Overview

You have:

• University degree in Computer Sciences/Engineering, Information Technology with good academic records.
• A minimum of 5 years of relevant professional work experience.

• Experience in MIS project operation and database system management.
• Knowledge of social cash transfers.
• Human Rights, Gender equality and diversity awareness is an asset.

How can you make a difference?

The Social Policy Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide administrative and technical assistance to Child Support Grant Operational Center on the data operation of Management Information System.

Purpose of Assignment:

1. Operate the CSG MIS daily basis tasks to ensure the effective daily operation of CSG MIS;
2. Manage Child Support Grant database system including planning and analyzing the database system improvement and development;
3. Coordinate with key partners including government counterparts in terms of information exchange and database integration;
4. Communicate and provide guidance on database and information system services to national partners; and
5. Build capacity of the national partners.

Work Assignment:

The consultant will be responsible for the following key specific tasks:

• Take appropriate action to ensure handover between CSG Operational Center and Digital Government Development Agency;
• Maintain and manage Child Support Grant database system including planning, analyzing, developing and improving current CSG database;
• Provide operational daily support on verifying and validating the completeness of eligible beneficiary data entry, improving payment processing and preparing payment list, preparing budget reconciliation report, verifying payment results and preparing payment report, working with complex database structure and queries, regular CSG reporting (monthly, quarterly, annually), etc.;
• Coordinate with key partners including government counterparts in terms of information exchange and database integration; and
• Responsible for communication and capacity building of CSG Operational Center on database and CSG MIS to ensure the center’s ability to manage further.

Work Schedule and Deliverables:

In consultation and collaboration with the UNICEF and relevant partners, especially Child Support Grant Operational Center, Department of Children and Youth (DCY) of the Ministry of Social Development and Human Security, the consultant will be responsible for ensuring the following activities have been undertaken as scheduled.

• Workplan and minute of handover
• Progress report at the end of every month: progress reports should include reference to overall progress in implementation of UNICEF-supported activities vis-a-bis the plan, constraints and challenges, recommended actions by UNICEF to ensure achievement of desired results. Report will also highlight progress in capacity building for national partners.
• Presentation, data visualisation for documentation and reporting monthly and quarterly.

Estimated Duration of Contract: 11 months, starting August 2020

Official Travel: Official travel may be required upon necessity.

• Knowledge of social cash transfers.
• Ability to write clearly in plain and understandable English is an asset.
• Human Rights, Gender equality and diversity awareness is an asset.
