Overview

Support Public Finance Management in Timor Leste

You have:

  • Master's degree or equivalent qualification in business administration, public finance, economics, law or relevant fields.
  • Excellent English expression both orally and in writing.
  • Knowledge of Portuguese would be an asset.
  • Knowledge of Tetum would be an asset.
  • At least 10 years of relevant experience in development cooperation, especially in advising tax administrations and fiscal decentralization.
  • At least 5 years of professional experience in at least 3 developing and emerging countries.
  • Professional experience in Timor-Leste is an asset.
  • Experience working with EU-funded projects would be an asset.
  • At least 5 years of professional experience in supporting fiscal management processes and tax revenue collection.
  • At least 5 years of professional experience in reinforcement of tax administrations.
  • A minimum of 3 demonstrated professional experiences in the preparation and implementation of tax reforms.
  • A minimum of 3 years of experience focusing on drafting/reviewing fiscal decentralization strategies.
  • A minimum of 3 years of experience focusing on promoting tax compliance and improving communication with taxpayers.

Job description

GIZ International Services is preparing for the EU-funded tender: „Strengthening Public Finance Management in Timor Leste” in Timor-Leste in forecast stage.

The purpose of the present project is to support the government in strengthening its Public Finance Management system to ensure efficient, effective and accountable use of public resources as a basis for improved public service delivery. The project seeks to support the implementation of the Public Finance Reform Action Plan, particularly during the critical initial phases of the reform.

Your profile

Qualification and skills:

  • Master’s degree or equivalent qualification in business administration, public finance, economics, law or any other relevant equivalent qualification;
  • Excellent English expression both orally and in writing;
  • Knowledge of Portuguese would be an asset;
  • Knowledge of Tetum would be an asset;
  • Analytical and computer literacy.

General professional experience:

  • At least 10 years of relevant experience working in development cooperation, in the context of advising tax administrations and fiscal decentralization;
  • At least 5 years of professional experience in at least 3 developing and emerging countries;
  • Professional experience in Timor-Leste is an asset;
  • Experience in working with EU-funded projects would be an asset.

Specific professional experience:

  • At least 5 years’ professional experience in supporting fiscal management processes and procedures related to strategy planning for tax revenue collection and diversification of types of taxes;
  • At least 5 years’ professional experience in reinforcement of tax administrations;
  • A minimum of 3 demonstrated professional experiences in the preparation and implementation of tax reforms;
  • A minimum of 3 years of professional experience focusing on the drafting/reviewing of fiscal decentralization strategies;
  • A minimum of 3 years of professional experience focusing on the promotion of tax compliance and improvement of communication with taxpayers;
  • Assessing the need for short-term experts in her/his area of competence, and coordinating their work.

Location information

The main places of posting will be Dili, Timor-Leste. In line with the programme requirements, field missions may take place.

The intended start date is March 2024 and the period of implementation of the contract will be 36 months from this date.
