Background and Scope of Work

On 24 February, the Russian Federation announced a military operation on Ukraine that is likely to have a significant impact on the lives of children and families in communities throughout the country. According to UNHCR, by 23 March, 6.7 million people have reportedly been internally displaced and 3.6 million have so far fled into neighbouring Poland, Romania, Moldova and Hungary and other neighbouring countries.

UNICEF’s immediate and medium-term plan for refugee hosting countries is to support Governments in their response to the increased needs in the social sector services, including health, nutrition, child protection, WASH, education, social protection. In the longer-term, UNICEF is currently managing an education emergency response both in Ukraine and in neighboring countries in close collaboration with UNHCR and national and local governments and partners. Given the extraordinary measures of the EU adopted Temporary Protective Directive, children will have the right to education in all host countries, same as nationals. The enrolment in national education should be within the first three months. UNICEF will be supporting governments in the provision of language or other preparatory classes, recruitment and training of Ukrainian teachers to serve as teaching assistants of cultural moderators in schools, training on MHPSS to teachers, provision of means to access digital learning, among other interventions.

UNICEF has also set up or is in the process of setting up offices in countries where we traditionally had no country programme – Czech Republic, Hungary, Poland and Slovakia. There will also have dedicated education staff placed to support refugee response.

The Regional Office across all sectors is playing a critical coordination, technical assistance, advocacy and human and financial resource mobilization role in the response, ensuring effective support to the growing humanitarian needs of Ukrainian children and women inside and outside the country. The RO is liaising closely and playing coordination role with all countries affected by the crisis.

Main Responsibilities and Tasks

  • Monitor and document the education emergency response to Ukraine Crisis in all affected countries, maintaining most up to date information on UNICEF programming interventions there.
  • Coordinate education inputs into all reporting mechanisms, including SitReps, Weekly Sectoral Briefing Notes.
  • Support development of RO and CO response plans, HAC, Flash Appeals and monitor their implementation.
  • Document education programming in countries through case studies and short narratives.
  • Contribute to resources mobilisation by drafting education -related content of the funding proposals.
  • Work in close collaboration with the RO Education Section and complete other tasks as assigned by the Education Adviser, and as necessitated by the emergency situation.

Individual Contractor's Work Place and Official Travel

The assignment will be office-based. The Individual Contractor is required on a full-time basis for the period of the contract. The Individual Contractor will work five days per week from Monday to Friday and observe the same working hours as the UNICEF Regional Office.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of a monthly invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all inclusive fixed monthly fee in USD to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master’s or advanced degree in Education, Social Sciences, International Development, Humanitarian Response, or a related field
  • Minimum 5 years of progressively responsible relevant experience in the field of education. Experience in complex emergencies strongly preferred.
  • Proven experience in monitoring and reporting and high-quality report writing and documentation.
  • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.
  • Good analytical, facilitation, communication and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy.
  • Fluency in English (verbal and written). Knowledge of another UN language an asset.

It should be noted that selected candidate will be responsible for arranging for their own health and medical insurance. This consultancy does not provide any other benefits other than the consultancy fee and 1.5 days leave entitlement per month and the UN official holidays. Selected consultant will be responsible for complying with local tax requirements and any tax liabilities that may arise as a result of the consultancy with UNICEF.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
