UNICEF in Vientiane, Lao PDR is looking for an Individual Consultancy: Facilitator on workplace or organizational culture. The total number of days for this consultancy is five days, to cover preparations, facilitation of the focus group discussions, and report writing. A maximum of 6 focus group discussions are expected in 3 days (morning and afternoon sessions). The assignment is expected to be conducted in November 2021at a suitable hotel in Vientiane Capital, Lao PDR

Summary of key functions/accountabilities:

  • The consultant is expected to design and lead interactive sessions of focus group discussions for a maximum of 15 staff/session. A total of 90 staff will be in attendance – they comprise national and international staff - with a diverse roles, responsibilities, and functions.
  • Specifically, the consultant is expected to lead facilitative discussions on:

✓ The core values of UNICEF---Care, Respect, Integrity, Trust and Accountability

✓ Recognizing and dealing with unconscious bias at the workplace

✓ Fostering teamwork in a diverse, using role plays and simulations or other methods.

  • The facilitator is expected to submit a proposal on innovative methods to meet the objectives of the focus group discussions.
  • After the sessions, the facilitator is expected to produce a brief report documenting the general observations, discussions, and practical recommendations for enhancing workplace culture.

To qualify as an advocate for every child you will have…

  • Advanced University Degree in Human Resources, People Management, Performance Management, and Coaching and/or equivalent level of experience or training in human resource development; coaching and training;
  • Advanced skills and demonstrated experience in group facilitation and team building (minimum of 5 years);
  • Demonstrated experience in working in a cross-cultural environment and ideally having worked in the Asia-Pacific Region;
  • Familiarity and prior experience with the UN system, or with the international development/ humanitarian/ emergency community highly desirable;
  • The ability to deliver the service with an excellent command of English, both written and oral.
  • Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop;
  • Excellent interpersonal and communication skills.

Assessment Criteria:

A two stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

Applications shall therefore contain the following required documentation:

  • Technical Proposal, including a cover letter, updated CV, and copies of 2 relevant evaluations performed earlier by the consultant.
  • Financial Proposal: Lump-sum offer with the cost breakdown.

Assessment Criteria for International Consultant

I) Technical Qualification (max. 100 points) weight 70 %

• Education Degree will have a maximum of (30 points)

o Advanced University Degree in Human Resources, People Management, Performance Management, and Coaching and/or equivalent level of experience or training in human resource development; coaching and training;

• Knowledge of the below will have a maximum of 20 points

o Demonstrated experience in working in a cross-cultural environment and ideally having worked in the Asia-Pacific Region;

• Experience in the below will have a maximum of 30 points

  1. The ability to deliver the service with an excellent command of English, both written and oral.
  2. Flexible nature and ability to adapt to changing directions/thinking that may occur during the Workshop;

Quality of past work (e.g. understanding, methodology) in the below will have a maximum of 20 points

a. Advanced skills and demonstrated experience in group facilitation and team building (minimum of 8 years);

II) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.
