The escalation of the Karabakh conflict in September-November 2020, caused casualties among civilians, including children, destruction of the infrastructure and displacement in and beyond the Line of Contact (LoC) districts. One of the most salient problems left behind by the massive military actions is mine and unexploded ordnance (UXO) contamination that can cause death and injury to the civilian population in the years to come. Since the end of hostilities in November 2020 until the beginning of June 2022, 39 civilian people have been killed and 185 injured as a result of mine explosions.

UNICEF has been supporting the national authorities of mine action (ANAMA) in explosive ordnance risk education (EORE) interventions since the end of the conflict. With the financial support of the European Committee Humanitarian Aid (ECHO) an intensive EORE Programme is rolled it. This is tailored for different target audiences via a range of communication materials, tools and activities.

With the foreseen return of thousands of internally displaced people to the regained territories in the coming years, scaling up EORE will be essential, as is strengthening its coordination.

Besides explosive ordnances, children are also at risk of other hazards in the urban and rural environment, such as earthquakes, floods, heatwaves, and landslides. Therefore, multi-hazard emergency preparedness planning (EPP) is needed.

Given the limited preparedness and capacity to deal with renewed conflict, politically sensitive displacement issues as well as other environmental and/or climate-related hazards, there is a need for coordinated contingency planning, continued UN engagement and partnerships with civil societies.

How can you make a difference?

Under the close supervision and instructions of the supervisor, provides professional support and effective teamwork for the implementation of country office emergency preparedness and response, collaborating with other emergency team members in the office. Responsible for the technical contribution to the development, planning, implementation, monitoring and evaluation of the emergency interventions to advance the survival and well-being of children and mothers and affected communities in emergency situations.

KEY END-RESULTS

1. Sound analyses are provided to identify emergency-prone situations and contribute to early warning and enhancing emergency preparedness.

2. Professional contributions are made to the formulation of emergency plans of action, contingency plans, and monitoring of compliance with plans of action.

3. Emergency preparedness and response plans address gender issues that may be expected to intensify during emergencies.

4. Effective analysis of available data regarding the evolving emergency situation and its implications to the operation are timely made. Supports constant flow of information and communication crucial for the planning and implementation of emergencies responses.

5. Staff training in emergencies preparedness and response is effectively supported for the enhancement of the emergency preparedness and response capability of the office.

6. In the event of an emergency, prompt support is provided to execute the initial operational tasks by collecting reliable information on the nature and scope of the emergency, ensuring effective telecommunications facility and staff security assistance, and promptly reporting the status as required.

7. Professional support is provided to establish facts and needs, support a rapid assessment, and determine priorities and an appropriate intervention by UNICEF.

8. Timely delivery of assistance and supplies is maintained, urgent staffing requirements are identified, and the appropriate and effective use of UNICEF resources is monitored for effective project delivery.

9. Substantive input and assistance are provided in the implementation of emergency plans of action, workplans, emergency appeals, and in the mobilization of donor response and recovery/rehabilitation-related funding.

10. Lessons learnt from UNICEF's emergency operations experience are collected and analysed for adoption of the best practices and standards for longer-term emergency interventions. Longer-term requirements of the emergency operation/interventions are effectively identified.

11. Ensures that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Sectoral input is provided for all related documents of the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Programme Document.

To qualify as an advocate for every child you will have…

  • University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines
  • A minimum of one year of relevant professional experience in mine action/child protection/education field, behaviour change communication, project management, communication
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Proven experience in establishing and managing of cooperation, with external contractors/teams (copywriters, designers, social data/media analysts etc.)
  • Proven working experiences and knowledge of EORE.
  • Proven ability to work independently, strategically tackle demanding goals, time-sensitive and produce timely results and high quality of work.
  • Knowledge and previous working experience in Emergency Preparedness is an asset.
  • Experience in developing information education communication (IEC) materials is desirable
  • Fluent in Azerbaijani and English languages verbally and in writing.
