The MENA region’s security situation is characterized by protracted humanitarian crises, political instability, and escalating security challenges, with incidents on the rise in recent years. These trends of insecurity and conflict are expected to persist for at least the next couple of years. if not more. Political instability, the effects of climate change, and the lack of economic opportunities have been some of the drivers of conflict. The number of security incidents has risen steeply in recent years, notably with the emergence of non-state armed groups, with a concomitant increase of humanitarian needs.

UNICEF remains committed to continue delivering results, especially for the most vulnerable children living in deteriorating or unstable security contexts.

In this context of uncertainties, there is a critical need for relevant, context specific security analysis to enable and support Programme implementation strategies and overcome access and security barriers in the MENA region’s countries. To enhance UNICEF's program delivery while ensuring the security of personnel, health workers, and other service providers, innovative methods and plans are essential. This necessitates a profound understanding of the dynamic and evolving environments through systematic information requirement analysis, data gathering, and analysis.

How can you make a difference?

Under the direct supervision of the Regional Security Advisor UNICEF, You will provide specific analysis, advice and support to the Regional/Country Offices relative to the UNICEF programme activities and operations in insecure areas as well as affected personnel and partners.

You will develop country and regional specific thematic analysis of specific insecure areas, analysis of the underlying cause of inaccessibility and insecurity, the local dynamics, and planning of SRM measures customized to the local context and risk analysis.

You will provide programmatic security support and analysis for all programs which will strengthen regional strategic orientations and inform existing strategies, including communication and access strategies and provide the basis for measures to assist in reducing the number of targeted populations missed in hard-to-reach areas.

You will provide technical support and guidance to other UNICEF security and security analyst posts in the region and will establish a functional network for information sharing between them.

You will carry out regular country visits to support teams on site with security analysis, capacity building and training, support to access related analysis and strategies, and other security support as required.

Minimum requirements:

Education:

  • An advanced university degree or recognized equivalent.

Work Experience:

  • A minimum of eight (8) years of progressively responsible experience in analysis and security risk management.
  • Demonstrated understanding of political/security related analytical processes is required.
  • UN and/or international security management experience is highly desirable.
  • Experience in humanitarian response and emergency contexts is an asset.

Language Requirements:

• Fluency in English is required. Fluency in Arabic and French is an asset

Desirables:

  • Developing country work experience and/or familiarity with emergency.
