In order to meet its Cluster Lead Agency responsibilities, UNICEF invests human and financial resources to strengthen and improve the coordination function at global level for each of the Clusters / AoR it leads, as well as in each humanitarian context. In line with UNICEF's commitments to the World Humanitarian Summit and Grand Bargain outcomes, this includes a strong focus on adopting "people-centered approaches" in cluster coordination and performance management processes.

The UNICEF Field Support Coordinator (RRT) is situated in the Office of Emergency Programmes (EMOPS) Division, Global Cluster Coordination Unit (GCCU), in Geneva, Switzerland. The direct supervisor is the Global Cluster/AoR Coordinator, who in turn, reports to the Chief, GCCU. The GCCU forms a key part in UNICEF’s implementation of its Cluster Lead Agency accountabilities.

The UNICEF Field Support Coordinator (RRT) serves as a conduit between UNICEF and standby partners, forming part of the CP AoR Field Support team. As with other UNICEF-led clusters, the position will manage in-country and deployable field support based on requests from country offices and will also provide direct support.

How can you make a difference?

We are looking for an experienced Field Support Coordinator with strong child protection co-ordination experience at the field level with flexibility to deploy to the field 50% of the time to support the Global Child Protection AoR in effectively managing and strengthening frameworks and capacity for country-level Cluster Coordination. The main goal is to enable Field Cluster coordination mechanisms to:

• maximise quality and coverage of responses; • minimise duplication, gaps and risks; and • continuously support stronger national leadership of coordination.

Key Tasks and Accountabilities

  1. Technical support through high quality, rapidly deployable Cluster capacity in humanitarian situations to support timely, appropriate and relevant operational and strategic decision-making through:
  • Deployments (remotely or in-country) for both system wide high-level emergency and other prioritized emergencies (Large-scale, rapid onset or complex emergencies)
  • Taking on strategic Cluster/Coordination missions to priority countries, and with a focus on assessment missions, and capacity building of staff in-country.
  • Participating in global missions related to the implementation of the IASC Humanitarian Programme Cycle and the Reference Module for Cluster Coordination at the Country Level, e.g. alongside OCHA or in support of the UNICEF led Clusters.

2. Leadership, capacity building and advisory services to support global cluster efforts to expand and strengthen the pool of available, high quality staff.

  • Under the supervision of the Global CP AoR Coordinator, lead the field support team and prioritize country deployments and coordinating and tracking field support deployments and remote support
  • Providing induction for staff who are taking on their first coordination deployment/position.
  • Providing on-the-job support, including support when needed,
  • To new staff in the field to help fulfill core coordination functions in line with CP AoR Coordination
  • To staff leading key processes such as Strategic Humanitarian Response Plan & Cluster Coordination Performance Monitoring,
  • Acting as regional focal point to support Country level coordinators for Humanitarian Needs Overview/Humanitarian Response Plan
  • To identify Child Protection in Emergencies capacity gaps and ensure a cohesive response,
  • To ensure opportunities for knowledge/skills development through mentoring of identified RRTs and
  • To liaise with Global Protection Cluster Field Support team to ensure coherence and inclusion child protection specificity in collective efforts

3. Cluster development, planning, monitoring, and partnership building:

  • Keeping core documents up to date including menu of options, regional focal points overview (what we offer), coordinators list, etc.
  • Acting as a conduit of field realities, identifying key issues and gaps and suggest improvements or measures of escalation.
  • Supporting the CP AoR through active participation in UNICEF Global Cluster Coordination Unit meetings; the preparation and facilitation of global Cluster meetings with partners; and representation on behalf of the Global Cluster in other relevant fora.
  • Contribute to specific technical projects related to 1) the Cluster and inter-Cluster coordination in Emergencies; 2) Inter-Agency coordination in general; and 3) Implementation of World Humanitarian Summit and Grand Bargain commitments in Emergencies.

To qualify as an advocate for every child you will have…

• Advanced degree in social sciences or other related field. • A minimum of 8 years of relevant experience. • Demonstrated field child protection coordination experience within humanitarian reform and Cluster approach environments. • Strong analytical skills and a keen interest and motivation for inter-agency coordination. • Demonstrated understanding of cluster/sector programming, needs assessment and monitoring. • Flexibility, diplomacy, leadership, cultural sensitivity and team-spirit are considered essential personal features. • Fluency in English and in French is required; knowledge of Arabic or Spanish is an asset.
