Result of Service

Duration of contract: 1 October - 31 December 2026 Output will be delivered in digital copy and services delivered on site. Performance indicators for evaluation of outputs: • Timely delivery of all outputs within the agreed timeline. • Quality and relevance of prospects, measured by the fit of their mandate, ticket size and sector appetite with the ESCAP portfolio. • Seniority of confirmed delegates and their capacity to progress an investment decision. • Number of qualified delegates confirmed against the target of 15 to 20, noting this is a target rather than a guaranteed outcome. • Number and quality of investor-to-project meetings held in Manila. • Quality of market intelligence captured, including verbatim investor feedback and barriers. • Number of investor conversations continuing after the Forum.

Duties and Responsibilities

The ASEAN Investment Forum 2026 (AIF 2026), taking place in Metro Manila on 10 November 2026, will showcase investment-ready projects from across ASEAN in sectors including renewable energy, biomass, biofuels, smart grids, and critical minerals and mining. Under [project name], financed by [donor], United Nations ESCAP supports ASEAN Member States and their investment promotion agencies to attract sustainable foreign direct investment. To ensure the Forum connects these projects with capital that can act on them, ESCAP requires a consultant to identify, qualify and mobilize 15 to 20 senior decision-makers from Australian and UK institutional, public, development finance and strategic corporate capital with the mandate and appetite to invest US$5 million or more in Southeast Asian projects. The assignment is delivered in three phases with two ESCAP decision gates. Phase 1 tests market appetite using ESCAP's investment preview material. Phase 2, subject to ESCAP approval, builds the delegation. Phase 3, subject to ESCAP approval, prepares and hosts the delegation in Manila from 9 to 11 November 2026 and carries investor conversations into structured post-event follow-up. Under the overall guidance and supervision of the Economic Affairs Officer, Trade, Investment and Innovation Division, the consultant will identify, qualify and mobilize investors for AIF 2026. • Phase 1: Review and categorize the investment portfolio provided by ESCAP and translate it into an Australian and UK investor search strategy with defined search parameters, including an indicative minimum ticket size of US$2 million to be confirmed with ESCAP. Research approximately 50 institutional-scale prospects across public and catalytic capital, development finance, superannuation funds and asset managers, infrastructure and real-asset managers, climate and impact funds, private equity and private credit, family offices and strategic corporate investors, assessing each on mandate, geography, sector, scale, project maturity, return expectations and risk appetite. Qualify approximately 40 priority targets and identify the relevant investment executive in each. Match projects to investors across the portfolio. Circulate ESCAP's investment preview material selectively, with ESCAP's prior agreement on what is shared, and hold early conversations with priority prospects. Capture reactions, objections and referrals and present an assessment of market appetite to ESCAP at Decision Gate 1. • Phase 2: Refine the investor proposition and invitation materials based on Phase 1 findings. Conduct tailored executive outreach, referral management and follow-up, including project-specific engagement where appropriate. Convert qualified interest into confirmed Forum registrations, maintain a live engagement tracker shared with ESCAP, capture verbatim investor feedback and barriers, and report to ESCAP weekly. Present confirmed participation, investor quality and active project interest to ESCAP. • Phase 3: Confirm and coordinate delegates, deliver pre-event investor briefings, liaise on travel and programme logistics, and match investors to projects with a proposed meeting schedule ahead of the Forum. Host the delegation in Manila from 9 to 11 November 2026, including a welcome briefing on 9 November, targeted introductions and investor matchmaking on 10 November, and delegate exit interviews and a debrief to ESCAP on 11 November. Carry live investor conversations into structured post-event follow-up. All prospect lists, engagement trackers and investor feedback produced under this assignment will be handed over to ESCAP. The consultant will not accept fees, commissions or other compensation from investors, project sponsors or governments in connection with introductions made under this assignment.

Qualifications/special skills

  • University degree in economics, administration, business, international development or related field. - Minimum 10 years of progressively responsible experience in foreign direct investment, investment attraction, trade and investment missions or related fields. - Experience with renewable energy, infrastructure or critical minerals investment and lead generation of investors in these sectors for IPAs and EDAs. - Familiarity with ASEAN investment environment. - Experience in arranging country delegations to promote and attract investment.

Languages

Professional fluency in English necessary.
