UNICEF’s Strategic Plan 2022–2025 reflects multiple shifts UNICEF is undertaking in its programming and operations to achieve sustainable, outcome-level change for children. One of these shifts refers to increased focus on risk-informed humanitarian and development nexus programming across all contexts, contributing to crisis prevention and preparedness, building strong, resilient systems and strengthening social cohesion and accountability to affected populations. The revised and updated Core Commitments to Children in Humanitarian Action (CCCs) integrate Accountability to Affected Populations (AAP) principles and set out benchmarks for Country Offices (and clusters) within emergency response. The current MENARO AAP Strategy sets out seven key goals for RO and COs with accompanied strategic actions to improve mainstreaming of AAP in programme processes. Resources and strategies are currently being utilized to engage affected communities and children, and these can be leveraged on to drive the AAP agenda within the organization.

A pilot initiative called “Voices of Change” is currently being implemented by five countries in MENA (Iraq, Jordan, State of Palestine, Sudan and Yemen) as well as Democratic Republic of the Congo, focusing on holistic engagement and participation of women, girls, and boys and integration of their voices in the design, implementation, monitoring and evaluation of UNICEF programmes, leading to safer programming. The overall vision of the VoC project is to have a strengthened AAP and PSEA approach which focusses on holistic engagement and participation of affected girls, boys, women and men supported by UNICEF programmes, and integration of their voices in the design, implementation, monitoring and evaluation of programmes, leading to safer and more effective programming across all UNICEF programme sectors.

Through the “Voices of Change” (VoC) initiative, the Child Protection in Humanitarian Action (CPHA) PSEA team, in collaboration with the UNICEF Office of Innovation (OoI) and the AAP team at UNICEF EMOPS, are developing and implementing a suite of communication channels based on UNICEF incubated tools (i.e. RapidPro, U-Report, IOGT) through which women and girls can safely and anonymously raise issues, report misconduct or abuse, including SEA, or give feedback on the assistance provided in their location. Country offices will implement the initiative under the additional technical guidance of regional AAP, PSEA and T4D focal points. Building on the transformative vision of the VoC initiative and based on the current work in MENA and WCA regions, in 2022, UNICEF will gradually scale up the initiative through innovative community-based approaches and the use of digital innovations for PSEA in other countries and regions as part of the broader UNICEF PSEA programming work. UNICEF MENA regional office will also prepare a new regional APP strategy 2023-2025.

How can you make a difference?

As part of UNICEF’s Core Commitment for Children in Humanitarian Action, the AAP/PSEA Coordinator is expected to provide coordination and support the scale-up of the Voices of Change (VoC) initiative in coordination with MENARO Accountability to Affected Populations (AAP) and Community Engagement Specialist, PSEA Specialist and all Country offices, Regional Office and relevant HQ divisions. Based on existing information and lessons learned from VoC countries (Iraq, Jordan, State of Palestine, Sudan, Yemen, and the DRC) the Coordinator will review the current MENA AAP strategy and support the development of a new strategy (2023-2025) with the aim of AAP mainstreaming by all UNICEF MENA CO management, staff and partners. In addition to feedback and collection of complaints, enhanced coordination, effective community engagement practice and information dissemination will be included in the regional strategy. The post holder will support the planning, monitoring and scaling up of VoC initiative as part of the broader approach and ongoing work to strengthen UNICEF and AAP and PSEA programming across the region. The Coordinator will also contribute to the organization of regional VoC /AAP lessons learned workshop/s.

Scope of Work:

Under the guidance of the AAP & CE Specialist and working closely with the PSEA Specialist in MENA Regional Office, the AAP/PSEA coordinator will provide global VoC initiative coordination and support for the following key areas:

Leading coordination and engagement

  1. Provide overall coordination to the implementation of the Voices of Change (VoC) initiative as per project documents and workplan at MENARO level.
  2. Engage stakeholders and VoC focal points (COs, MENA RO, and HQ divisions) to facilitate development of future roadmap, milestones, goals and deliverables, and harmonization of approaches to results monitoring.
  3. Coordinate inputs for progress reports, financial and narrative, from all stakeholders for the Voices of Change project.
  4. Facilitate and support regular and effective communication and information exchange between VoC focal points, including through convening monthly calls and ad hoc meetings as needed to support monitoring of progress (including through review of a workplan), and to identify issues and steer concrete actions to successfully deliver the VoC initiative.
  5. Coordinate the ‘Lessons Learnt’ VoC/AAP workshop and other learning and influencing platforms.

Supporting scale up, strategy and guidance development

  1. Engage with key stakeholders and VoC focal points, particularly technical experts within PSEA and AAP, and contribute and coordinate on the development of VoC key strategy and guidance documents.
  2. Work closely with Office of Innovation to develop the “Global Deployment Package”.
  3. Undertake extended support mission to CO in the MENA region as required.
  4. Monitor and manage appropriate linkages and complementarity of VoC initiative with other CPHA thematic areas and work streams (i.e., GBViE), as well as with AAP and Gender initiatives, as relevant, to capitalize on opportunities for alignment and coordination.
  5. In collaboration with key stakeholders and VoC focal points, support on the development of capacity strengthening within UNICEF and partners to adopt and deploy the VoC Deployment package.
  6. Support the review and development of the new regional AAP Strategy (2023-2025) for MENA including lessons learned from VoC initiative and other countries in the region.

Facilitating communications and new partnerships

  1. In collaboration with key stakeholders and AAP/VoC focal points, contribute to developing internal and external communication tools; partnership materials; supporting global communications opportunities (both internal and external), working to showcase the initiative and learning and to encourage and support uptake in other countries.
  2. Lead the development of the ‘Voices of Change’ documentary and other documentation
  3. Plan and execute periodic/ad hoc convenings to strengthen relationships with VoC supporters and deepen their knowledge of and commitment to the VoC vision and the broader PSEA agenda.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree (Master’s or higher) in Public health, Humanitarian Affairs, Anthropology Development Studies, Social sciences, or another relevant field related to PSEA and AAP.

Experience:

  • A minimum of five (5) years of progressively responsible and relevant experience at international levels in Accountability to Affected Populations (development and humanitarian), coordination.
  • A strong understanding of UNICEF programmes, policy, and principles, at HQ, Regional Office and Country Office level, including knowledge of communication, technology, and human centred design.
  • Demonstrated ability to manage relationships with UNICEF HQ divisions, Country and Regional Offices, programmes and partners.
  • Proven experience in designing and delivering innovation programmes for and with children and women; experience implementing child protection programmes in humanitarian settings is an asset.
  • Good knowledge of global developments in child protection and across the development and humanitarian sector more broadly, including the application of the equity lens, human rights perspectives and results-based management (RBM) to programming.
  • Proven capacity to work with teams across different locations and with different technical skills.
  • Excellent communication, networking, negotiation, and other human relations skills, as well as effective strong leadership and decision-making competency
  • Excellent organizational skills and ability to collect, treat and analyze data.
  • Advanced computer literacy expected in Word, Excel and Power Point.

Language requirements:

  • Fluency in English and excellent oral and written communication and report writing skills in English is required. Writing samples may be requested.
  • Knowledge of French and/or Arabic is a strong asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
