How can you make a difference?

The Adolescent Development and Participation section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to support interagency coordination, technical documentation, and policy engagement. The incumbent will have to work closely with Adolescent programme team in UNICEF, UNAIDS, UNODC and other agencies as required to ensure that the planned activities are carried out in a timely manner and adhered upon the agreed work plan.

Background:

As Thailand is aiming to end AIDS by 2030, the new HIV infection has declined, but yet the country still lags behind achieving the global targets of 75% reduction. Young key populations are the most vulnerable in this case since almost half of the new HIV infection occurs and the sexually transmitted infections (STI) increase among people under 25 years old; however, those young vulnerable populations are mostly left behind. Coverage of key services and interventions, such as pre-exposure prophylaxis for HIV or harm reduction intervention, are lower among younger cohort.

One of the key areas of intervention for Thailand is to accelerate its work with young people especially most-at-risk-for-HIV key population to offer efficient, effective and integrated HIV prevention and treatment option that is youth friendly. One of the focus of the joint UN programme has been to create a promising model of tailored and integrated HIV combination prevention services for adolescent and young people. The model covers key elements of sexual reproductive health namely a) provision of PrEP, b) integrated harm reduction, c) reinvigorated condom programme, d) integrated STI management, e) comprehensive reproductive health interventions and f) gender-sensitive and right-based approaches, all targeted adolescents and young people. During 2020 – 2021, this model will be piloted in 2 selected high-burden provinces – Bangkok and Chiang Mai, with main focuses on the roll out of PrEP and the evidence-based drug use and crime prevention interventions in centers managed by the Department of Juvenile Observation and Protection (DJOP).

Work Assignment:

1. Serve as a focal point for HIV related work within the UN Joint programming. Monitor the overall activity plan, indicators, progress as planned in the donor funding and its documentation toward the end of March 2021.
2. Work closely with UNICEF Thailand with the focus on HIV/AIDS, combination prevention including pre-exposure prophylaxis (PrEP)

• Coordinate to organize a PrEP national consultation in November. Liaise with technical teams and stakeholder.
• Support dissemination and adoption of the operational manual and recommendation on adolescent PrEP service.
• Provide operational and technical supports to ADAP team to roll out PrEP in Bangkok and Chiang Mai through governmental and local health facilities. Facilitate the translation of PrEP national policy into action at the district level while taking into account contextual and cultural factors. Document challenges and lessons learned during the implementation and prepare them for national discussions or policy dialogue.
• Provide episodic supports to other HIV related work including EMTCT.

3. Work closely with UNODC on drug-use and crime-prevention interventions for adolescents and young people in juvenile training center.

• Work closely with UNODC and DJOP to provide operational and technical assistance during the project implementation.
• Support UNODC staff to solidify the drug-prevention project with DJOP. Provide support to establish working teams, monitor activity plan, and process official requirements.
• Generate lessons learned from the drug-prevention and harm reduction implementation with DJOP and feed them into policy dialogues.

Work Schedule and Deliverables: 90 working days within the period of 6 months.

Details are below.

• Approximately 10 days as a focal point for interagency work (aka UN Joint Team).
• Approximately 40 days working closely with UNICEF Thailand with the focus on HIV/AIDS, combination prevention including pre-exposure prophylaxis (PrEP).
• Approximately 40 days working closely with UNODC with the focus on narcotic drug prevention and harm reduction for adolescents and young people in juvenile training center.

Note: number of working days each month will be discussed and agreed upon with the supervisor prior to the start of the work in that month.

End Product:

1. 1. Monthly report on progress on work
   2. 2 quarterly reports on progress of work according to the indicators of the HIV UN joint programme (expected by end of December and End of March)
   3. Report on PrEP roll-out progress (including stakeholder consultation meeting report)
   4. Report on DJOP-UNODC activity progress

Estimated Duration of Contract: 90 working days within the period of 6 months, starting as soon as possible.

Official Travel: 2 domestic travels in Thailand

To qualify as an advocate for every child you will have…

• Thai Nationality only.
• Having a Bachelor’s degree in Health and Social Sciences is an advantage.
• Proficient in English and Thai, in both speaking and writing. Being able to write technical pieces and key point summary.
• Strong experience in project management and multi-partners collaboration is required.
• Having at least 3-year experience working in HIV/AIDS prevention and related programming especially with young people.
• Proven track record in working Thailand’s public health system, its complexity, and how policy work is done will be desirable.
• Expertise and experience in harm reduction and adolescent health will be an advantage.
• Good interpersonal skills. Being able to build partnership and proactively engage with partners, stakeholders and beneficiaries.
• Being a self-starter and able to handle multi-task assignments in timely manner.
