Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

Purpose of the job

Under the supervision and the general guidance of the Chief of Child Protection, the incumbent will support two key workstreams: 1) harmful practices and social norms, focusing on coordinating the tri-agency joint programme (60%); and 2) gender-based violence with a focus on emergencies (40%); The incumbent is also expected to give overall support to section management.

Summary of key functions/accountabilities:

  1. Oversee the harmful practices, GBV and gender & social norms workstreams of Child Protection section, including coordination of and technical inputs to on-going programmes and partnerships

    • Contribute to regular section planning and programme management.

• Oversee the overall gender and social norms portfolio, coordinating closely with C4D team and

CP focal point.

• Provide leadership, coordination and technical support to the ‘Sudan Free from FGM2’ program

(acting as the programme partnership coordinator).

  • Contribute to the Global Joint Programme on FGM (UNICEF-UNFPA), by providing technical support and liaising with partners in participating UN agencies, donors and national stakeholders,
  1. Advocacy, networking and partnership building
  • Build and strengthen strategic partnerships through networking and advocacy with local/national governments, UN system agency partners, donors, internationally recognized institutions, NGOs, funding organization, research institutes and private sector to reinforce cooperation and/or pursue opportunities to promote goals and achieve sustainable and broad results on social norms particularly FGM/C and Child Marriage.
  • Prepare communication strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances for sustainable results.
  • For the SFFGM2 programme, participate and/or represent UNICEF as administrative agency and in inter-agencies (UNFPA, UNICEF and WHO) discussions and planning on FGM/C and Child Marriage and related issues. Collaborate with inter-agency partners/colleagues planning and preparation of programs/projects.
  1. Program monitoring and quality control of results
  • Plan and/or collaborate with monitoring and evaluation initiatives to establish benchmarks, performance indicators and other UNICEF/UN system indicators, to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results in child protection programs.
  • Participate in major monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to engage stakeholders to take required action/interventions to achieve results.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  1. Innovation, knowledge management and capacity building
  • Promote critical thinking and innovative approaches and good practices for sustainable FGM/C and Child Marriage program/projects initiatives through advocacy and technical advisory services.
  • Support capacity building of UNICEF CP Officers across Sudan to strengthen knowledge and skills on harmful practices, GBV, and gender and social norms.
  • Contribute to the development of policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programs and projects.
  • Support strengthening monitoring and reporting of GBV risk mitigation efforts, including ensuring SCO meet the minimum core activities, including consultations with women and girls, GBV risk analysis, and programme adaptations to address GBV risks.

To qualify as an advocate for every child you will have…

  • Advanced university degree in Social Sciences or related technical field is required.
  • Eight years professional experience in the field of child protection, communication for development, community development, or related professional field.
  • Experience in gender and social norms programs including FGM and/or child marriage.
  • At least 4 years of professional experience of managing large-scale, multi-partner programs.
  • Extensive field experience in developing country contexts; emergency contexts considered an advantage
  • Prior experience in donor relations management is an asset.
  • Fluency in English is required. Knowledge of another official UN language, especially Arabic, is an asset.
