Nearly seven years after the start of the conflict, Yemen remains the largest emergency globally, with 24 million people out of the population of 30.5 million in need of humanitarian assistance. The conflict has left 3.6 million people, including 2 million children, internally displaced, and at least 500,000 public sector workers have been without salaries for three years. Humanitarian access to vulnerable populations remains severely constrained.

Yemen’s healthcare system is on the brink of collapse. Over half the country’s health care facilities have either been damaged or completely destroyed by the ongoing conflict, leaving 20 million people in need of basic health care assistance. Most of the population lack access to health care due to the destruction of the health facilities in their areas or due to lack of financial resources. The availability of health workers in the health facilities is largely dependent on incentives offered by the humanitarian actors to sustain the health services for the population. Any new health crisis adds further strain to the already overstretched and under capacitated health facilities.

The damage and closure of schools are threatening children's access to education, rendering them vulnerable to serious protection concerns. At least 2 million children in Yemen are estimated to be out of school. While an estimated 46 per cent of girls and 54 per cent of boys are enrolled in school, secondary-level girls are more likely to drop out due to security issues, lack of female teachers and the lack of appropriate WASH facilities.

The emerging crisis has huge impact on the overall Health and Education system and limits scale up of essential lifesaving and life sustaining service delivery for children and women affected by the conflict and displacement. Whilst focusing on ensuring immediate humanitarian support in various sectors, UNICEF is also working with partners to improve access to quality education and basic health services.

UNICEF, in partnership with the World Bank, is supporting three key programmes i) Emergency Cash Transfer (ECT), ii) Emergency Human Capital Project (EHNP) and iii) Restoring Education and Learning (REAL). All three programmes are critical interventions designed along the humanitarian development nexus to sustain essential services in Yemen.

How can you make a difference?

The Programme Specialist (Safeguarding) is to be based in the Yemen Country Office (CO) and the Safeguarding Programme is a cross-cutting component of the Country Programme. The Programme Specialist (Environmental Safeguards) reports to the Deputy Representative Operations.

The Programme Specialist (Safeguards) will manage the compliance of the key donors such as the World Bank/KfW/FCDO/USAID etc. funded projects agreed between the donors and UNICEF to the Environmental and Social Commitments Plan (ESCP), the implementation of the environmental aspects of the Environmental and Social Management Framework, the preparation of Environmental and Social Management Plan (ESMP) for each project sites, implementation, monitoring and capacity building, both internally and with external partners. The ESMF includes the Medical Waste Management Plan (MWMP), Labour Management Plan (LMP), Security Management Plans (SMP), the GBV Action Plans and the Stakeholders Engagement Plans (SEP) as main components.

Key functions, accountabilities and related duties/tasks

Coordinate and Support the preparation of all relevant Environmental Safeguards documents and ensure compliance with the Environmental specific requirements of the Environmental and Social Commitments Plan (ESCP): • In coordination with the Project teams (YEHCP, REAL and ECT), Programme Officer (Environmental Safeguard), Programme Officer (Social Safeguard) and Safeguarding Specialist, prepare and update the environmental and social management framework (ESMF) and plans for the relevant ESS • In coordination with the Project teams (YEHCP, REAL And ECT), Programme Officer (Environmental Safeguard), Programme Officer (Social Safeguard) and Safeguarding Specialist, prepare site specific Environmental and Social Management Plan (ESMPs) including monitoring tools to ensure compliance with all Environmental and Social Safety Standards (ESS) relevant to UNICEF (ESMF, MWMP, LMP, SMP, SEP and GBV Action Plan) • Refine UNICEF’s ESP draft documents, coordinate, review, consolidate and address internal feedback (from UNICEF Divisions and Offices) on the draft documents • Monitor UNICEF compliance to ESMF, ESMPs and all related ESS • Monitor UNICEF implementing partners, contractors, and suppliers’ compliance to ESMF and ESMPs • Plan and formulate any other additional necessary documents, guidance notes, monitoring tools, reporting templates, as well as convene internal focused group discussions instrumental towards finalizing the ESP • Ensure the ESP related documents are aligned with UNICEF’s internal procedures and policies, regulatory frameworks as well as the model UN approach • Provide technical support, guidance, advice to UNICEF’s PMU, Health and Education partners, when applicable • Closely follow up the integration of environmental safeguard assessment information into project planning and implementation and completion of safeguards self-screening checklist during the project development process

Project Management and Implementation • Manages the Safeguarding unit in close coordination with the relevant programme sections, • Identify challenges, opportunities, priorities and needs for the development and implementation of the ESCP, ESMF and ESMPs • In collaboration with the Safeguarding team, make sure that the terms and conditions set for project development in line with environmental safeguard principles are adhered to • Provide technical support during project implementation to ensure compliance to the ESCP, ESMPs and ESMF including MWMP, SMP, LMP and GBV Action Plans • Include formulating a roll-out plan, developing supporting guidance and tools, when applicable (e.g., Environmental Screening Tool) to support environmental safeguarding implementation • Take stock of lessons learned from previous projects, global regional and national best practices, and current UNICEF and WB principles guidelines and procedures to ensure environmental safeguard documents for the project remain up to date and current

Project Monitoring & Reporting • Undertake follow up monitoring to ensure that proposed environmental risk mitigation measures are implemented according to the ESCP, ESMF and ESMPs • Ensure monitoring tools are developed, applied and Reported/Documented to ensure compliance of Environmental and Social Safeguards standards • Participation of UNICEF in all environmental safeguards’ meetings • Reporting of all safeguards’ issues on the ground

Capacity Building and Training • Provide support and direct technical assistance to develop environmental safeguard responsive climate smart strategies and plans • Support to develop and implement capacity building activities for UNICEF staff and partners where applicable including TPMAs and GRM staffs • Provide technical support to the project and result-based monitoring and evaluation • Closely provide assistance and deliver capacity building training to the field teams to close knowledge/skill gaps and minimize the likelihood of risks to happen to sub projects • Carry out training on integrating safeguard principles in YEHCP, REAL and ECT projects • ESMPs are developed and in place for each project site • Capacity of programme and project staff improved • All field teams well versed in safeguards issues

• Handle additional assignments as directed by Supervisor

To qualify as an advocate for every child you will have…

a) Education: Master’s degree or above in environment, sociology, economics, development, or a closely related field.

b) Experience:

• A minimum of eight (8) years of professional experience related to social and environmental standards and impact assessment in an international development context;

• Technical background and experience in developing safeguards in for agriculture, land use and management projects;

• Knowledge of Human rights (including human rights-based approach and human rights impact assessment); gender equality and women’s empowerment (including gender mainstreaming and gender analysis);

• Demonstrated knowledge of cultural heritage (including chance find procedures, physical and intangible cultural resources).

• Familiarity with emergency response is an asset

c) Language Requirements: Fluency in English is required. Working knowledge of Arabic is an asset.
