With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services.

The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.

Background Information - Job-specific

Under the general supervision of the Senior Security Officer and in accordance with UNOPS policies and procedures, the Radio Operator is responsible for the following duties:

Functional Responsibilities

  • Report to and be responsible to the AFCO AFSA for all security related matters
  • Operate the Radio Room and its communications system
  • Operate the vehicle tracking system (locations Tracking Monitoring and Emergency Management System)
  • Accountable for evening mandatory radio checks by International personnel.
  • Prepare and submit radio check reports to Senior SO on daily basis.
  • Immediately inform the Senior SO in event of any emergencies.
  • Provide accurate incident reports on security events.
  • Keep track of AFCO international staff movement within the duty station and leave & R&R through maintaining a record sheet.
  • Manage security radio room in the event of an emergency, circulated security advisories to all staff using all different communication means.
  • Activate the UNOPS warden system as/when required, conduct all staff headcount and report stats to supervisor.
  • Advice the transport drivers of all projects for any changes or restrictions in Kabul.
  • Hourly tracking of AFCO road missions and convoys to the regions and update the UNDSS Radio Room of the Mission Process.
  • Perform all administrative jobs in the Radio Room.
  • Monitor the AFCO CCTV system and report any suspicious activity immediately.
  • Brief newly-arrived international staff on radio procedure.
  • Responsible for cleanliness of the Radio Room and all equipment.
  • Operate radio networks, telex/fax machines, receives and dispatches massages.
  • Ensure that all communication equipment are in good working condition.
  • Perform repairs of radios and related communication equipment, when appropriate.
  • Transmit confidential messages received through any means of communication.
  • Process and maintain up to date records and logs all incoming/outgoing voice/data messages from vehicles and other networks covered by the mission and relay information appropriately.
  • Monitor mobile vehicle traffic whilst logging in the location and situation of the personal aboard (convoy tracking)
  • Maintains all equipment assigned to the radio room
  • Perform any other duties as assigned.

Monitoring and Progress Controls:

  • Assure that all requirements are adhered to by maintaining accurate and effective record of issues relating to security of staff and office premises

Final Product:

  • Strict compliance to the instruction and advice of the supervisor bearing in mind that security of staff and office premises in always of main concern

Education/Experience/Language requirements

a. Education

  • Secondary diploma required.
  • Certificate in Radio Communications training.

b. Work Experience

  • Minimum 3 years of work experience in radio room, radio operations or Security Operations Centre is required.
  • Experience of handling VHF radio and other communication equipment is required.
  • Good knowledge of city and general area in assigned location, and the provinces of Afghanistan, ability to read and interpret maps and operate Google maps or similar.
  • Experience and exposure at the international level or experience working in the International Organization is desirable.
  • High attention to detail and ability to neatly complete assigned paperwork.

c. Language

  • Fluency in English is required.
  • Fluency in Pashto and Dari languages are required.
