor-Leste’s development context, policy and enabling environment, the status of SDGs integration into Government planning documents, tracking progress: status, issues, and challenges of monitoring, implementation: opportunities and challenges, means of implementation and recommendation on future progress). Noting that the theme and focus of the 2023 VNR will be decided through consultations and recommendations led by the VNR coordination commission.

  • Draft 2023 VNR Report on the implementation of Sustainable Development Goals by (date to be decided) 2023. The report should be prepared as per the guidelines of the National SDG and VNR Report.
  • PowerPoint presentation for the Council of Ministers on the draft VNR findings and composition
  • Final VNR report incorporating any feedback and comments
  • PowerPoint presentation for the 2023 High-Level Political Forum

4. INSTITUTIONAL ARRANGEMENT

The Consultant will prepare a brief weekly report for the VNR Coordinating Commission. ANAPMA will assist the Consultant by providing working space, including the documents related to VNR that might be useful for reference in preparing the Timor-Leste Voluntary National Review, Strategic Development Plan of Timor-Leste, the Timor-Leste’s Roadmap for implementation of the SDGs, etc.

7. REQUIRED COMPETENCIES

Education

  • Advanced degree (Master’s degree or equivalent) in the field of sustainable development, development policy, economics, natural resources, or other relevant fields;

Work Experience

  • Minimum of 10 years of experience with strategy development, policy support, monitoring and evaluation, and technical operations in areas of sustainable development, water, environment, and natural resources;
  • Manifest capacity to coordinate inter-ministerial coordination and cooperation and sharing of information between government agencies, and the private and NGO sectors;
  • Experience in writing VNR, evaluation reports would be advantageous
  • Proven experience in advising government and/or UN development partners on sustainable development policy at a senior level;
  • Strong in examining policies, regulatory frameworks, barriers, and the identical related to sectoral sustainable development approaches;
  • Acquaintance with the United Nations 2030 development agenda would be very much encouraged;
  • Experience working with the UN system is an advantage
  • Experience in working in developing countries, particularly in Timor-Leste, will be an added advantage

Language: Proficient in written and oral English

8. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Lump Sum Contract

The financial proposal must be expressed in the form of an "all-inclusive" lump-sum amount, supported by a breakdown of costs as per the template provided. The term "all-inclusive" implies all costs (professional fees, travel costs (one roundtrip with an economy most direct route, living allowances, etc.). Under the lump sum approach, the contract price is fixed, regardless of changes in cost components. Duty travels, and other costs required to perform the demands of the TOR must be incorporated in the financial proposal.

Schedule of Payment:

The payment will be made based on the deliverables. The selected consultant must submit documents as per the deliverables which must be duly approved and serve as the basis for the payment of fees. The consultant will be expected to produce the deliverables within the agreed timeline under Section D of this TOR to be reviewed and approved as specified in the TOR.

9. RECOMMENDED PRESENTATION OF OFFER

Individual consultants interested in the assignment must submit the following documents to demonstrate their qualifications in one single PDF document:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (the template to be downloaded from the procurement notice link).
  2. Personal CV or P11 indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (2) professional references (to be downloaded from the procurement notice link).
  3. Financial Proposal: that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per the template provided (the template to be downloaded from the procurement notice link).
  4. Technical Proposal:
    1. Brief description of why the individual considers him/herself as the most suitable for the assignment;
    2. A methodology, on how they will approach and complete the assignment and work plan as indicated above.

10. CRITERIA OF SELECTION

An individual consultant will be evaluated based on the following methodology:

  • The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
    • Responsive/compliant/acceptable, and
    • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Evaluation (70%)

Qualification, Experience, and Technical Proposal (70 marks):

  1. General Qualification (15 marks);
  2. Experience relevant to the assignment (35 marks);
  3. Technical Proposal: Brief methodology and workplan on how the consultant will approach and complete the work (20 marks).

Financial Evaluation (30%):

The following formula will be used to evaluate the financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest-priced proposal

z = price of the proposal being evaluated
